Summary: The draft list is staff s synopsis from the City Council s January 28, 2017 retreat with edits that were suggested by one or more council members at the February 14 meeting. Staff Recommendation: Move to approve the City Council s 2017 Strategic Priorities.
2 Purpose The City Council is requested to review and adopt its strategic priorities for Background/Discussion Each year the Los Altos City Council adopts a list of priorities that assist in directing staff and indicate to the Los Altos community the highest priorities facing the City during the next year. On January 28, 2017 the City Council met in a retreat setting and discussed the topics that the group believes rise to the level of the highest priorities for City Council involvement and action during the next year. Recognizing that many of the most critical project cannot be completed in 2017, many of the priorities discussed are likely to span multiple years. In those cases, the overall goal may be listed with an outcome that is targeted for a future year, but significant City Council time and City resources will be expended this year. The City Council reviewed a draft list on February 14, Many members had suggested edits or changes. The attached version includes some options for Council consideration. Discussion In an effort to focus the discussion, staff has prepared the attached document that only includes the title of the each of the strategic priorities and a one-line description of the mission of the that priority. Staff would suggest the City Council consider each of the strategic priorities individually. The attached version includes three significant options: 1) An option that changes the Strategic Priority for Loyola Corners to one that includes both Loyola Corners and El Camino Real. 2) An option that alters the title of the Strategic Priority previously described as Community Excellence to focus attention on a capital facilities plan as opposed to the more outcomeoriented previous version. 3) Although it was not included by the City Council at the January 28 retreat, we have included an option to include Community Engagement as a strategic priority. If the City Council does not agree with how staff has described each, the City Council should amend the language or the scope of the priority prior to approving each. Following the City Council s consideration and approval of its strategic priorities, staff will review the schedule and the capacity of staff, commissions and the City Council to create more detailed schedules for each of the strategic priorities. 3 Analysis The vast majority (90%?) of the work accomplished by the City each year is not a part of the City Council s strategic priorities public safety, day-to-day public works, processing land use and building applications, etc. From staff s perspective, the City Council s Strategic Priorities are designed to focus attention on that final, discretionary component of the City s undertakings each year(s). Based on that, staff is concerned about this list of priorities for the following reasons: 1) This is a lengthy list that will require a full year just to move some of them modestly forward. For example, with all the projects listed in the Planning Department s jurisdiction, it is unlikely that staff s limited capacity (even with the addition of more position) will allow us to make significant progress on some of these. 2) Some of the strategic priorities are not well defined, for example, Housing/Land Use and Traffic Safety. If these are to remain on the list of Strategic Priorities, staff would encourage the City Council to more clearly describe the desired outcome and, if possible, a means toward accomplishing the outcome. Ultimately, the strategic priorities are the City Council s and each Councilmember should review the draft and offer amendments in keeping with their understanding of the group s direction. Staff encourages the City Council to consider any other changes to this document. Recommendation The City Council should review the draft list of 2017 Strategic Priorities, amend the list as necessary, and adopt its 2017 priorities. February 28, 2017 Page 3
4 2017 City Council Priorities February 28, Downtown The City will develop a plan for downtown that balances vibrancy with a village character. As a first step, the City Council will receive a Downtown Vision report that will include a 3- dimensional model for the preferred scenario 2. Loyola Corners A new Loyola Corners Specific Plan will be adopted by July 2017 Complete the Improvements to the City s Land Use Regulations for Loyola Corners and El Camino Real 1. A new Loyola Corners Specific Plan will be adopted by July Adopt new regulations for development along El Camino Real 3. Hillview Community Center By December 2020, the City will have a new/refurbished community center at Hillview 4. Community Excellence Over the next four years, The City Council commits to reinvesting in community infrastructure and facilities to improve community pride by developing a financial, capital and maintenance plan for the community s assets Create and Maintain a 10-year Capital Facilities Plan To better inform decisions, the City will create and maintain a 10-year plan that includes resources and expenses for the improvement and maintenance of city facilities and infrastructure that will improve pride in the community s assets ATTACHMENT 1

Housing/Land Use The City Council wants to proactively review opportunities to expand affordable housing in Los Altos The City Council wants to proactively implement measures to increase affordable housing opportunities 6. Traffic Safety The City will take steps to improve traffic/pedestrian and bicycle safety throughout the City with a specific focus on areas around schools Additional Item, proposed by a Council member on February 14: 7.
