8 Projects & Themes New Special Mobility Strand: -For Neighbourhood countries + Western Balkans only -Optional and open to all categories of projects (JPs and SPs) -Instrumental and integrated in projects objectives -Separate project selection (not all selected projects may be granted a SMC) -Selection of individuals done by consortium

9 Projects & Themes Special Mobility Component: New Targets & Activities: -Students (study 3 to 12 months, traineeships 2 to 12 months): -Staff (academic and non-acad.) (5 days to 2 months) for teaching assignments and/or training periods -South / North, South / South, North / South Implementation modalities (similar to Key Act.1/Credit Mob): -Compulsory inter-institutional agreements -Compulsory learning / mobility agreements for students and staff -Compulsory exemption of fees for students -Etc.

10 Unit costs Envisaged approach (1) 1 - Estimated budget of CBHE projects will be a combination of unit costs and real costs: -Staff: contribution based on unit-costs -Travels: contribution based on unit-costs -Costs of stay: based on unit-costs -Equipment: based on real costs -Subcontracting: based on real costs

11 Unit costs Envisaged approach (2) 2 Unit-costs have been estimated in order to take into account the co-funding part. 3 For budget items under unit-costs, no need any more to prove the expense. Need to prove the "triggering event" (i.e. activity actually & properly implemented) 4 More flexibility for the beneficiary to manage the funds awarded.

12 Unit costs Envisaged approach (3) 5 For budget items under real costs, same approach as for Tempus. 6 Partnership agreements will be required (compulsory) in order to fix concrete implementation modalities (e.g. salaries, travels, etc )

14 Unit costs Final grant-calculation (1) 1 Items under real costs: no change in principle / Tempus (actual eligible expense) 2 Items under unit-costs: recalculation on the basis of the activities actually completed using the unit-costs as a reference.

15 Unit costs Final grant-calculation (2) Exemple: Initial budget: 2 trips to Bxl for 2000 Euros Actual activity (real expense): 1 trip to Bxl (900 Euros) + 2 short trips (2 x 325=650 Euros) Total real expenses: 1550 Euros Actual activity (unit-costs): 1 trip to Bxl (1000 Euros) + 2 short trips (2 x 400=800 Euros) Total unit-costs: 1800 Euros Amount to be reimbursed: = 200 Savings for the project: = 250

16 Unit costs Reporting 1 Items under real costs: no change in principle / Tempus (actual eligible expense) 2 Items under unit-costs: proves that the activity actually took place - Travels and Per Diem: tickets, boarding passes, invoices, receipts, attendance lists, etc. - Staff costs: staff conventions and timesheets

17 Unit costs Definition (1) - Working group EAC/EACEA for E+ as a whole. - Statistical analysis of historical data of different programmes (including Tempus).

18 Unit costs Definition (2) Staff costs: -4 categories of staff (Manager, RTT, Technical, Administrative) -6 groups of countries (according to GDP and historical data about salaries) -To be noted: unit-costs for staff will be lower than the current Tempus references (maxima).
