2 Objective: Provide an update to stakeholders on MISO-PJM Targeted Market Efficiency Projects (TMEP). Key Takeaways: 1. 3 Overview Background MISO and PJM concluded a study earlier this year that recommended 5 interregional upgrade projects, predicated on and anticipating FERC approval of a new project type and criteria, filed in the MISO-PJM Joint Operating Agreement (JOA) and our respective regional tariffs, known as Targeted Market Efficiency Projects (TMEPs). Recent Development October 3, FERC Order accepts the TMEP interregional filings and regional tariff revisions, subject to condition, directing compliance filings within 30 days of the order. 3

4 How does that impact the 5 TMEPs? Approve TMEPs as part of MTEP17: As stated in previous PAC meetings and the March 2017 MISO Board System Planning Committee, upon FERC acceptance, we plan on recommending them for MISO Board approval, which in turn will be this December for MTEP17. Comply with Order: File the requested administrative regional tariff edits and JOA clarification language revisions within 30 days of Order (by November 4). 4

5 30 Day Compliance Directive Interregional JOA Revisions (ER P42, P43): Provide IPSAC an explanation of: i. why RTO s did not evaluate whether a potential TMEP could economically address congestion on a particular congested Reciprocal Coordinated Flowgate ii. why a potential TMEP that MISO and PJM did evaluate was not recommended to the RTOs respective BOD Provide for clarification to stakeholders, but not necessary to delineate in the JOA: i. criteria used to evaluate potential TMEP solutions ii. criteria used to evaluate whether congestion is likely to be persistent iii. where in the process this criteria will be provided to stakeholders Regional: Clean up tariff language that was included in the filing that was rejected in another docket (Attachment FF6 gap filing). 5
