Project title: Upgrade quality of socio-economic development program of Khanh Vinh dist., Khanh Hoa province 2. Place of implementing project: Khanh Vinh dist., Khanh Hoa province. 3. Project implementation organization: Health Communication and Education Center, Khanh Hoa province. Health Communication and Education Center of Khanh Hoa province is a body under Khanh Hoa Health Department, being established by the Decision by People s Committee of Khanh Hoa province in May, The overall objective of the Center is to implement communication operations in terms of health education at community as per principle of joint-participation, helping people change their harmful practices to ones beneficial to their health, strongly impact upon objective groups in order to help them utilize at maximum their capacity to improve their living environment, to prevent diseases and upgrade living quality of individuals and their families. Since 2002, the Center has carried out various training projects to enhance health for community funded by Canada Fund, Ford Fund, Family Health International (FHI), Save the Children US, Ministry of Education and Training, the World Bank and WHO. Projects focused on approaching to vulnerable groups of people within community. Projects have been implemented effectively and closely monitored and supervised from the donors and Health Department. Local bodies and government units highly appreciated the implementation of communication models for practice change done by Health Communication and Education Center. The Center has implemented some science research projects in which two projects of HIV/AIDS intervention were reported at Asia-Pacific HIV/AIDS Conference Kobe- Japan July, 2005 and Colombo, Srilanka July, The Center has cooperated well with Khanh Hoa Television to produce health education communication products on mass media channels such as reportage, television talks, health columns, website which has been fulfilled by the Center since 2007 and the current number of users logging in up to now is over Current operating fund for the Center is from Khanh Hoa province s budget. 2

Project content: 1. Socio-economic situation of Khanh Vinh dist. Khanh Hoa province: Khanh Hoa is a Southern Central province, with 2 mountainous districts, namely Khanh Son and Khanh Vinh. Khanh Vinh dist is located in the Western area of Khanh Hoa province, nearly 40 km from Nha Trang city. Khanh Vinh dist. has an area of km2, its population of habitats. 90% of the districts population is ethnic minority people among which 80% is Raglay ethnic people, other ethnic people are Tay, Nung, Ede, Thai, etc., Khanh Vinh dist. has 13 communes and 1 town. Currently there exists the national road 2 from Nha Trang to Da Lat city, the way cutting through Khanh Vinh dist. narrows the distance over 100 km as compared with the previous way which goes through Nha Trang Phan Rang Dat Lat. Khanh Vinh dist. is a poor one and every year Khanh Hoa province also presents special relief plan between crop periods. Socio-economic development programme on mountainous areas carried out by Khanh Hoa province (hunger eradication and poverty alleviation program carried out by the Decision by the Prime Minister no. 13/1998/QD-TTg phase II: Abbreviation name is program 135). The Programme is implemented over the past time has brought about various positive results, 4

5 improving and developing livelihoods of households. Investment fund for the programme in recent period is over 200 billion VND. Programme 135 presents varied services for people as recipients like industry incentive, forestry incentive, fishery incentive, irrigation projects, dam upgrading, construction services for community cultural houses, kindergarten classes, health care insurance card providing services. Therefore, how to implement to bring such services to the ethnic minority people in the best way. In practice, some said that building houses/flats for the purposes of settled agriculture and settled houses, their design styles are not suitable for people s customs and traditions and hence, when making projects/plans, it is necessary to collect/gather information and/or ideas from inhabitants and based on that, to amend their content and items of project to compliment to urgent needs and benefits of inhabitants. The issue needs to be discussed is in what way to reflect very well accountability of managers and program implementers, people must be informed well of detailed content of Program 135 and hence creating consensus and active participation by people into the program, especially the ethnic minority people. There is a cause-effect correlation between the program 135 and anti-malnutrition program for baby in Khanh Vinh dist. Khanh Hoa province has advantages in economic development: agriculture, fishery, tourism. Annual collection for provincial budget is over billion VND. However, the paradox exists here is that malnutrition for baby under 5 year old age is still very high at mountainous districts at the rate of 45% and not reaching the targets set forth by the provincial People s Council which the overall malnutrition rate of all baby must be less 18%. The problem presented here might be whether nutrition education communication work for mother and baby done by Health sector is poor or basic nature of malnutrition of baby come from the reason of poor households. Therefore, how effective the Program 135 is, particularly performance from now to the year If basic nature of the problem which is households of ethnic minority inhabitants is not resolved, the target of lowering the malnutrition rate of baby would never be reached although mother understand clearly the way of cooking to have adequate nutritious food or know that consequences of mal-nutritious baby will be less development in terms of brain and physical strength. With a view to enforcing equality and transparency upon socio-economic development programs in mountainous areas by 2010 of Khanh Hoa province, we propose the project: Upgrade the quality of public services for people within the socio-economic program in mountainous area of Khanh Vinh dist., Khanh Hoa province. 2. Objectives: 2.1. Overall objective: 5

6 Improve households lives, upgrade pro-active participation by people into socioeconomic development programs at Khanh Vinh dist, reflecting correctly the nature people know, people discuss, people do and people check. Specific objective: After 12 months of implementation at Khanh Vinh dist, will reach: - 70% of ethnic minority households of Khanh Vinh dist show interests in providing constructive opinions and ideas to enhance quality of socio-economic development program in this area. - Strengthen the rights to approach to information by people in terms of indicators, objectives and methodology to implement soci-economic development projects at this area. - Establish social forum owned/possessed by local people through meetings of People s Council at different levels, and hence, to receive various contribution opinions/ideas to reflect equality and transparency in socio-economic development programmes at local area, decision change related to policies compatible with practical magnitude when implementing program Form lines of 15 reporters who are ethnic minority people with analytical capacity, writing and presentation skills to influence positively upon leaders at different levels of province, districts, and communes towards constructing socioeconomic development at Khanh Vinh dist. - Form monitoring and evaluation network based on results from household s economic development at different communes and inter-commune correlation. - Propose management models upon socio-economic development programs from community in an effective manner and present ways of collecting positive feedbacks from people. 3. Creativity of the project: Currently-applied programs mainly supervised by governmental officials and officers, not yet enhance the effective supervision role upon performance played by people. Supervision some times and some where is somewhat formalism. Each and every project and program needs to apply result-based supervision system. For example, one of various results of program 135 is usually reported as how many cows are bought, how many square meter of dam are constructed without reporting upon effectiveness of using those cows, proving concrete effectiveness of investment in irrigation construction sites, etc., Objects of this proposal are to focus on groups of ethnic minority people whose awareness of the project/program is less than its real magnitude. Therefore, they often participate in projects but their ability to contribute, amend and how to make the project successful is still limited and in a passive way. The creativity of this project is to upgrade their role from the beneficiary of the project in a passive way to become an active beneficiary. The pro-activeness is also reflected in 6

7 public discussion, contribution of opinions and ideas to improve project content to be compatible for different area/regions and at different time. The methodology of implementing the project is applied at mountainous districts with language characteristics of Raglay language. The project uses the method as Raglay people talk with Raglay people. Therefore, the project will help restrain differences/gap in terms of language through the core team of 15 members taking part in the project who are Raglay ethnic people. They will be focal point who connect information of districts and towns for the project to follow the specified goal and objective. The methodology of project performance is based on 10 steps of designing, constructing and maintaining result-based monitoring and evaluation system as per the following model: 7

For direct impact: - 80% of ethnic minority households proactively participate in socio-economic development programme of households in terms of meaning and effectiveness of the programme. - 50% of households propose solutions to intervene most efficiently into household economic development in terms of forestation, forest caring, cow raising, plant seeds and sale and purchase of agricultural products. - 90% of household understand the meaning and importance of infrastructure investment projects, irrigation construction, community cultural houses, kindergarten classes, school classes, market sites, health insurance services, etc., - 60% of participating households propose in construction site quality supervision, transfer, usage and maintenance of construction after usage. - 40% of households improve proactively households economic lives, contributing to lower malnutrition rate for baby at local area. - 90% of households participate in community meetings, consent on content of indicators, the best way for implementation so as feedback content to be reflected at meetings of People s Council, People s Committee at commune, dist., and provincial levels. Leaders and program managers at different levels consider and resolve at a transparent manner with high responsibility members are ethnic minority people who are focal point to operate effectively, construct community network, close information and share the same voice representing ethnic minority community and being a reliable address for program 135 managers and local residents. - Legislations on complain and accusation, law on anti-corruption, ordinance on implementing democracy at communes, districts and towns are disseminated popularly to people, upgrading the real democracy rights of people. 5. Result evaluation - The project is designed to perform monthly and quarterly evaluation and monitoring to measure quantity, quality and effectiveness of the project. Listen, observe and discuss arising issues from people and from village/commune leaders. Observed information will be recorded by monthly report being a source of information providing evaluation activities during the final period of the project. - Participants of monitoring include: + 3 people at provincial level: Khanh Hoa Health Education Communication Center; Representatives from People s Council, provincial national assembly members; HCM Youth s Union. + 3 people at district level: People s Council, People s Committee, Youth s Union. - There is an evaluation meeting of project results every 6 months. - There is a conference to evaluate entire project results of implemented activities every 12 months. 10

11 - By the final months of the project, there is an independent evaluation to measure results and efficiency of the project. Such evaluation will be done by an agency which do not participate in the project. Evaluation methodology used description research method, using both qualitative and quantitative techniques. Venue and Time for implementation: - Number of communes taking part in the project: 14 communes and towns. - Time for implementation: 12 months. 6. Sustainability in terms of organization and finance - Health Education Communication Center is able to organize same level education model in community for many years and organized already various programmes in mountainous area such as anti-malnutrition programmes for baby, programmes for taking care to enhance health of young mother and baby, family planning programmes, health cultural village programmes, etc., - Health Education Communication Center is able to connect with leaders of provinces, districts, especially National Assembly members, Youth s Union, Women s Union, Farmer s Association, Provincial inspectorate. They will join the project to enhance accessibility to project. - The arose difficulty of the project is to mobilize proactive participation of 15 Raglay ethnic minority people who are voluntary to participate. This will be done by persuasion, invitation and mobilization of voluntary participation into the program with responsibility of individuals towards community. We believe that this will be overcome, selecting compatible and reliable people to implement the project. Of course, project officers will have to work much with managers and executive officers of program 135. However, with the spirit of determination and for advancement of people, all will be implemented and carried our successfully. 7. Possibility of rolling-out After the project finishes, with performance results from the project, we propose to provincial People s Council and People s Committee for an agreement to continue maintenance and rolling-out such performance model to other mountainous districts or districts which are not mountainous but also apply this model. With policy environment offered by the Communist Party, the Government and the State is increasingly putting on par transparency, accountability and anti-corruption and losses, learning and doing as per the moral example of Ho Chi Minh, we believe that the project will receive great support of leaders of Communist Party, People s Committee and People s Council at various levels. 8. Feasibility Objectives and indicators set forth will be implemented in the next 12 months as per feasible and practical magnitude. Upon experiences withdrawn from applying 11

12 projects and programmes over the past time, we believe that expected results would be achieved in an effective way. Budget for operations within the project is compatible for local practices. III. Plan for implementing operations: 1. Select 15 voluntary members taking part in the project. Creating a core team to operate for transparency and with its accountability goes against corruption in local socio-economic development investment programs. Selection criteria: - Credible ethnic minority people in the community. - Voluntary, passionate, education qualification at least high school. - Having presentation skills and present ideas. 2. Meeting to implement the project at Khanh Vinh Indicators: 30 members taking part in district and provincial levels consist of: provincial People s Council, provincial People s Committee, officers of program 135, People Mobilization Board, Mountainous Ethnic Minority Board, Department of Agriculture and Rural Development, etc., 3, Educate 15 core member in terms of: - Skills of evaluating and monitoring project effectiveness. - Skills of analyzing, reporting and presenting - Presentation skills - Communication skills - Skills of teaching, vocation, talking against the public with regards to the issues of rights and planning to work. Indicators: - 100% participated students have knowledge and skills of supervising and evaluating effectiveness of the project % of participants have skills of analyzing, reporting and presenting; Presentation and communication skills - 100% of participants have skills of training and talking against the public with regards to the issues of rights and planning to work % of participants have skills of organizing and managing at good quality meetings and group discussions for people. 12

Small group discussions activities at communes upon the issues relating to program 135: Indicators: - Have 70 discussions (each commune/town have 5 group discussions), content of upgrading the rights and accountability of people, proactively contributing to construction of indicators to supervise the socio-economic development programs at each and every communes. - 80% of participants have correct attitude and compatible awareness of the role of possessing (owner), implementing perfectly the slogan people know, people discuss, people do and people supervise. 5. Specialized communication operations and talking upon anti-corruption law, complain and accusation law Indictors: - 28 communication meetings (each commune have 2 meetings) upon anticorruption law and complain and accusation law and ordinance upon implementing democracy at communes/towns. - Have 5000 inhabitants in the area of 14 communes and towns take part in communication meetings held by voluntary core team members. - 70% of inhabitants know about the anti-corruption law, complain and accusation law and ordinance upon democracy at communes/towns. 6. Establish effective and managed feedback/reaction mechanism Indicators: - There are 28 mail boxes issues/things people want to talk about the program 135 over 14 communes placed at convenient areas for information collection from people upon the Program core team members will manage and gather feedback mail, generalize and present such issues/things for implementation at group discussions, People s Council meetings at communes and districts, etc., - There 100 visits to households from 15 core team members to gather ideas/opinions from people + Team to visit households: Members of the team People s Committee/Communist party boards Youth, Women, Health care, etc., Inhabitants: 2 people 13

14 7. Implement information feedback upon mass media channels: Indicators: There are 4 commentary within time limit of 5 minutes done and broadcast upon Khanh Hoa Television and Voice. There are 5 writing articles posted on Khanh Hoa newspapers. There 34 news and articles posted on Khanh How newspapers and Khanh Hoa Television and Voice with regards to the content and operation of the project. Writings/articles posted upon mass media channels of the province would create attention from the public and providing transparent information for people and hence help improve to some extent, regulations and amendments at better efficiency for Program Supervision, evaluation and regular meetings Indicators: In 12 months, there are 11 supervision at provincial level, interview prospective objects: inhabitants, healthcare, women, youth, etc., 04 supervision within 12 months at district level at local area of Khanh Vinh dist. There are 4 regular meetings within 4 quarters between Health Education Communication Centre and the network of voluntary members to evaluate difficulties from currently-operating activities, and hence, amend plans and methodology of implementation to reach planned objectives and indiators. 9. Project evaluation In the last 2 months of the project, the Project management Unit will make contract with an independent organization with research capacity to implement project evaluation operation. Implementation methodology is cross-cut description research, using both quantitative and qualitative techniques. Operation budget will be funded by local authorities. The evaluation will bring about a comprehensive report in terms of results, operation effectiveness of project and will be presented at the project summarization conference. 10. Six month evaluation conference of project operation and project summarization meeting Results of the project will be evaluated based on concrete indicators of each and every activity of the project through supervision and evaluation work in 6 months and 12 months. There will have questionnaire tables to gather information from target groups when project implementation is presented at the Conference. 14

15 Plenary meetings will bring about important recommendations to put orientation and best solutions to implement successfully indicators and objectives and goals of the planned project. The summarization conference will bring about important recommendations to continue carrying out project objectives during the process for Khanh Vinh dist., and roll out such model into other districts. 15

18 When making the project, we had meetings and discussions with Women s union, Health department, Youth s union at 14 districts and towns of Khanh Vinh district. Through discussions with local socio-economic development programmes, stakeholders all agree to support the project and also joined discussions and presented various suggestions and recommendations to improve the efficiency and effectiveness of the project making and construction and also its feasibility in its enforcement. Beneficiaries will take part in entire project operation and related closely with direct beneficiaries and in-direct beneficiaries. After the project is established, beneficiaries would utilize their achievements and there appears management and governance models from local communities for socio-economic development programs in the coming time. When presenting the project, we also receive support from leaders, Deputy Director of People s Committee of Khanh Vinh district.
