Parker, Executive Director of Regional Transportation William Zimmerman, City Engineer Randall Hillman, Associate Engineer SUBJECT: PROJECT NO AWARD OF CONTRACT FOR PHASE II CONSTRUCTION OF THE TRANSPORTATION/PUBLIC SERVICES MUNICIPAL AUXILIARY LOT AT IMPERIAL HIGHWAY AND FOR PROJECT MANAGEMENT SERVICES - RESOLUTION NO BUDGET AMENDMENT - ENGINEER S REPORT NO Background: On June 19, 2018, City Council approved plans and specifications and authorized advertising for bids for the Phase II construction of the Transportation/Public Services Municipal Yard auxiliary lot at Imperial Highway. Phase I work included preliminary grading of the site to level the depressed areas with fill dirt and then stabilize the site with a blanket layer of crushed rock. Phase II work will include installation of a drainage system and water quality elements, lot paving, security fencing with gates, and lighting. Seven contractors picked up bid documents and on August 23, 2018, three bids were received with the following results: Bidder Bid Parsam Construction, Inc., Glendale $1,246,000 Axiom Group, Los Angeles $1,880,295 General Consolidated Constructors, Perris $2,429,700 The engineer s estimate for the construction was $1,300,000. The lowest responsive and responsible bid was received from Parsam Construction of Glendale. Parsam Construction has performed similar work for the cities of La Puente

Parsam Construction s references are satisfied with the work performed and the firm is properly licensed. Staff prepared and advertised a Request for Proposal (RFP) for the construction management and inspection services needed to monitor this project s construction. On September 25, 2018, four responses were received from the following firms: 1. Biggs Cardosa Associates, Inc. 2. FCG Consultants 3. GK & Associates 4. Syrusa Engineering, Inc. The proposals were evaluated based on qualifications of the firm, proposed team and organization, and detailed work plan. Biggs Cardosa Associates, Inc. (BCA) ranked number one based upon the firm s experience of working on projects with similar structural requirements for several local municipalities, team composition, and detailed work plan. BCA has completed similar work for the cities of South Gate, Downey, and Irvine with positive references. The firm has worked for Norwalk in the past by providing final design services for the replacement of the Firestone Boulevard Bridge over San Gabriel River. BCA s proposed cost for the requested services is $188,250. To ensure BCA s work progress and timely resolution of conflicts, the Construction Manager will be monitored by the City Engineer to protect the City s interests. The City Engineer will be responsible for approving Contract Change Orders, final conflict resolutions, and administration of the consultant s services. Construction management and inspection services are expected to begin in October 2018 and end with the project completion. The following is a breakdown of the estimated total project costs: Construction Cost $1,246,000 Contingency (13%) $ 166,426 Management, Inspection, Testing $ 188,250 Administration $ 12,000 Estimated Total Construction Cost $1,612,676 Additionally, the Federal Transit Administration has approved a combined use for the auxiliary lot to include storage of Norwalk Transit buses and Public Services maintenance equipment as well as commuter parking spaces for overflow parking at the Norwalk/Santa Fe Springs Metrolink Station (see Attachment A - Auxiliary Lot Commuter Parking Map).
3 City Council October 16, 2018 Project No Award of Contracts Page No. 3 Resolution No Budget Amendment The adjustment in site use has prompted staff to meet with the City of Santa Fe Springs to discuss the amount of rent the City of Norwalk would have to pay per month once the auxiliary lot becomes operational. Only approximately one-third of the lot will be dedicated for use by the City of Norwalk and the remaining two-thirds portion used to accommodate commuter parking which is a mutual benefit for both cities. Fiscal Impact: The FY 2018/19 Budget includes total project funding in the amount of $1,520,794. An additional $91,882 will be provided from Prop C ($2,382), the Transit System, Safety, Security and Disaster Response Account ($71,626) and FTA grant funds ($17,874). Citizens Advised: N/A Strategic Action Plan Implementation: The recommended actions will further the City s strategic plan goal of: (6.D.5.) Enhance access and maintain compliance of public rights of way and City facilities. Recommended Action: Staff recommends City Council: a. adopt Resolution No , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING THE ALLOCATION OF ADDITIONAL FEDERAL TRANSIT ADMINISTRATION SECTION 5307 CAPITAL FUNDS, TRANSIT SYSTEM SAFETY & DISASTER RESPONSE ACCOUNT FUNDS AND PROPOSITION C LOCAL RETURN FUND, AND AMENDING THE FISCAL YEAR 2018/19 BUDGET CAPITAL PROJECT NO TRANSPORTATION/PUBLIC SERVICES MUNICIPAL AUXILIARY LOT, in the amount of $91,882; b. award a contract to Parsams Construction of Glendale in the amount of $1,246,000 for construction of the Transportation/Public Services municipal auxiliary lot at Imperial Highway, Project No c. approve an agreement with Biggs Cardosa Associates, Inc. in the amount of $188,250 for construction management and inspection services for the construction of the Transportation/Public Services municipal auxiliary lot at Imperial Highway; and d. authorize the City Manager to execute the agreements and amendments, provided there is funding in the budget, on behalf of the City, in a form approved by the City Attorney.

5 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING THE ALLOCATION OF ADDITIONAL FEDERAL TRANSIT ADMINISTRATION SECTION 5307 CAPITAL FUNDS AND TRANSIT SYSTEM SAFETY & DISASTER RESPONSE ACCOUNT FUNDS, AND PROPOSITION C LOCAL RETURN FUNDS AMENDING THE FISCAL YEAR 2018/19 BUDGET CAPITAL PROJECT NO TRANSPORTATION/PUBLIC SERVICES MUNICIPAL AUXILIARY LOT WHEREAS, the Federal Transit Administration (FTA) provides assistance to eligible transit operators in California for eligible capital projects; and WHEREAS, Proposition 1B authorized state general obligation bonds for Transit System Safety, Security & Disaster Response Account (TSSSDRA) to allocate to transit operators eligible to receive State Transit Assistance funds; and WHEREAS, the Los Angeles County Proposition C Ordinance requires the Local Return funds be used to benefit transportation projects and services; and WHEREAS, the Norwalk Transit System (NTS) has been awarded an FTA Grant and received TSSSDRA funding and Proposition C Local Return funding for the Phase II construction of the Transportation/Public Services Municipal Auxiliary Lot; and WHEREAS, the City of Norwalk will apply additional FTA funds in the amount of $17,874 and allocate TSSSDRA funds in the amount of $71,626 and additional Proposition C funds in the amount of $2,382 for construction cost. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS: Section 1. Amend the Fiscal Year 2018/19 Budget to include $17,874 in revenues and expenses of FTA funds; and $71,626 in revenues and expenses of TSSSDRA funds, and $2,382 in revenues and expenses of Proposition C Local Return funds for the Phase II construction of the Transportation/Public Services Municipal Auxiliary Lot Section 2.
