Chapter Lunch Meetings in 2013 will be held on the following days: September 11 November 13 SOLAR POWER FOR CALIFORNIA LOCAL GOVERNMENT AGENCIES Presenter: Overview: Location: Mark Weeks, URS Corporation Solar power is the conversion of sunlight into electricity or useful thermal energy. Implementation of solar power has been growing tremendously in recent years due largely to technological developments and cost reductions in manufacturing and installation. Other drivers have also contributed to growth in solar power, such as financial incentives and requirements for electric utilities to procure specific amounts of eligible renewable energy generation. With the changing landscape of energy markets and various pathways to onsite self-generation, several local government agencies throughout California have elected to develop solar power projects to meet local energy needs. Come to the APWA Meeting to learn more about opportunities in the dynamic solar industry. Discussion topics will cover technical, economic, and permitting aspects of solar power. We will hear a presentation from Mark Weeks of URS Corporation. He specializes in Alternative Energy and has recently completed an Alternative Energy Feasibility Study for the City of Santa Maria. 2 Summer may mean vacation and relaxation to most folks, but for those in Public Works it is Go Time. For most agencies, districts and municipalities, the fiscal year starts July 1st. That means many have just completed the budget processes no small matter. For, for those on an annual budget cycle versus the 2 or 3-year budget cycle, the next year s budget starts in two weeks. But I digress. After the 3-month-long wrestling match and fending off raids on the precious monies scavenged, scrimped, saved and stashed, budgets are approved and we are ready to go. And while many Californians are settling back into BBQs and beaching; for us, it is more like being part of a Jack Russell Terrier race at the fair. You know, the race where the dogs are whipped into a fury, released from a box they bolt down a 50-yard hay-lined race course and the first dog to squirm through the hole in the wall wins. In other words: thirty projects to complete and resources for two. This condition is further exacerbated by the fact that half the staff is off on summer vacation. So, whatever resources we had are now cut in half or by a third. Wait there is more good news! Summer is also the best time of year for construction. Since project managers are watching their projects go through construction, no one is available to move the new design projects forward. Mainly because they are working nights and weekends to keep last year s designs on construction schedule to get them finished before winter. For projects here on the Coast, add 30,000 confused-buthappy tourists to the mix of demands on the systems and psyche! Speaking of demands on systems, summer is the season for water demand spikes. These spikes provide us with realtime feedback as to whether that ductile iron main replacement was put off one year too many. Last, but not completely least, with 50% of normal rainfall, many are beginning to ponder deeper about conservation and sustainability of supply and looking at every inch of landscape as a gaping maw into which our precious resources will disappear. So, while the rest of world is waking up at 9:00 a.m. and planning for beer and cocktails at 3:00 p.m., folks in public works are in our busiest time of year. I don t think the world appreciates us enough. Have a good summer!

JUNIOR CIVIL ENGINEER (IE79880) The URS Santa Maria Office is looking for a bright motivated entry level engineer to assist the department with engineering tasks in a variety of civil engineering disciplines including grading and drainage plans, drainage calculations, utility plans, site plans, SWPPP s, road way design and other civil related tasks. An important role of this position is to assist multiple project managers with map production and data management. This includes using ArcGIS and Trimble hardware and software to download and upload field data into GPS units. GIS SPECIALIST (IE80214) The GIS Specialist will be a part of a team that supports production of reports, maps, figures and other project deliverables. Tasks associated with this position include: Maintenance and creation of GIS data and associated attribute databases; spatial analysis, cartographic output and user support to clients and other staff members such as biologists, archaeologists, engineers, hydrologists, geologists. The position requires some AutoCAD experience to support engineers in drafting tasks and simple map creation. This position is highly technical in nature and requires a candidate with existing knowledge and skills in order to perform tasks efficiently. The candidate must be proficient in ArcGIS 10.1 and ArcPAD software, extensions and tools (Spatial Analyst, 3D Analyst, Map Book, Model Builder, etc.). Must be knowledgeable in data collection using Trimble and Garmin GPS units. The candidate must also be able to upload and download data to GPS units for field operations. The candidate will also have some experience in AutoCAD Map or Civil 3D v2008 or later. The candidate must be able to create and edit simple figures and maps using AutoCAD.
