2 Loan Program Design Considerations

3 Loan Criteria Set repayment for the energy project on generating monthly dollar savings equal to 125% of the debt payment Employ staff with professional technical expertise to evaluate project measures Try to have a debt service coverage ratio (DSCR) of 125% Package high savings features (lighting) with others to allow a more complete package for the retrofit while maintaining a reasonable DSCR Secure loans use equipment and the building for collateral or other offsite substitute collateral

4 Loan Criteria Insure that term of loan does not exceed average useful life of measures financed Allow for innovative features to attract borrowers to do the overall project Encourage borrower to pay at least 20% of the project cost finance 80% Require that a percentage of the loan amount be for proven efficiency technologies

5 Proven Energy Efficiency Technologies Lighting Measures T-5 Lamps can replace T-8 and T-12 Lamps Lighting Controls: On/Off Switching, Occupancy Sensors, Photo Cells LED Exit Signs/Traffic Lights Use light emitting diode technology to replace existing uses

9 Texas LoanSTAR Program LoanSTAR (Saving Taxes And Resources) Provides finances for energy-efficient retrofits in state agencies, public schools, public hospitals, local government, and municipalities Loan repayment comes from cost savings received from the projects Interest rate: 3% fixed Maximum composite loan repayment period: 10 years

10 Texas LoanSTAR Program Funding Loan fund capitalized at $95,000,000 Funds are available to borrowers in the order that they participate Loan maximum is $5,000,000 Borrower may have 2 concurrent loans

16 Iowa Energy Bank Program An energy management program Uses energy cost savings to repay financing for energy management improvements Serves public and non-profit facilities (public schools, hospitals, private colleges, private schools, and local governments) Since 1989, Iowa Energy Bank Program has helped to arrange more than $130,000,000 in energy project loans

17 Iowa Energy Bank Program Three Steps to Join Step One: A preliminary energy assessment is completed for the facility by Energy Bank program staff. Step Two: An energy study is completed for the facility. The complexity varies depending on the possible measures. Step Three: Full-term, municipal lease-purchase agreements or capital loan notes from private lending institutions are available at interest rates negotiated for the client by the Iowa Energy Bank.
