Green Climate Fund (GCF) Readiness Prgramme in Ghana Terms f Reference: Develpment f Climate Change Budget and Finance Tracking Tls I. Backgrund The Green Climate Fund (GCF) was established in 20 as an perating entity f the financial mechanism f the United Natins Framewrk Cnventin n Climate Change (UNFCCC), designed t disburse $0 billin per year f new and additinal resurces by 2020 fr addressing climate change. Access t Fund resurces will be thrugh natinal, reginal and internatinal implementing entities accredited by the Bard. Direct access by natinal public and private entities will be a key feature f the Fund in line with a GCF s cmmitment t cuntry wnership. The Gvernment f Ghana has nminated the Real Sectr Divisin f Ministry f Finance t be the Natinal Designated Authrity (NDA) t liaise with the GCF. The Green Climate Fund (GCF) Readiness Prgramme, a jint partnership between UNDP, UNEP, and Wrld Resurce Institute (WRI), is a glbal prgramme t supprt cuntries fr enhanced access t internatinal climate finance. The Prgramme in Ghana aims t supprt the gvernment in strengthening their natinal capacities t effectively and efficiently plan fr, access, manage, deply and mnitr climate financing in particular thrugh the GCF. The Prgramme will target tw imprtant aspects f the GCF apprach, 1) access t funds and 2) private sectr engagement, bth f which will require significant preparatry wrk in many cuntries befre GCF financing will be pssible at scale. The GCF Readiness Prgramme will fcus n a range f preparatry activities t a) build and strengthen the institutinal capacity f natinal entities in Ghana, with a fcus n enabling direct access; and t b) help Ghana prepare climate change mitigatin and adaptatin investment strategies, prgrammes and prjects, including thrugh the active invlvement f the private sectr. The Natural Resurces, Envirnment and Climate Change (NREC) Unit under Real Sectr Divisin f the Ministry f Finance (in cllabratin with the Overseas Develpment Institute (ODI) and Institute f Statistical, Scial and Ecnmic Research (ISSER)) has carried ut a Climate Change Finance Study (r Climate Public Expenditure and Institutinal Review) fr Ghana this year. The study presents a cmprehensive verview f public climate finance landscape in Ghana. The findings frm the study highlighted a strng need t develp a natinal tracking tl fr climate finance. This tl then can be used t capture the budget and expenditure related t climate change in Ministries, Departments, and Agencies (MDAs) as well as at Metrplitan, Municipal, District Assemblies (MMDAs) level. II. Objective f the Assignment This assignment aims t design a natinal tracking tl fr climate change budget and finance that captures relevant end-f-year utturn expenditures, and supprt its full peratinalizatin thrugh the develpment f its
manual and training. This includes the develpment f the climate change budget cde and the analysis tls t help mnitring, decisin-making, and budgetary allcatin fr climate change related activities. III. Scpe f Wrk In clse cnsultatin with the Ministry f Envirnment, Science, Technlgy, and Innvatin (MESTI), Ministry f Finance Real Sectr Divisin (Natinal Designated Authrity fr Green Climate Fund), Natinal Develpment Planning Cmmissin (NDPC), and ther relevant natinal stakehlders in climate change plicy and finance in Ghana, the cnsultant will 1) Design a natinal tracking tl fr climate finance (including climate change budget cde) that can capture relevant end-f-year utturn expenditures, 2) Develp ecnmic and budget analysis tls fr climate-related decisin-making and budgetary allcatin, 3) Develp the manual fr the tls designed under i) and ii), and prvide a strategy t peratinalize them within the public financial management system f Ghana, 4) Organize a review wrkshp with the Gvernment f Ghana, UNDP, and selected participants 5) Validate the tls, manual, and methdlgy nte with key stakehlders thrugh a ne-day wrkshp in Accra, and 6) Cnduct at least ne training n the develped tls in Accra fr key gvernment staffs identified. The assignment, which will be primarily based n glbal best practices, shuld take int accunts the natinal cntext f climate finance and climate change plicy in Ghana. IV. Specific Tasks and Methdlgies The tls fr tracking climate finance shuld include the prpsal fr climate change budget cde, the system and methdlgy fr analysis, tracking, and reprting f climate change related budget and expenditure, and the practical guideline t use the tls fr climate change budgetary allcatin and decisin-making. The tls shuld be applicable t natinal (MDAs) and sub-natinal level (MMDAs), and t bth budgeting and expenditure management. The climate change budget cde needs t reflect the natinal plicy cntext utlined in the Natinal Climate Change Plicy, Natinal Climate Change Adaptatin Strategy, Lw Carbn Develpment Strategy and ther relevant plicies, and its manual shuld prvide a detailed accunt f the prpsed budget cde system and the ratinale behind. The tls and manual needs t be firmly based n the existing plicy planning and public financial management system in Ghana, and shuld prpse a cncrete strategy t integrate the tls int the public system. The ptins n the best-tailred cding system shuld be prpsed t balance the effectiveness, efficiency and accuracy. Wherever relevant, the manual shuld include visual descriptins (such as diagram and phts) t enhance reader s understanding.
Specific tasks include: 1) Review relevant baseline infrmatin and reprts related t climate change plicy and finance in Ghana 2) Review existing public financial management system in Ghana, as well as the recently cmpleted Climate Finance Study (Climate Public Expenditure and Institutinal Review) reprt 3) Cnsult with key stakehlders n the climate change expenditure identificatin and weighting ptins, and develp climate finance tracking tls and manual in line with Ghana s existing planning and budgeting system. 4) Prpse a strategy fr the peratinalizatin f the prpsed tls 5) Organize a prgress review wrkshp with the Gvernment f Ghana, UNDP, and selected participants 6) Submit draft utputs t UNDP fr inputs and cmments 7) Organize a validatin wrkshp in Accra with natinal stakehlders in climate change plicy and finance 8) Submit final utputs incrprating all cmments and suggestins 9) Organize a training wrkshp in Accra fr key gvernment staffs identified, including staffs frm MESTI, Ministry f Finance, NDPC, and selected MDAs and MMDAs V. Prpsal Guideline The technical prpsal shall demnstrate clearly hw the cnsultants intend t carry ut the assignment including the research methdlgy. The detailed implementatin plan will include an utline f the implementatin strategy and apprach, and mnitring and reprting framewrk/frmat. The financial prpsal shall specify a ttal lump sum amunt, and payment terms arund specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments r upn cmpletin f the entire cntract). Payments are based upn utput, i.e. upn delivery f the services specified in the TOR. In rder t assist the requesting unit in the cmparisn f financial prpsals, the financial prpsal will include a breakdwn f this lump sum amunt (including travel, per diems, number f anticipated wrking days). The financial prpsal shuld NOT include the budget fr rganizatin f the training sessin in Accra (cst f venue, allwance fr participants, etc.) but shuld include the travel cst fr the cnsultant that might incur. The internatinal cnsultant can cmpse a team with natinal cnsultants in Ghana t assist the wrk, in which case the cst fr each persn shuld be disaggregated in the financial prpsal. VIII.
