Welcmes prgress in the implementatin f the wrk prgramme under the Paris Agreement, described in decisin 1/CMA.1 and decisin 1/CP.22, by the Cnference f the Parties, all three subsidiary bdies and the cnstituted bdies under the Cnventin; 2. Cnfirms its firm determinatin t versee and accelerate the cmpletin f the wrk prgramme under the Paris Agreement by its twenty-furth sessin (December 2018) and t frward the utcmes fr cnsideratin and adptin by the Cnference f the GE.17-20560(E)

Parties serving as the meeting f the Parties t the Paris Agreement at the third part f its first sessin (December 2018); 3. Requests the secretariat t develp an nline platfrm that will prvide an verview, based n the list cntained in annex I, with weblinks t cmplete infrmatin and references n the wrk f the Cnference f the Parties and the subsidiary and cnstituted bdies n the wrk prgramme under the Paris Agreement; 4. Reiterates its request t the subsidiary and cnstituted bdies t accelerate their wrk n the wrk prgramme under the Paris Agreement and t frward the utcmes t the Cnference f the Parties at its twenty-furth sessin at the latest; 1 5. Recgnizes that an additinal negtiating sessin fr all three subsidiary bdies may be needed between the frty-eighth sessins f the subsidiary bdies (April May 2018) and the twenty-furth sessin f the Cnference f the Parties, t facilitate the timely cmpletin f the wrk prgramme under the Paris Agreement by the twenty-furth sessin f the Cnference f the Parties, in accrdance with decisins 1/CP.22 and 1/CMA.1; 6. Decides that its President, in cnsultatin with the Bureau f the Cnference f the Parties and the C-Chairs f the Ad Hc Wrking Grup n the Paris Agreement, will assess the need fr the additinal negtiating sessin referred t in paragraph 5 abve, n the basis f the utcmes f the frty-eighth sessins f the Subsidiary Bdy fr Scientific and Technlgical Advice and Subsidiary Bdy fr Implementatin and the fifth part f the first sessin f the Ad Hc Wrking Grup n the Paris Agreement (April May 2018), and guide the secretariat accrdingly; 7. Agrees that, shuld the additinal negtiating sessin referred t in paragraph 5 abve be needed, it wuld address matters relating t the wrk prgramme under the Paris Agreement being cnsidered by the subsidiary bdies; 8. Als agrees that the additinal negtiating sessin referred t in paragraph 5 abve shuld be rganized in a cst-effective manner, including with respect t the length f the sessin and related lgistical matters such as interpretatin and translatin int the fficial United Natins languages, while als allwing fr the effective participatin f delegates frm develping cuntries; 9. Requests the secretariat t make prvisinal and, if required, final arrangements fr the additinal negtiating sessin referred t in paragraph 5 abve, and t finalize the arrangements shuld the additinal negtiating sessin be cnfirmed, subject t the availability f financial resurces; II. Talana dialgue 10. Welcmes with appreciatin the design f the 2018 facilitative dialgue, t be knwn as the Talana dialgue, annunced at the twenty-third sessin f the Cnference f the Parties by the Presidents f the twenty-secnd and twenty-third sessins f the Cnference f the Parties, as cntained in the infrmal nte by the Presidencies f the twenty-secnd and twenty-third sessins f the Cnference f the Parties (see annex II); 11. Launches the Talana dialgue, which will start in January 2018; III. Pre-2020 implementatin and ambitin Nting that all Parties share the view that pre-2020 implementatin and ambitin are f utmst imprtance, Emphasizing that enhanced pre-2020 ambitin can lay a slid fundatin fr enhanced pst-2020 ambitin, Recgnizing the imprtance f cntinued cnsideratin by the Cnference f the Parties f the effrts f Parties in relatin t actin and supprt in the pre-2020 perid, 1 Decisin 1/CP.22, paragraph 10. 2

Als recgnizing the imprtance f bringing visibility t and creating a mre cherent understanding f the pre-2020 wrk f the UNFCCC bdies, Further recgnizing the cmmitment undertaken by develped cuntry Parties t a gal f mbilizing jintly USD 100 billin annually by 2020 t address the needs f develping cuntries in the cntext f meaningful mitigatin actins and transparency n implementatin, Nting that biennial high-level ministerial dialgues n climate finance will be held in 2018 and 2020 in accrdance with decisin 3/CP.19, Als nting that the Standing Cmmittee n Finance will prepare biennial assessments and verviews f climate finance flws in 2018 and 2020 in accrdance with decisin 2/CP.17, 12. Requests the President f the Cnference f the Parties and the UNFCCC Executive Secretary t send jint letters t Parties t the Kyt Prtcl that are yet t ratify the Dha Amendment t the Kyt Prtcl urging them t depsit their instruments f acceptance with the Depsitary as sn as pssible; 13. Als requests the secretariat t cnsult the United Natins Secretary-General n ways t prmte the ratificatin f the Dha Amendment t the Kyt Prtcl; 14. Invites Parties t submit via the submissin prtal 2 by 1 May 2018 additinal infrmatin n prgress in implementing decisin 1/CP.21, sectin IV: enhanced actin prir t 2020; 15. Requests the secretariat t prepare a synthesis reprt f the submissins referred t in paragraph 14 abve as input t the stcktake referred t in paragraph 17 belw; 16. Welcmes the reprt f the President f the Cnference f the Parties that nted that the 2018 facilitative dialgue 3 (Talana dialgue) will cnsider, as an element f the dialgue, the effrts f Parties in relatin t actin and supprt, as apprpriate, in the pre- 2020 perid; 17. Decides t cnvene a stcktake n pre-2020 implementatin and ambitin at the twenty-furth sessin f the Cnference f the Parties, which will apply the frmat f the 2016 facilitative dialgue 4 and cnsider, inter alia: (a) The inputs f the Cnference f the Parties, the Cnference f the Parties serving as the meeting f the Parties t the Kyt Prtcl, the Subsidiary Bdy fr Implementatin, the Subsidiary Bdy fr Scientific and Technlgical Advice, the cnstituted bdies under the Cnventin and the Kyt Prtcl, and the perating entities f the Financial Mechanism; (b) (c) The mitigatin effrts f Parties in the pre-2020 perid; The prvisin f supprt in the pre-2020 perid; (d) The wrk f the Marrakech Partnership fr Glbal Climate Actin, including the summaries fr plicymakers f the technical examinatin prcesses and the yearbks n climate actin prepared by the high-level champins; 18. Takes nte f the estimated budgetary implicatins f the activities t be undertaken by the secretariat referred t in this decisin and requests that the actins called fr in this decisin be undertaken subject t the availability f financial resurces. 4

Annex II* Infrmal nte by the Presidencies f COP 22 and COP 23 17 Nvember 2017 [English nly] Talana dialgue Apprach The Presidencies f COP 22 and COP 23 cnducted extensive cnsultatins n the Talana dialgue thrughut 2017, which cntinued during the twenty-third sessin f the COP. This infrmal nte has been prepared by the Presidencies f COP 22 and COP 23 n this basis. Mandate The COP by its decisin 1/CP.21, paragraph 20, decided t cnvene a facilitative dialgue amng Parties in 2018 t take stck f the cllective effrts f Parties in relatin t prgress twards the lng-term gal referred t in Article 4, paragraph 1, f the Agreement and t infrm the preparatin f natinally determined cntributins pursuant t Article 4, paragraph 8, f the Agreement. Features f the Talana dialgue Based n input received by Parties, the main features f the dialgue are as fllws: The dialgue shuld be cnstructive, facilitative and slutins riented; The dialgue shuld nt lead t discussins f a cnfrntatinal nature in which individual Parties r grups f Parties are singled ut; The dialgue will be cnducted in the spirit f the Pacific traditin f Talana: Talana is a traditinal apprach used in Fiji and the Pacific t engage in an inclusive, participatry and transparent dialgue; The purpse f Talana is t share stries, build empathy and trust; During the prcess, participants advance their knwledge thrugh cmmn understanding; It creates a platfrm f dialgue, which results in better decisin-making fr the cllective gd; By fcusing n the benefits f cllective actin, this prcess will infrm decisin-making and mve the glbal climate agenda frward; The dialgue shuld be cnducted in a manner that prmtes cperatin; * Reprduced as received frm the Presidents f the twenty-secnd and twenty-third sessins f the Cnference f the Parties. 7

The dialgue will be structured arund three general tpics: Where are we? Where d we want t g? Hw d we get there? The dialgue will be cnducted in a manner that prmtes enhanced ambitin. The dialgue will cnsider, as ne f its elements, the effrts f Parties n actin and supprt, as apprpriate, in the pre-2020 perid; The dialgue will fulfil its mandate, in a cmprehensive and nn-restrictive manner; The dialgue will cnsist f a preparatry and a plitical phase; The Presidencies f COP 23 and COP 24 will jintly lead bth phases f the dialgue and c-chair the plitical phase at COP 24; A dedicated space will be prvided in the dialgue, bth during the preparatry and the plitical phase t facilitate the understanding f the implicatins f the Special Reprt by the Intergvernmental Panel n Climate Change n Glbal Warming f 1.5 C; As regards inputs t the dialgue: The Special Reprt by the IPCC n glbal warming f 1.5 C requested by the COP will infrm the dialgue; Parties, stakehlders and expert institutins are encuraged t prepare analytical and plicy relevant inputs t infrm the dialgue and submit these and ther prpsed inputs, including thse frm intergvernmental rganisatins and UNFCCC bdies, by 2 April 2018 fr discussins in cnjunctin with the May sessin, and by 29 Octber 2018 fr discussins in cnjunctin with COP 24; The Presidencies f COP 23 and COP 24 will als prvide inputs t infrm the dialgue; An nline platfrm will facilitate access t all inputs t the dialgue, which will be verseen by the Presidencies f COP 23 and COP 24; The secretariat will be requested t prepare relevant inputs and t develp and manage the nline platfrm under the guidance f the Presidencies f COP 23 and COP 24; The preparatry phase will seek t build a strng evidence-based fundatin fr the plitical phase: The preparatry phase will start after the dialgue is launched at COP 23, in January 2018, and will end at COP 24; Parties and nn-party stakehlders are invited t cperate in cnvening lcal, natinal, reginal r glbal events in supprt f the dialgue and t prepare and make available relevant inputs; The May discussins will be used t explre the three central tpics infrmed by inputs by varius actrs and institutins, including frm the Technical Examinatin Prcess and Glbal Climate Actin, with the supprt f the high-level champins; Summaries frm all discussins will be prepared under the authrity f the Presidencies f COP 23 and COP 24; 8
