MacFarquhar provided an update on negotiations. During e In Camera portion of e meeting, Associate Superintendent Corporate Services A. Tarnoczi provided an update on e Olds property. During e In Camera portion of e meeting, K. Sacher provided an update on professional development time. Associate Superintendent Corporate Services A. Tarnoczi reported at e Hugh Suerland School gymnasium addition is moving ahead in Carstairs. A tentative construction schedule was provided

PROPOSED SCHOOL FEES The proposed school fees for e 2013/2014 school year were provided for review: Kindergarten no fee Grades one to six - $62 Grades seven to nine - $77 Grades ten to twelve - $102 (includes $5 for diploma exam materials) It was noted at ese fees include $1.00 for student accident insurance. The option/cts fees for grades seven to twelve will remain at $7/credit (25 hours). Resolution # Moved By: G. Kerr Motion to accept e proposed school fees for e 2013/2014 school year as presented. S. Roy left e meeting at 10:59 a.m. S. Bexon and K. Pizzey entered e meeting at 11:00 a.m. RED DEER COLLEGE MEMORANDUM OF UNDERSTANDING CHARTER BUSING A draft memorandum of understanding between Chinook's Edge School Division, Red Deer College and six oer school divisions was provided for review. Superintendent K. Sacher noted at e MOU formalizes work already being done wi Red Deer College to enhance learning opportunities such as dual credit programming and e RDC reading initiative. Resolution # Moved By: R. Fisher Motion to auorize e Board Chair to sign e memorandum of understanding wi Red Deer College. Concern was expressed regarding e difference in charter bus rates for schools in e souern part of e Division at use Chinook's Edge charters and schools in e norern part of e Division at use private charters. A comparison in cost for a Sylvan Lake field trip to e Calgary Zoo was provided for review. The Trustees agreed at is is a concern but at it is difficult to develop a fair formula due to geography (distance to travel to activities) and e difference in availability of activities wiin e communities. It was noted at some communities have to travel a distance to attend activities and also have to pay e higher rate for busing. Options for compensating ese schools were discussed. The Transportation Department provided some schools wi buses to help reduce costs. There have been challenges wi is due to
4 Page 4 of 8 e certification required for staff to obtain licenses and safety concerns wi staff driving e buses and en being expected to provide supervision on e field trip. The possibility of e Division providing designated drivers was discussed. It was also noted at ese buses aren't always e most appropriate for long haul trips. Associate Superintendent A. Tarnoczi reported at a couple of administrators indicated at it would be helpful to have access to a 24 passenger activity bus as it is easier to obtain a driver's license for ese. The Trustees agreed at furer investigation is required. Resolution # Moved By: R. Fisher Motion to direct e Superintendent to investigate e cost spent on field trips and aletic trips in each school, showing e amount of subsidy received, and to find out if schools are reducing e number of trips taken due to e cost of busing. Scheduling of aletic events to reduce busing costs (i.e. boys/girls events scheduled back to back) was discussed. Resolution # Moved By: R. Fisher Motion to direct e Superintendent to consult wi e Aletic Association regarding scheduling events to reduce busing costs. It was noted at oer creative ways to reduce e cost of busing for field trips should be explored (i.e. sharing busing between schools for grade six field trips to e Legislature). AUDIT COMMITTEE - NO MEETING EDUCATION COMMITTEE - MEETING (NO RECOMMENDATIONS) FACILITIES AND MAINTENANCE COMMITTEE - MEETING (WITH RECOMMENDATIONS) No report at is time. The minutes of e February 27, 2013 Education Committee meeting were provided for review. The minutes of e February 28, 2013 Facilities and Maintenance Committee meeting were provided for review in addition to e 2014/2017 Capital Plan and e 2012 Area Capacity and Utilization Report. There was discussion regarding pressure in Penhold at e elementary level. Trustee G. Kerr noted at e Jessie Duncan School addition was removed from e Capital Plan at e February 29, 2012 Facilities and Maintenance Committee meeting. Resolution #

No report at is time. The minutes of e March 7, 2013 Transportation Committee meeting were circulated at e meeting. It was noted at e bus routes were reviewed in detail. The Board commended e Transportation Department for finding ways to provide services more efficiently. Resolution # Moved By: P. Archibald Motion to increase e in town busing fee to $130 commencing in e 2013/2014 school year. Resolution # Moved By: P. Archibald Motion to establish a fee of $300 for cross boundary students registering after September 30, commencing in e 2013/2014 school year. ADHOC COMMITTEES Employee Assistance Plan - no report at is time. Board Retreat Planning Committee - a copy of e draft agenda was provided for information. Board representative J. Knispel-Matejka noted at e Board will have time to finish eir strategic planning at e retreat. Public Consultation Committee - no report at is time. 6 UPDATE Page 6 of 8 An application called BitLocker will be installed on all staff laptops roughout e Division by June 1 st. This will prevent sensitive data from being accessed in e event of a laptop or jump drive being lost or stolen. In light of e budget announcement, an was sent to all administrators to share wi staff earlier is week including key messages regarding planning and budgeting. Students Matter will launch on March 14 wi students meeting at Division Office. This project is being led by Associate Superintendent Learning Services L. Steele and Communications Officer S. Bexon. The Trustees agreed at one or two Board members should be present at e Student s Matter meetings. P. Archibald will drop by and observe e meeting on March 14. The Trustees will also be invited to participate in e next video conference meeting. The last of e Colt Road Shows will be held in Sundre and Sylvan Lake next week. Mr. Sacher reported at overall e feedback has been positive. The Colt team will be meeting on Friday offsite to discuss e process for next year. The outstanding artwork currently on display at Division Office has been provided by Ecole HJ Cody School. D. MacIsaac entered e meeting at 12:41 p.m. COMMUNITY LEARNING CAMPUS ENROLMENTS CORRESPONDENCE TRIP REQUESTS TRUSTEE REMUNERATION AND EXPENSES ALBERTA SCHOOL BOARDS ASSOCIATION Superintendent K. Sacher reported at a Tim Horton's will be opening at e CLC in e fall. A listing of Division enrolment numbers as of February 28, 2013 was provided for review. There was no correspondence received for review. There were no trip requests received for review. Chair C. Butler called for e Trustee remuneration and expense sheets. A letter from ASBA President Jacquie Hansen dated February 19, 2013 regarding e 2013 school board election was provided for review. Copies of e handbook Become a school trustee were available at e meeting. Board representative J. Knispel-Matejka reported at ASBA is encouraging candidates to run in e election to avoid acclamations. A letter from ASBA Policy Development Advisory Committee Chair Cheryl Smi regarding e bylaw amendments and proposed policy positions was provided for review.
7 Page 7 of 8 The next Zone 4 meeting is being held on March 25, 2013 at 10:00 a.m. in e Board Room at Chinook's Edge School Division. P. Archibald, C. Butler, S. Cooper, R. Fisher and J. Knispel-Matejka will be attending. The Alberta School Councils' Association Conference and Annual General Meeting is being held April 26 to 28 at e Delta Edmonton Sou. The Honourable Jeff Johnson, Minister of Education will be speaking on e 26 from 7:00 to 8:00 p.m. P. Archibald, R. Fisher and J. Knispel-Matejka will be attending. PUBLIC SCHOOL BOARDS ASSOCIATION CANADIAN SCHOOL BOARDS ASSOCIATION NATIONAL SCHOOL BOARDS ASSOCIATION The next Public School Board's Council meeting is being held on April 18 to 20 at e Four Points Sheraton Gateway in Edmonton. The Education Act regulations are being reviewed at a working session on March 18. The CSBA Congress 2013 is being held July 4 to 6 at e Fairmont Hotel in Vancouver. It was noted at Trustee P. Archibald and Trustee G. Kerr are eligible to attend is year. No report at is time. The Trustees discussed e lead time received for some of e professional development opportunities. Trustee J. Knispel-Matejka will request a list of upcoming PD sessions from ASBA and Trustee S. Cooper will request e same from PSBA. There was also a discussion regarding Trustee PD and developing a guideline for expenses. This will be discussed furer at agenda setting. K. Pizzey left e meeting at 1:00 p.m. HEALTH AND SAFETY PRESENTATION Safety Manager L. Lonsberry attended e meeting to provide an update on heal and safety. Mr. Lonsberry shared details on e upcoming safety audit, WCB statistics, administrator safety requirement visits and online accident reporting. It was noted at ere has been a substantive shift in e department to become more service orientated in order to provide departments and schools wi e support ey need to improve practices. S. Babb, S. Bexon, L. Lonsberry, D. MacIsaac, K. Sacher and A. Tarnoczi left e meeting at 1:15 p.m. TRUSTEE CAUCUS - GOVERNANCE EVALUATION The Trustees held a caucus to evaluate governance.
