2 ~. -C- - July 1970 MANUSCRIPT COLLECTION - DAVID D. ROWLANDS, CITY MANAGER, TACOMA, WASHINGTON. July 1, 1956 to November 17, 1969 Although I have tried to arrange most of my documents and reports on an alphabetical basis, I did want to point out some of the special reports or documents that I consider to be of considerable value. These will not be listed in alphabetical order but the members of the Archives staff can make whatever reference notes are necessary. COLLECTION HIGHLIGHTS (1) (2) (3) (4) (5) (6) Over the years City Manager Rowlands distributed special communications to the Mayor and City Council members known as M.C.'s (Mayor Council Communication). The last numbered M.C. was 632. The first 83 M.C.'s were written by my predecessor and the balance were mine. The M.C.'s for the years 1968 and 1969 are on file in the collection, together with the M.C.'s during my first six months as City Manager of.tacoma which are in a special file in the collection, and all the others have already been microfilmed by the University of Washington Libraries Department. These M.C.'s cover the entire gamut of municipal administration in Tacoma during the past 13 1/2 year period. The reading file consists of all correspondence of the Manager and his staff for the years 1967, 1968 and The student reviewing this file could sense some degree of the activity which transpired in the office of the City Manager. Under Elections, there is interesting information on many of the bond as well as Council-Mayor elections during this same period of time. Under "Rowlands", there are five or six files concerning correspondence received from the general public. Under Council-Manager Government, there are files on both "pro" as well as "anti" Council-Manager government. International City Management Association (I.C.M.A.). The file is particularly important, since during the year 1967 David Rowlands was the first President of this Association ever elected from the Pacific Northwest. The file has a tremendous interest to many students of municipal government since it includes the various programs which were approved and developed during the year 1967 by the I. C. M.A. (7) European Trip Report This discusses various developments occurring in the field of municipal administration in European cities. These observations were noted by I.C.M.A. President Rowlands during his tour of nine European countries in the sunnner of (8) David Rowlands was a member of President Johnson's Task Force on New Towns in Town in the year 1967 and was appointed by President Nixon to serve on the Task Force on Model Cities in The reports resulting from the actions of these task forces are included in this collection. (9) The file on the National Institute of Public Affairs (N.I.P.A.) is included which indicates the importance of the Urban Affairs Seminar held in Washington, D.C. in 1967.

3 - 2 - (10) Copies of the Tacoma City Budget are listed under "Budgets". These include the budget message as well as the supporting data for the various departments of City government. Other financial and planning reports are also included in the collection, together with a number of annual reports which were distributed to the citizens as a newspaper supplement. (11) Letters are included from the President and Vice President of the United States, Governor Evans and other federal and state officials. (12) The files of the Community Services Advisory Committee, of which David Rowlands was Chairman for 2 1/2 years, indicate the manner in which Titl e I grants were made to various institutions of higher learning in the State of Washington from 1967 to (13) Another file titled "Vice" indicates the high rating received by the City of Tacoma over the years by the American Social Hygiene Association for Tacoma's efforts to combat commercialized vice. (14) Information on the CATV story in Tacoma is included. (15) There is a whole section on speeches made by City Manager Rowlands. These are listed by subject matter. (16) Other files of interest include those on urban renewal, model cities, pollution control activities, the Puget Sound Governmental Conference, Tacoma Urban League, Tacoma Consortium and others. (17) Another file of interest concerns the fire grading study undertaken by the Municipal Fire Defense Institute (M. F. D.
