13 STUDY AREA ANALYSIS Almada s PT Modes 2 boat connections between Almada and Lisbon (8 and 20 min) A bus network with 60 lines in Almada and links to Lisbon and the southern regions 1train connection to Lisbon (11 min) and Setúbal (42min), that started it s operation in 2009 A Light Rail (tram) system (MST) with 3 lines (total of 19 stops, 17 of which within Almada)
14 STUDY AREA ANALYSIS Almada s PT Management Public Transport Mainly a central Government competence Local authorities with very few responsibilities (e.g.: Traffic management) All PT modes in Almada are concessions from the central government: Bus (private operator), Tram (private), Train (private), Boat (public operator) Problems: no metropolitan coordination and management, despite recent Metropolitan Transport Authorities; still work to be done in terms of improving intermodality

16 STUDY AREA ANALYSIS Almada s PT Management The Mobility House of Almada will be an answer to the municipal lack of competence in public transport... will congregate all actors involved in urban mobility... will be a forum to discuss difficulties, share ideas and solutions to make Almada s mobility more efficient (energy, environment, economical perspectives)... will enable local mobility stakeholders, to be better prepared for the expected changes in the legal and financial framework for the tendering, awarding and regulation of PT services in Portugal... will be open to the public and integrate other transport modes (e.g. soft modes) and provide information and help
17 SUMMARY Study Area Analysis Methodology Approach New PTA Characteristics
18 ALMADA FS OBJECTIVES The Municipality will study the feasibility of adopting some Public Transport Authority (PTA) functions, in accordance with the mobility and transport strategies designed for Almada and the legal framework of this sector in Portugal, considering future developments. This PTA role will be adopted along with the creation of the Mobility House of Almada, that congregates all local mobility stakeholders, aiming at a better governance of the mobility in Almada.
19 METHODOLOGY and APPROACH Almada s Feasibility Study will have 2 main components: Definition of the competences and mission of the Municipality as a PTA, establishing the links between EU and national transport strategies, local mobility policies, the interests and roles of the operators, the needs of the population and the 7 EPTA functions Conceptualization and organization of the Mobility House of Almada, as a local forum for sustainable urban mobility, which will integrate the PTA functions of the Municipality.
20 METHODOLOGY and APPROACH Almada s Feasibility Study is being developed according to the following structure: Overview of the current state of development/implementation of the Public Transport Authorities in Portugal/Lisbon Metropolitan Area (legal and operational aspects) and state of development of the activities and local competences of the Municipality of Almada in the different 7 EPTA Pillars Description of the current transport/mobility in Almada and foreseen evolution of the technical, legal and financial framework of the mobility aspects
21 METHODOLOGY and APPROACH Almada s Feasibility Study is being made according to the following structure: Development of the PTA concept for Almada, bearing in mind its actuation according to the 7 EPTA functions, with special detail on the functions of tendering and awarding Definition of the level of intervention in the planning of the transport system and in the coordination of the transport operation, in an intermodal perspective, and of the mobility management in Almada
22 METHODOLOGY and APPROACH Almada s Feasibility Study is being made according to the following structure: Definition of the Mobility House of Almada as a local mobility forum: Main objectives to be achieved with the Mobility House of Almada; Definition of the competence and scope of intervention of the Mobility House of Almada; Approach to include the EPTA Pillars addressed; Partners to involve; Operational needs and resources (human, financial, material) to allocate to the development and maintenance of the Mobility House of Almada, as a Local Public Transport Authority; Schedule for implementation of the Mobility House of Almada
