2 Honorable CT Governor Lowell Weicker In 1994, CT Governor Lowell Weicker was the inspiration behind the creation and formationof the Community Economic Development Fund, commonly known as CEDF. We are a non-profit organization whose mission is to help CT s small businesses in low to moderate income communities gain access to capital and other resources. 2
