1 To Webinar Attendees, There were a lot of great questions at the Subcontractor Applications Webinars. For ease of reference, the questions have been sorted into categories. Please send additional comments or questions via to janice@cadtp.org. Thank you for your interest in the project! The DUI MAT Project Team Screening and Assessment Q: Will CADTP provide a screening instrument? Q: Will the ASAM be the only assessment tool that can be used. A: No. Assessment tools may vary by County. Over the course of the project we will develop standardized screening and assessment tools. Q: If I m in a SHSP pilot county that is utilizing ASI, can I use that for assessment? Q: Will a screening tool be used on every enrollment, and then ASAM as deemed necessary or is ASAM to be done on every enrollment? A: A screening tool will be used initially, followed by a referral to an ASAM or other assessment, if indicated. Q: Could we see the screening instrument to prepare our data collection plan? A: It is not yet available. Quarterly Reports and Invoicing Q: Some quarters have more calendar days than others. As a result, one quarter you may invoice for $18k and another quarter $20k, thus exceeding the $19k threshold. is that allowable? Q: If we get behind in our deliverables, can we bill less for that quarter, and then bill more for the following quarter if we have hit the deliverables. A: The total cannot exceed $19, per quarter overall, however, if the invoice less in one month and more in the next that is okay as long the two months together don t exceed the threshold and the project invoice overall does not exceed $115,000. It s important to keep closely to the budget so that the funds are evenly dispersed. Q: If original budget estimated $85,000.00, but we find it is costing $105,000.00? A: The budget cannot exceed $115,000. The budget should be $115,000, not less. Page 1 of 5

2 Q: Will reports at the end of quarter have a deadline beyond that date to capture the true quarterly timeframe? A: Quarterly reports are due 30 days after the last day of the quarter. Q: How detailed do the quarterly invoices need to be? A: The invoice will align with the deliverables and the quarterly report. Activities that align with deliverables will be listed in the quarterly report. Those activities, as well as expenses, will be included on the invoice. Standardized report templates will be provided. Q: Are you required to submit quarterly support documentation for all actual costs incurred with your quarterly invoice? A: No. However, it is important to keep receipts and back-up information on file in compliance with 45 CFR Part 75. The State Opioid Response Grant (SOR grant) is a federal award within the meaning of Title 45, Code of Federal Regulations (CFR), Part 75. This Agreement is a subaward of the federal award to the Department. The Subcontractor is a subrecipient and subject to all applicable provisions of 45 CFR Part 75 addressing administrative requirements, cost principles, and audit requirements. Budgeting Q: What is an acceptable percentage of facility rent to allocate to MAT program? A: That will depend on the individual program s operating practice and business model. Q: My company has an overhead rate that is too voluminous to detail in Indirect Cost section of the Budget Template. Could we describe the rate structure (pool and base) in the narrative page? A: Yes, however, you still need to break out the indirect costs as indicated in the example worksheet. Q: Can the money be used for transportation? I am pretty sure the nearest MAT program is out of our County. Would we be able to use some of the funds to transport the client to the nearest MAT program after our referral? Q: On Staff Budget does it need the actual name of individual or just a title? Mostly due to this actual person could change. A: Use the names of staff you plan to assign, unless you plan to hire new. If hiring new, use Job Title and TBA (To Be Hired) on the staffing budget. It is OK to have staff changes during the contract period. Q: Will we need to keep a separate time sheet for hours worked on project? A: This is not required for project reporting or invoicing and therefore would be at the discretion of the DUIP. Q: Can the hourly rate for this program be different than the hourly rate normally paid? Page 2 of 5

3 Q: What if our indirect costs are figured across our company and are a set percentage? A: Use the % expressed as a number. For example, if you have an indirect cost percentage of 19%, then calculate how much of that indirect cost would be attributed to this project and express that as a number. Remember to list indirect costs as line items, then roll that number up in the budget. Q: Since MAT will be discussed at the upcoming LaQuinta conference, and I m assuming the next DUI advisory, can we include that in our budget? A: Yes, if your travel is related to the DUI MAT project and complies with the Federal Cost regulations it is allowable. Q: Is there a page limit on the budget narrative. A: Yes, one page. Q: What are the total hours of the project? A: Total project hours will vary by program. Q: How do we figure out what percentage of utilities/rent etc... to list for the budget. A: Determine percentage by expense or revenue. You many also want to consult your accountant or finance department. Q: Can budget be updated in the future? Project becomes more (or less) labor, etc. intensive and is costing the program more/less? A: Yes, though expenses cannot exceed $19, per quarter over all. Q: Can you give us an example of the Licenses and Fee's expensed under this contract? A: You may want to certify or train an employee or apply CEU credits to the project if the training applies to the DUI MAT project. Q: The hourly rate may include the application of a fringe rate? Correct? The total cost of labor must be accounted for somewhere in the budget. Q: Calculations are totaled out for entirety of project, or monthly projections? A: You may want to develop your budget by month but submit an annual budget with your application. Case Management Q: Are services to be provided to DUI offenders that are beyond the scope of the regulations? If yes, what if they don't comply? A: Some of the services will be combined with the DUI program services, such as screening and providing information in groups and education. The greater assessments and some of the monitoring of referral and treatment may happen outside of the regular program services. If the client does not want to take advantage of the services offered that is fine and should not disrupt their DUI Program. Page 3 of 5

4 Q: Are all drugs included in this pilot or only Opioids? Will we consider marijuana an included substance? A: All are included. Q: Will a case management framework be provided? Q: You mentioned a case management framework. Do you have specific examples of case management approaches that you are looking for with this type of project? A: Subcontractors will utilize a standardized Case Management Framework which will be released with the project launch. It will include processes for client screening, management, referral and follow-up. Q: I'm assuming DHCS will be allowing our ability to not terminate upon a client attending UTI, as they have done with the SHSP Pilot? In some areas, we may need to gain the authorization to implement the SHSP program. Q: We also operate a sobering center where first offender DUI diversions are diverted away from jail. Will the scope of this project allow us to implement screening at that stage away from the DUI program, or must it happen within the DUI program only? A: Within the DUI Program only. The Application Requirements and Process Q: We have a licensed DUI program which are classes and some case management. Would this apply to your DUI Treatment Program definition? A: Yes, if the program is a DHCS licensed DUI Program. Q: Does a for-profit organization qualify for this RFA or must you be a non-profit organization? A: Both qualify. Q: Will separate locations that are part of the agency be considered individual subcontractors? Each location (DHCS DUI program licensed facility) must apply separately. Q: Will the tools you are referring to be provided during the RFA response time? A: No, they are in development. Q: If selected, are you committed to fulfilling the entire term of the contract? Q: How do we certify and prove the qualifications and requirements? Would that just be copies of license & corporation paperwork? A: It is not necessary. State your qualifications in the statement of interest, if desired. Page 4 of 5

5 Subcontractor Activities Q: Where will the project meetings be held? A: Virtually by conference call. Calls and webinars will be recorded and posted. Q: Can CADTP share the future of the DUI MAT Program past the 17-month pilot? A: Data collection and best practices will help to determine if there is an unmet need in the DUIP network and if MAT meets that need. Q: Can you confirm the first payment of the awardees is five months after launch? Q: Is there a definition of what is in a MAT Tool kit? A: MAT toolkits are in development for a variety of audiences including AOD counselors and DUIP. Q: Where is the CHP training located?
