4 Participant Beaver County Economic Development Conference Aliquippa / Center / Hopewell Corridor study Committee Streamlined County Government, which has stabilized budgets, pensions, and the county debt enabling the Board of Commissioners of Beaver County to approve budgets without tax increases in 2009, 2010, and (A savings of over $3 million per year) Implemented early retirement incentive packages to employees and not replaced those employees and eliminated those positions. Promoted a Full Management Services agreement for Friendship Ridge with an Annual Savings of $87,000 a year with a total savings over the 5 year term of $435,000. Consolidated the Payroll Departments of Friendship Ridge and the County into one operation. Developed and enforced strict budget policies for all department and elected offices Directed to refinance the bonds and sold off the high interest variable rate derivative investments of the past. Finally, with our Beaver County Comprehensive Plan in place and our Beaver County Economic Growth Commission nearly complete, I feel confident that growth and development will follow in Beaver County as the greatest economic downturn in the last 80 years slowly comes to an end. 6 B E A V E R C O U N T Y S B U D G E T, P E N S I O N F U N D, A N D D E B T A R E S T A B L E! A strong budget, a solid pension fund and stable predictable debt are the three main pillars of a well-managed government. During the last three years as Chairman of the Beaver County Board of Commissioners, I have discussed the condition of our Country, our State, and how it affected how we do business in our County. I mentioned discussing the loss of major revenue, the loss of mandated pension funding, the loss of jobs, the loss of consumer confidence, non existent credit and a pending lay off in the making. That was the Great Recession crushing our economy and this past year we were in the Recovery Stage the most painful part of recession. I have been working hard trying to stabilize our budget and trying to adjust the continued State and Federal cuts that have been affecting how we do county business. Two years ago, I mentioned budget reviews, budget cuts, the closing of Allencrest, consolidating offices between the County and Friendship Ridge, Human Resources, Payroll and Central Services as just a few departments that we began to consolidate. I discussed the 3 themes that needed to be monitored and adjusted. They were Revenue, Retirement and State Relations All which were aggressively addressed. In 2009, there was nothing more than cuts, cuts and more cuts in State subsidies coupled then with no state budget and no state payments for County mandated pass through budgets. That was 2009 and now in late 2010 and early 2011, I have good news to report due to the hard work and due - diligence of the Beaver County Board of Commissioners along with each and everyone of our elected Row Officers and department heads working together to make our County a success story. T H E S T A T E O F T H E C O U N T Y I S G O O D
7 We are all pleased to be able to present a healthy financial picture for 2010 as well as With the help of Rob Cyphert and Vince LaValle I can report that the ending 2010 Annual Budget for Beaver County has remained stable in spite of reductions of certain state reimbursements and the stock market performance which affects our retirement Fund investments, which reflects well for us in The state monies provide operational funds for several county departments directly and the balance indirectly. With the help of our elected row offices, we have been able to make adjustments within those departments to avoid any stoppage of services and / or reductions in hours of operation. We have taken a proactive approach to stabilizing our budget: Reduced our workforce by layoff / position elimination at Friendship Ridge and the County, Offered early retirement incentive packages to employees and not replaced those employees and eliminated those positions Closed Allencrest Juvenile Detention Facility Consolidated the Payroll Departments of Friendship Ridge and the County into one operation. Consolidated the financial reporting functions of Friendship Ridge and the County Enforced strict budget policies to all departments and elected offices Refinanced bonds and sold off the high interest derivative investments of the past.
8 The above mentioned actions have resulted in being able T O S A V E T H E C O U N T Y A L M O S T $ 3 M I L L I O N D O L L A R S A N D N O T H A V I N G T O R A I S E C O U N T Y T A X E S I N Our future projections are uncertain in the areas of retirement investments and state / federal reimbursements to our nursing care facility. We are not certain of the stock market. It s a question of market growth vs. retirement fund contributions or ARC Payment which affects the operating budget. Friendship Ridge also affects the budget because any reduction in federal / state reimbursement leads to increased County general fund subsidies. We are cautious, but optimistic as there are many variables that can affect our budget adversely. W E A R E I N A H E A L T H Y F I N A N C I A L P O S I T I O N W I T H N O T A X I N C R E A S E I N S I G H T T H A N K S T O T O T A L C O U N T Y C O O P E R A T I O N O F O F F I C E S. As far as economic development in Beaver County is concerned, I mentioned our progress on the Beaver County Comprehensive Plan our plan of economic growth and development. I discussed how important it was to our economic growth and development and how it was the blue print of economic development as well as an engine of growth for Beaver County. The Comprehensive Plan is complete as we have identified Five Targeted Economic Development sites including: 1. The former LTV Site in Aliquippa, Hopewell, Center and Monaca, which I might add has had considerable interest by 3 companies 2. The Center Potter Interchange 3. Rochester Borough 4. Midland Borough which has had potential interest thus far. and the Big Beaver Interchange.
9 We are now in the process of putting together the final COG in our Comprehensive paradigm which is the voting and non-voting members of our Economic Growth Commission. On October 21, 2010, we had our first meeting of the new representatives of the newly created Beaver County Economic Growth Commission, bringing together members of various levels of local, county, state and federal government with members of private sector business and marketing experience, educational and job training experience, Economic Development and Financing experience, Environmental permitting and expertise experience, Private / Public Investment experience and Health and welfare experience. Hopefully, this will be the beginning of a new start of Economic Growth and Development in Beaver County.
