1 1. Q: Do you have the full RFP for CBCS to review or are you just requesting proposals to be sent to Westchester Medical Center? A: The full RFP is available on the WMC website. Sealed bids are due by 4/26/ Q: Would you be expecting to have an additional RFP for early out / extended business office or bad debt collections upcoming? A: At this time the RFP posted is the only one we will be reviewing. 3. Q: In section 5.2 (d) of the RFP it sets forth that the Medicaid services to be provided by the vendor. If a company can screen for Medicaid eligibility and gather the necessary documents for filing an application, but it is not certified by NYS, nor are any of its employees, for the purpose of submitting Medicaid applications directly to the appropriate county agency, will this disqualify us from this contract? A: We are seeking vendors that offer multiple services within the scope of the RFP. 4. Q: Is the bid still open? A: All bids are due by 4/26/19 per the RFP. 5. Q: Is WMC looking for a collection agency, attorneys or both? A: As referred in the RFP, WMC is looking for bids with regard to professional credit and collection services and legal representation. 2 6. Q: Will WMC award a collection agency with a network of attorneys? A: It will be considered. 7. Q: Will WMC be awarding multiple vendors? A: It will be considered. 8. Q: What is the estimated volume and number of accounts to be placed with vendor? (monthly) A: The approximate total monthly placement with vendors is 1700 to 1800 accounts 9. Q: What is the approx. age at turnover? A: Generally speaking the average number of days is about Q: What is the current recovery from the existing agency? A: Data is not available for this RFP 11. 3 12. Q: What is WMCs current process for receivables prior to placement with an agency? A: WMC performs internal follow up calls and statements are generated for accounts. 13. Does WMC currently use an early-out vendor? A: That is not within the scope of this RFP. 14. Does WMCs receive cell phone consent from patients? A: No 15. Q: The Letter of Intent to Propose to the Designated Contact(s) is due on the same day the proposal is due. Is this an error? Page 8, section 2.6: A: Letters of Intent to Propose are encouraged but are not required (i.e. optional) and are not binding. Prospective proposers may submit a Letter of Intent at any time during the RFP process up to and including the date proposals are due. 16. Q: Is the Letter of Intent to the Designated Contact(s) the same as the Transmittal Letter, which WMC list as a required RFP response item? Page 8, section 2.6: A: No. All vendors submitting a proposal must submit a Transmittal Letter meeting the specifications set forth in Section 2.5(B). The Letter of Intent is optional. Page 3 of 6

4 17. Q: WMC request three copies of our responses. It appears that WMC wants them as hard copies. Does an electronic version need to be submitted as well? A: RFP bids must be submitted hard copy only. 18. Q: Regarding 1.4 Key events/timeline: Questions and Requests for Clarification due March 29, 2019, yet in RFP instructions 2.2 it says we have until April 5, 2019 to still submit questions or request for clarification via . Which is correct? A: The correct deadline for submission of questions or requests for clarification is April 5, An Addendum to the RFP, dated April 5, 2019, has been issued revising Section 1.4 Key Events/Timeline as follows: Event Questions and Requests for Clarification Due Date April 5, 2019 Questions and Answers Distributed Proposal Due Date April 26, 2019 Finalist Interviews April 29 May 17, 2019 Anticipated Notice of Tentative Award June 30, 2019 Anticipated Contract Start Date July 1, 2019 Page 4 of 6

5 19. Q: Regarding Attachment B section 1d) Does WMC request to be remitted NET as opposed to GROSS with WMC paying compensation plus costs after remittance? A: Both options will be considered. 20. Q: Regarding Attachment B section 1e) We are a law firm, does WMC request that we report to a credit agency all referred delinquent accounts in the amount of $ or higher whether in litigation or not? A: WMC does not expect vendors to reports to credit agencies automatically, as listed in the RFP; WMC would have to consent to agency reporting. 21. Q: Regarding Attachment B section 5) Compensation and Costs-Will the firm handling litigated accounts with prior written authorization by WMC collect costs on those accounts whether the account pays or not? A: Payment will be made on settled accounts. 22. Q: Will there be more than one firm doing litigation on all WMC delinquent accounts? A: It will be considered. 23. Q: Do you have any data on how many accounts you sued over the last months and any on data on locations (states or courts). A: The data is not available at this time. Page 5 of 6

6 24. Q: Do you have consent to use dialer (ATDS) to contact the patients in your admission forms? We work business for you, and have never seen it. This has a huge impact on pricing. A: Currently that is not in scope. 25. Q: In questions D. to Q., are they all directly related to legal collections only? The use of the word firm would denote that these are all legal, and would not apply to the agency non legal side of the collection process. Is the organization looking more for non legal collections or legal collections? A: WMC is seeking collection agencies that can also pursue litigation if needed upon consent of WMC. 26. Q: Would the medical center allow non-attorney firms such as ours to participate in the RFP even though we are not an attorney firm? Whereas we are licensed nationally most attorney firms are not. A: Yes, as long as the agency can provide litigation services either directly or indirectly.
