1 ARBORS HOMEOWNERS ASSOCIATION Minutes of the Arbors Board of Directors Meeting June 6, 2018 I. Call to Order The meeting was called to order by Bill Gordon at 7:04 PM at the home of Patty Kammerer. In addition to Bill and Patty, Board members Bob Kildea, Larry Korchnak and Dennis Shea were in attendance. Marilyn Lanz and Bill Ries were unable to attend. Dennis Ruzicki from Arnheim & Neely was also in attendance. II. III. Approval of Minutes Upon a motion duly made and seconded, the minutes of the May 16 th Board meeting were approved as distributed. Residents are reminded that minutes of the Arbors Homeowners Association Board of Directors meetings for the last twelve months are available on the Arbors website as are all of the applicable regulations. Reports A. Management Dennis reported that Resale Certificates were issued for 4253 Chambertin Court with a closing date scheduled for June 28 th and for 4231 Haut Brion Court with a closing date scheduled for July 3 rd. B. President s Report Bill reported that portions of the Arbors were without power for over six hours on Tuesday, June 5 th. Duquesne Light indicates that they believe that there is a broken cable and while they were able to make temporary repairs when they were here, they will need to make additional repairs in the future that will require shutting the power off to the entire plan for several hours. Residents will be given advance notice when this is to occur. Bill again reminds everyone that the Summer Social will be held on Sunday, August 19 th, at Wildwood Golf Club starting at 5 PM. Details to follow. C. Vice President s Report D. Secretary s Report E. Treasurer s Report Bob reported that the May Operating Fund balance was $113,880 and the May Reserve Fund was $114,649 with a combined cash value of $228,529. He also reported that we are currently on budget. Bob reported that he is recommending that we close our existing Money Market accounts at Huntington and Key Banks that hold our Reserve Funds and move the proceeds into a new Gold Money Market account at Key Bank that will pay a higher return. There will be no change to our current operating account at PNC. Upon a motion duly made and seconded, the Board voted to approve these money transfers.

2 Minutes June 6, 2018 AHA Board of Directors Meeting F. Architectural Review Committee Larry reported that the ARC is recommending that the Board approve a request to install lights along the steps at 4215 Dom Perignon Court. Upon a motion duly made and seconded, the Board approved said request. G. Grounds Committee Bill reported on the following: Zito Landscaping has completed re-seeding the grass in certain areas that the Grounds Committee had designated and has completed new landscaping installations in several areas designated for replanting this year. The Board thanks all residents who have been providing water, hoses and their time so that the newly planted areas will be adequately watered. Tim Sauers will continue trimming the shrubs and bushes around houses and in common areas and will be finished by June 15 th. Lawn Tailor has applied the first application of summer DeerPro to certain shrubs in the Arbors as well as the hostas at the entrance. Lorch continues to apply treatments to selected trees and will do an assessment of the distressed Crimson King maple along the entrance to make sure that it does not have any disease or infestation that could affect the other trees in the area. The irrigation system is on and the timing has been readjusted to assist with the watering of the newly planted areas. A leaky valve has also been fixed. Residents are advised that the sprinklers do not automatically shut off when it rains they must be shut off manually so there may be times when the sprinklers are operating while it is raining. The Grounds Committee completed a two-day walk throughout the Arbors in early June to assess additional trimming requirements. This information has been posted on the Arbors website under More/Projects. Bill also reported that several of the Bradford Pear trees between Haut Brion and Chambertin Courts will be removed at the homeowner s expense due to their poor condition. The Board thanked Jan and Bob Kaminski for designing and overseeing the planting of the annual flowers at the entrance. It is hoped that Jesse will be able to complete this work in the future without any homeowner assistance. The Board also thanked Bill Warnick for rebuilding the aerator in the pond. H. Snow Removal I. Welcoming/Directory Committee IV. Unfinished Business A. Encroachments in common area As noted previously, there are two instances where homeowners have built improvements in common areas without Board approval. Bill reported that the owner of one of the properties in question has a sale pending on his house and has decided to let the new owners address this issue which will be disclosed at or before closing. The Board agreed Page 2 of 3

3 Minutes June 6, 2018 AHA Board of Directors Meeting to give the other homeowner additional time to either execute the agreement or remove the improvements. B. Regulations Larry indicated that the ARC will look at our Covenants and regulations to see if any revisions might be needed. V. New Business A. Court Repaving Bill reported that last year it was decided that LaTour, Dom Perignon and Corton Courts would be repaved this summer and funds were earmarked for this purpose. The ad-hoc committee that Bill formed last summer is recommending that the contract be awarded to TABS Paving. Upon a motion duly made and seconded, the Board voted to award the contract to TABS Paving at an estimated cost of $27,450. Work is expected to take place in July. There will probably be some inconvenience to residents of those court but the contractor promised to make every effort to minimize any such inconvenience. ANY Arbors resident who might want to have their driveway repaved while the contractor is here should contact Jack Guido at 412/ You do not have to be on one of the three courts to have the work done. B. Court Sealcoating Upon a motion duly made and seconded, the Board voted to award the contract for sealcoating Hermitage, LaTache and Montrachet Courts to Randolph Asphalt Maintenance. This work is tentatively scheduled to also start in July and anyone who wants Randolph to seal cracks and/or sealcoat their driveway should contact Michele Phillips at 724/ Residents who have a recently-paved driveway that has not yet been sealcoated are advised that Pavement Technology Solutions will be here late summer or early fall to rejuvenate several courts and you may want to consider having your driveways rejuvenated at the same time rather than sealcoating them. If so, please let Bill know by July 31 st and he will notify the company when he schedules the rejuvenation of the courts. The cost will be approximately $0.95 per square yard. VI. VII. Next Meeting The next meeting will be held on July 18, 2018 at 7 PM at the home of Larry Korchnak. Adjournment Upon a motion duly made and seconded, the meeting was adjourned at 8:20 PM. 4 REMINDERS 1. Article XV, Section 9, of Arbors Covenants requires sellers to provide the Association with the names and address of the purchasers of their property in advance of the closing. In addition, residents who are selling their property will need to obtain a Resale Certificate from the AHA in order to close. This should be requested at least two weeks prior to the date of the closing. Anyone who sells their home without obtaining a Resale Certificate will be subject to a fine of $ Given the infrequency of AHA Board meetings, residents are requested to report any issues relating to the day-to-day operations of the Arbors to Arnheim & Neely. Homeowners who install private landscaping or other enhancements in Common Open Areas of the Arbors property must agree that they and their successors in title to the home/property will be responsible for the installation, upkeep and maintenance of these enhancements. Homeowners will be asked to sign an agreement verifying their commitment to maintenance prior to starting the improvement project. Homeowners are also reminded that they are not allowed to prune, trim or remove landscaping in Common Open Areas without the approval of the Board or Grounds Committee. 4. Homeowners with pets are reminded that all pet waste must be removed immediately as specified in the Arbors Directory. 5. Homeowners are asked to make sure that their outside post lights and lights above garages are set to come on at dusk for your safety and for the safety of others. 6. You can help us reduce copying and postage costs by having the monthly minutes ed to you instead of being sent through the mail. Homeowners wishing to receive the minutes of the AHA Board meetings via are asked to send their address to Dennis Ruzicki at DRuzicki@arnheimandneely.org. 7. No commercial vehicles, trucks or trailers are permitted in the Arbors at any time except for those owned by contractors working at a residence. Non-commercial pick-up trucks (pick-ups without signage, salt spreaders, snow plows, ladder racks, etc.) and less than 20 in length and ¾-ton carrying capacity are permitted. No vehicles or equipment shall be repaired or maintained outside of the garage other than normal washing and waxing of vehicles. Vehicles should not be parked in the courts other than short-term and generally not overnight; parking shall be done so as not to impede thru-traffic. 8. All AHA Board meetings are open to all residents. If you are interested in attending a meeting, please notify the Board President in advance that you would like to attend.
