Not all items listed may be discussed and other items not listed may also be brought up to the limited extent permitted by the Open Meeting law. 5:30 PM REGULAR MEETING FOR THE PURPOSE OF ENTERING EXECUTIVE SESSION CALL TO ENTER INTO EXECUTICE SESSION - Chapter 39, Section 29 mandates that in order to go into Executive Session the committee must: Do so on a roll call vote State the purpose of the Executive Session: To conduct strategy sessions in preparation for negotiations with non-union personnel and to conduct collective bargaining sessions or contract negotiations with BEA personnel. 2 BOURNE SCHOOL COMMITTEE Regular Meeting Minutes DATE: Wednesday December 3, 2014 TIME: 5:30 pm Executive Session, 6:30 pm Regular Meeting PLACE: Bourne Veteran Community Center Media Room, Buzzards Bay, MA Attendance SCHOOL COMMITTEE MEMBERS PRESENT: Chairperson, Christopher Hyldburg; Vice Chairperson, Heather DiPaolo; Secretary, Anne-Marie Siroonian; Mitch McClain; Matthew Stück, Judy Froman; Laura Scena SCHOOL COMMITTEE MEMBERS ABSENT: OTHER ATTENDEES PRESENT: Steven Lamarche, Superintendent; Susan Quick, Assistant Superintendent; Edward Donoghue, Director of Business Services; Audrey Kelleher, Student Rep; Mrs. Liz Carpenito, BES Principal; Mrs. Melissa Ryan, BMS Principal Call to Order Chairperson Christopher Hyldburg called the meeting to order at 5:30 pm for the purpose of entering executive session to conduct strategy sessions in preparation for negotiations with non-union personnel and to conduct collective bargaining sessions or contract negotiations with BEA personnel. PUBLIC COMMENTS None Open Session Chairperson Christopher Hyldburg returned to open session at 6:30 and led the pledge of allegiance. Chairperson Hyldburg and Mr. Matthew Stück led a moment of silence for Martin Tulloch Jr., who worked 9 years as the set designer for BHS Drama and Noreen E. Parker, retired BHS mathematics teacher. Mr. Matthew Stück read the Bourne School Committee Vision, Mission, and Goals. Public Participation 1. ANNOUNCEMENTS Chairperson Hyldburg introduced the new Recording Secretary, Ann-Marie Strode. Superintendent Lamarche BHS described the previous evening s basketball game against Wareham as an exciting game from start to finish. Assistant Superintendent Quick introduced the Science and Engineering Exposition by displaying the webpage on the Bourne Public School website. The PTA sponsored Expo is taking place on January 30 th at Bourne Middle School for students in grades Applications can be find on the website and are due on January 16 th. Assistant Superintendent Quick announced that information about PARCC will be located on the BPS website under Programs Academics PARCC - Partnership for Assessment of Readiness for College and Careers. The PARCC assessment will replace MCAS for this year. Before the break the elementary educators participated in an online survey about Elementary mathematics. The information from survey will help the district better articulate our curriculum in mathematics in order to improve instruction in the classroom SUPERINTENT S AWARD PRESENTATION Superintendent Lamarche presented Matthew Claire with the MASSA Superintendents award. Mr. Lamarche introduced Mr. Claire as one of the top students at BHS. He read the recommendation letter penned by the Guidance Department. 3. STUDENT LEARNING EXTENSION Mrs. Carpenito introduced Bournedale and Peebles Elementary K-Kids students. The students read the K-Kids pledge and described what K-Kids is as well as various service projects the elementary K-Kids have been involved with. Michelle Bowlin, faculty advisor, announced that there are approximately sixty K-Kids students from both schools. 4. STUDENT REPORT Student Representative, Ms. Audrey Kelleher, announced that mid-terms begin next Tuesday. She described the winter sport season strong beginning with BHS boys basketball win over Wareham from last night. Key Club projects include Smile Cards, Key Club Olympics, and four boxes donated to Toys for Tots. The BHS drama club will present Suesical this spring. Fifty students are currently cast for parts. Bourne will also be hosting the Drama Festival this February. The drama students will be performing the play, To Gillian on Her 37th Birthday. 5. OUT OF STATE FIELD TRIP REQUEST: NATURE S CLASSROOM (9/2015) Mrs. Melissa Ryan requested approval for the grade 6 class to travel to Nature s Classroom at Camp Cody, in Freedom, NH on September 21, The cost will be approximately $ to $ per student. Students who remain at BMS participate in equitable learning experiences. Families can follow the students experiences on the BMS Facebook page. Motion: (Siroonian/Scena) to approve the Out of State Extended Overnight 6 th grade Field Trip to Nature s Classroom in New Hampshire dated September 21, 2015 through September 25, Motion passes: FINANCE PROJECT WORKING GROUP: TRAINING SESSIONS FOR PRIORITY BASED BUDGETING (01/13/2015) Chairperson Hyldburg described the Priority Based Budgeting training sessions as a way to identify and capture municipal budgets. Training sessions are scheduled for January 13 th and 14 th from 6:30pm to 9:00pm. Mr. Matthew Stück explained that priority based
3 budget programming is a methodology of approaching the Town s finances by allocating resources based on a communities priorities. Town government identifies those priorities and ranks programs and services according to how well they align to the goals and objectives that the community deems of greatest value. Priority based budgeting is branded by The Government Finance Officers Association. Mr. Stück further explained that Priority Based Budget process was recommended from Joint Financial Planning Workgroup to the Board of Selectmen. It is rigorous with a lot of learning involved and challenges people to think differently about money. Mr. Stuck encouraged members to make it to the training on Tuesday and Wednesday in order to learn about this process. Another project is to produce a visual budget display using software in order to allow community members to view the Town s budget by category as well as a breakdown of tax dollars. Final project is the establishment of Best Budgeting Practices for departments to adopt in the future. Chairperson Hyldburg informed the Board and public that if they d like to read more on Priority Based Budgeting you can access the Anatomy of a Priority-Driven Budget Process publication on the website. Mr. Stück requested that all Board members inform Chairperson if they will be attending. Superintendent Lamarche suggested to post the meeting in order to adhere to Open Meeting Laws. 7. SCHOOL COMMITTEE FY16 BUDGET PRIORITIES Chairperson Hyldburg described the budget resources available on the website under the School Committee tab. Mr. Stuck invited feedback to be sent to any of the Budget sub-committee members Judy Froman, Mitch McClain, and Matthew Stück. SC Board members described their budget priorities which include the following: Continue to grow physical plant, technology, data analysis support and collaborative resources, health curriculum and foreign language at the Elementary level. Superintendent Lamarche reminded the Board that section 9C reductions will cut $700,000 from the school budget. 8. DISTRICT ORGANIZATIONAL CHART Superintendent Lamarche introduced two Organizational Charts for the Bourne Public Schools, one linear and one cluster, both available on the District website. He described the charts as more structural rather than evaluative with communication running both ways. Superintendent Lamarche remarked at the small size of Central Office. A board member inquired if the school system could combine services with the Town. Mr. Lamarche said school and town officials have been communicating about that possibility. 9. SOFTWARE ORGANIZATIONAL CHART Superintendent Lamarche presented the draft version of the Software Organization Chart. He informed the Board and public that in 2009 there were over 500 pieces of software which has been narrowed it down to thirty three. The Software Organizational Chart informs users who the primary and secondary contact to support efforts towards getting organized as a district. School Committee Business 10. ACCEPT SC MINUTES DECEMBER 3, 2014 The December 3, 2014 minutes were accepted by consensus. 11. BPS INNOVATION STUDIO Superintendent Lamarche presented a newly printed brochure featuring the BHS Innovation Studio. A link is under development and can be found on the Bourne Public schools website under Programs Innovation Studio. An open house will be held on the evening of February 12 th from 5:00pm to 7:00pm. Superintendent Lamarche commended Amy Fish and Christine Borning on their work coordinating the studio. He explained Mrs. Fish has already sponsored classes from the Elementary and Middle Schools. He also explained that Independent Study students may be utilized within the studio. Mr. Lamarche has photographed the progression of the studio s creation and will put together a presentation. He also introduced the new Robotics Lab which will be included in the open house and a Keyboard studio for the music department. The Rhapsody Room contains a Green Screen. 12. EARLY COLLEGE EXPERIENCE PROGRAM (ECEP) Superintendent Lamarche updated the board on the Early College Experience (ECEP) program. He explained that the first cohort had sixteen students apply and ten were accepted. He presented an article about the program which will appear in Wicked Local Cape Cod newspapers. He informed the Board and public the application process has been updated and can be found on the website under Programs Early College Experience Program. The deadline for the new cohort is April 30 th. BHS will host an information session will be held on February 10 th at 9:00 am. 13. FY15 BUDGET LINE ITEM TRANSFERS Mr. Donoghue, Director of Business Services, presented the line item transfers. He made adjustments for larger line items such as collaborative program tuition costs and changes in the ESP lines due to grant funding. He also made reductions to the fuel budgets due the mild season thus far. Motion: (Siroonian/Scena) to approve the Fiscal Year 15 Budget Line Item Transfers as presented on January 7, Motion passes: BOURNE EDUCATOR ASSOCIATION (BEA) TEACHER NEGOTIATIONS Chairperson Hyldburg informed the board that contract negotiations have begun for the teacher and Custodial contracts. The contracts end June 30, He indicated that the Board hopes to meet with members of the BEA negotiations team as soon as possible. He presented the publication How Not to Go It Alone which features collaborative bargaining. 15. MASSACHUSETTS SCHOOL BUILDING AUTHORITY (MSBA) UPDATE Chairperson Hyldburg informed the Board of the latest developments with the MSBA projects. Bourne is now entering Module 3 Feasibility Study. He reported that there is now an official School Building Committee. He mentioned that Mr. Lamarche is the communication point person at this time. The MSBA will be bringing up Bourne at their meeting next Wednesday.
4 16. JANUARY 30, 2015 WORKSHOP AGENDA PRESENTATION OF READ AHEAD MATERIALS Chairperson Hyldburg corrected the meeting date from the Agenda to January 31 st. He will circulate the read ahead materials prior to the meeting. He stressed that NEASC and whether or not it s of a specific value to Bourne students should be discussed at the meeting. Mr. Stuck distributed a draft of the agenda which include items such as enrollment and budgetary needs, and digital availability of school committee business. 17.
