1 HARRY B. BENNSON 6422 W. 87 TH PLACE LOS ANGELES, CA PROTE.ST PROPOSED SOLD RESOURCES FEE APN Dear Sir: believe it's time to revisit the "3 garbage can" system instead of arbitrarily increasing fees. There are several options to be considered. One possibility is to delete the green garbage can and go back to putting grass. cuttings in the black garbage can. The blue garbage can could have a Bi weekly or even monthly pick-up. Currently, many residents do not put out the green and blue cans every week and those who do are putting out cans that are quarter or half full. However, the garbage pick-up trucks must still traverse the same routes spewing out diesel fumes into our air... Think about global warming. Resultant, (regrettably) lay-offs of truck drivers, mechanics and support staffwill greatly reduce costs in addition, huge fuel savings, maintenance and parts savings would further reduce costs. n your "proposed monthly fee schedule" July is indicated "not applicable" however this will increase substantially, if experts are correct that oil may very well reach $200 a barrel. The foregoing and other suggestions mnst be fully discussed before fee increases are considered. This will require many hours of planning and can only be achieved if the Mayor would refrain from extra marital affairs, boondoggle trips, campaigning for Presidential nominees and supporting illegal immigrants and fulfill the leadership he was elected and is paid to do by Los Aogeles tax payers. MEMSERS ;~1/~/-t?6g t.e 0 ~-oa.q" This letter is in response to the PROPOSED NCREASE N THE SOLD WASTE COLLECTON. 'm an American born citizen of the United States and in my seventies. 'm ashamed of what my country has become in the last 20 or more years. felt a certain pride being an American, but now all the various branches of government from Federal, State, and City propose increases, thus making more hardships on its' citizens. The illegal in this State as well as others have put us in enormous deficit. You get your wonderful salaries, perks and pensions and give nothing but increases to the people of this State. can't believe you would raise anything now with the cost of gas, food, housing, and much more on the rise. Do you people have no heart or conscience to be able to do this at a time when most people are having difficulty in making ends meet? The Mayor of this city should be impeached along with the Governor and a few others. Los Angeles has gone down the tubes in Education, Schools, Health, Hospitals, Morals and safety in various communities. When are you all going to do the job you were supposedly voted in to do? for one am disgusted of government officials not giving a danm about the people who have worked and made this country what it is. What legacy do you leave for future generations when you have failed so miserably in your jobs to protect and preserve this Country? would like an answer to this letter, as am extremely troubled with the actions that the City of Los Angeles, Dept. of Public Works and Bureau of Sanitation is proposing. MEMBERS 1840 Preuss Road Los Angeles, CA July 14,2008 City Clerk 200 North Spring Street, Room 395 Los Angeles, CA APN: 1840 Preuss Road Dear City Clerk, Because they forgo the chance to align City practices with broader concerns of preserving our environment, oppose the proposed increase in the solid waste collection, etc. fees for the city of Los Angeles. That is, they provide neither a mechanism for discouraging generation of waste (e.g., increased fees for increased waste generation), nor do they reward citizens who minimize their waste generation (c.g., a corresponding reduction in floesfor use of smaller receptacles, for instance). Furthermore, the nature of the proposal suggests that no thought 1mB been given to other ways to cut costs: Reducing collection schedules to every other week might make citizens more aware of how much waste they generate, leading to reductions in that area. And such a schedule change '\ffiulcl hal11i:51ue(-).;,.(' c:.:;:)--; consumption, thus saving money and reducing greenhouse gas emissions. '\-_ ~ =<', <..... The city thinks it is O.K.. to pass on a 40% increase with no city expense adjustments. Yes! The cost for gas has gone up. All businesses and individuals are dealing with this. Can they pass along 40% increases. We don't think so! n September, your cost per month, per unit will be % more than my L.A. private company trash pick-ups ($6.50 per unitj.with pick-ups at almost every residential address, the L.A.City cost should be less than the private companies. No wonder California cities are going bankrupt. Let's get real! Most of the funds that come out of this proposed increase will not go for trash pick up expenses. MEMBERS Rustic Oak Court, Richmond, TX (281) rlholloway@comcast.net / City Clerk 200 North Spring Street Room 395 Los Angeles, CA SUBJECT: Proposed Solid Resources Fee July 13, > Cl ~ ::::j = -<. \ \ \ 'S\ c:,\ c.: 0 c::: :.0 ~.. -< () 0' -- ~'-';,n -0, :::z; ~"'; -<,i r:? c,) co Dear SirlMadam: This letter is submitted on behalf of my client expressing concern and disappointment in the city's decision to increase the solid resources fee (SRF) less than a year from the last rate change (August 16, 2007). The proposed rate hike represents a 40% or 42% increase over existing fees and signals a gross dereliction of financial duties, mainly budgetary. Was the current rate schedule created in a vacuum? How did the financial management division (or proper entity) arrive at the current rate schedule? What expense(s) was not accounted for in the current rate schedule that is now accounted for in the proposed rate schedule? Was the current rate schedule developed with city subsidization in mind? A 40% increase in less than a year reflects very little confidence in the city's management of this resource. nstead of yielding to complacency by simply passing this expense to property owners, has the city's leadership held anyone accountable for poor. budgeting, or explored process improvement initiatives to minimize existing SRF costs? Until a rigorous examination is made city leadership should not consider the proposed rate schedule. '72//P ReZd Holloway ] Durable Power of Attorney ~ Trustee Elnora Brown Trust APN:
