WALTON C I T Y O F E L I Z A B E T H C I T Y REQUEST FOR QUALIFICATIONS Charles Creek Flooding Mitigation Plan and Waterfront Master Plan Opening Date: July 30, 2017 Qualifications Due: 3:00 p.m., August 17, 2017 Community Development Department, City of Elizabeth City, North Carolina Project Coordinator: Matthew Schelly, AICP, CZO, Director of Community Development Phone: Cell: mschelly@cityofec.com Introduction The City of Elizabeth City is seeking Statements of Qualifications for professional consulting services for one consultant to produce two stand-alone plans that are linked together: the Charles Creek Flooding Mitigation Plan must be able to stand alone, however, the Waterfront Master Plan will include the Charles Creek Flooding Mitigation Plan as a part of the Waterfront Master Plan. The Project Areas section below makes this clear. The City of Elizabeth City intends to pre-qualify a limited number of consultants before negotiating a contract for the project. For both plans the selected firm, team, or consultant will be expected to: review previous and related plans, familiarize and document relevant historic background, analyze existing conditions, involve significant stakeholders and the public, and produce easily understood plans with viable implementation strategies and projects. 2 For the Waterfront Master Plan, the selected firm, team, or consultant will also be expected to: provide a broad economic study as the basis for the implementation strategies and projects, as well as more specific economic analysis of the proposals in the plan. For the Charles Creek Flooding Mitigation Plan the selected firm, team, or consultant will also be expected to: provide an environmental study of the relevant area as the basis for the implementation strategies and projects, as well as an environmental analysis of the proposals in the plan. Backgrounds Waterfront Master Plan The City of Elizabeth City has allocated a total of $32,500 for this plan. This has been a goal of the local government and its citizens for several years. An earlier Elizabeth City Waterfront Master Plan was drafted by Allison Platt & Associates in June, Both the economy and Elizabeth City have changed significantly since An expanded and updated plan is needed to accurately reflect land use changes and trends for the Elizabeth City waterfront and guide waterfront development in a comprehensive manner. Other plans that may be relevant to the study are the Albemarle Regional Bicycle Plan and the Pasquotank County Comprehensive Transportation Plan. Charles Creek Flooding Mitigation Plan The City of Elizabeth City has recently been awarded a Local Planning and Management Grant by the Division of Coastal Management (CAMA) in the amount of $17,500. This year s grant funding has been prioritized for Natural Hazards and Storm Recovery projects. The primary objective of the planning and management grant program is to provide funding to assist local governments in the refining and implementing of plans and management strategies for their coastal resources that are consistent with state guidelines (15A NCAC 07L). The City Council has authorized, by resolution on March 27, 2017, to apply for this grant and an allocation of $1,750 as the match for the grant. Therefore, the total funding for this plan is $19,250. The grant contract period has started and the end date will be June 30, The Charles Creek Flooding Mitigation Plan project will assist the City with improvement efforts along Charles Creek. It is the City s intent to reduce or perhaps eliminate the long term risk to people and property caused by the continuing flooding issues experienced in that area. In addition, the requirements of the CAMA grant stipulate that strategies and projects in the plan are to help to further local implementation of CAMA s management goals and planning objectives for natural hazards management and/or to address local issues specific to storm recovery. 3 Project Areas The area of the Waterfront Master Plan is bounded by the Pasquotank River, Knobbs Creek, Poindexter Street, Burgess Street, Water Street, Riverside Ave, and the eastern end of the Elizabeth City (Old) Shipyard property as shown in red on the map below. The area of the Charles Creek Flooding Mitigation Plan is comprised of all the waterfront properties along the Charles Creek from its mouth at the Pasquotank River to the South Road Street/Herrington Road Bridge as shown in yellow on the map below. 4 Scope of Projects The City of Elizabeth City is seeking a qualified firm, individual, or partnership of firms to complete the following activities for both plans, not just one plan. Please describe in your RFQ response how your firm, individual, or partnership of firms is qualified to complete the following activities. For each item described, please include a description of the staff and their qualifications. Waterfront Master Plan (Budget: Not to exceed $32,500) Describe the process you will use and a proposed timeline of major milestones. Explain which background work you will be doing. Considerable public involvement is required for this plan. Therefore: Describe the local Working Group (with diverse representation), if any, you would be convening and working with. Provide examples from your experience. Describe the interviews with stakeholders (Council, Planning Commission, ECDI, Staff, etc.), if any, you would be doing. Provide examples from your experience. Describe the public involvement meetings and/or charrettes, if any, you would be doing. Provide examples from your experience. Describe the surveys, if any, you would be doing. Provide examples from your experience. Understanding the current and potential economic development of the waterfront, the downtown, and the city in general will be key to the success of any proposals in the Plan. Describe the general economic market study and analysis of the city area that you will be doing as background information before proceeding with formulating proposals for the Plan. If you are using a sub-consultant, please include their name and a resume showing similar experience. Describe the methods you will use to evaluate the economic impacts of the large projects proposed in the Plan. The Plan itself should provide an exciting, implementable vision for the waterfront that will not also further invigorate/stimulate/energize downtown and the rest of Elizabeth City. The plan should be sufficiently illustrated, including study area imagery and simulations using study area imagery, to communicate this vision to the public. Provide examples of similar plans from your experience. The final draft of the plan will be presented to the City Council for their approval and adoption. Charles Creek Flooding Mitigation Plan: (Budget: Not to exceed $19,250) Describe the process you will use and a proposed timeline of major milestones. Explain which background work you will be doing. Considerable public involvement is required for this plan. Therefore: Describe the local Working Group (with a mixed representation), if any, you would be convening and working with. Provide examples from your experience. The Plan itself should provide a practical and effective set of implementable projects to mitigate the flooding of the subject properties along Charles Creek. The plan should be sufficiently illustrated, including study area imagery and simulations using study area imagery, to communicate this to the public. Provide examples of similar plans from your experience. 6 o o Timeline for Implementation Items Summary The planning team should expect to present an early draft of the main ideas in the plan to the stakeholders and revise the plan, if possible, to address their concerns. The final draft of the plan will be reviewed by CAMA and upon approval by CAMA will be presented to the City Council for their approval and adoption. For both plans, the consultant should be prepared to provide any other services customarily furnished through the planning process. These may include, but are not limited to: meetings and communications with City staff and the project team, public presentations such as to the City Council, any presentation materials, any public participation materials, website and social media costs, copies, travel to and from Elizabeth City, communications, sub-consultants, etc. Twenty (20) printed copies and a high definition (printable) PDF and editable electronic format (e.g. Word) of each of the final plans shall also be provided. Submission Format and Schedule A minimum of 7 paper copies in addition to one electronic shall be submitted by the project submittal date. Proposals must be limited to a maximum of 10 pages, but may include attachments such as project team resumes, relevant project experience and a cover letter. No facsimiles (faxes) will be accepted. Phone interviews will be held with selected applicant(s) during the week of August 21, 2017, by the Selection Committee. An in-person presentation will be held during the week of August 28, Negotiations with the preferred applicant will be conducted during the week of September 4, A contract will be recommended for award to the City of Elizabeth City Council on September 25, 2017, at the Council s regularly scheduled meeting. All applicants will be notified, via , of the successful proposal. Submission Response and Evaluation The applicant s written response must specifically address the following aspects: Your firm or partnership s approach to completing each component of the scope of consulting services described above. (60 points). Understanding of the CAMA grant process and requirements, as well as relationships with local CAMA representatives. (10 points) Clear evidence of economic study and analysis expertise. (10 points) Include a list of people or agencies (w/ contact information) that have first-hand knowledge of you or your firm or partnership s ability to perform in projects similar to the plans proposed by the City of Elizabeth City. 7 Selection of the recommended consultant will be based on the applicant s response in relation to the points assigned, as assigned by City staff. Based upon the result of the interview(s), a preferred applicant will be established and recommended to the City of Elizabeth City Council for approval. The City of Elizabeth City reserves the right to accept or reject any and all submittals, or parts thereof, and to waive formalities or irregularities so as to accept and award the submittal which best serves the interest of the City of Elizabeth City. The City of Elizabeth City reserves the right to waive any informality in Request for Qualifications and to determine, in its sole discretion, whether or not informality is minor. Submission Requirements A written statement of qualifications must contain the following information. 1. Title Page a. Firm Name, address, phone number, fax number, contact address, web address, federal EIN or SSN b. Name of project director or project manager c. Names of professional staff assigned to the project 2. Qualifications a. The ability of the firm to complete the proposed project; b. Resumes of professional staff assigned to the project; c. Description of similar public projects completed by principal staff assigned to the projects within the past five years; and d. Description of other relevant experiences of the applicant. 3. Consultant shall provide a detailed description of how they propose to approach the plan; 4. Consultant shall outline their approach for ensuring the plan stays within the project budget; 5. Consultant shall only include team members who will be directly involved through the lifecycle of the project; 6. List of at least 3 references for plans similar to the Waterfront Master Plan and at least 3 references for plans similar to the Flooding Mitigation Plan that can be contacted, including a brief description of services performed, as well as a contact s name and telephone number. 7. Provide a Litigation Statement of: No, Yes or Pending litigation on any projects in the last five (5) years. If yes or pending, explain.
