For the 29/1 fiscal year, the City Clerk was provided $1.9 million' to con Council (NC) Elections. This funding provided for: 1. The creation of Regional election days to focus and assist outreach efforts. 2. The development of an automated candidate filing/bajlot layout/tajly system and the purcf necessary appurtenant equipment. 3. The development of standardized election procedures which honored the board structures of individuals NCs. 4. The creation of defaultvalues for election processes that were not fujly defined by NC bylaws. S. The development of printed and interactive maps for use in verifying candidate and stakeholder statuses. 6. The development of standardized forms and processes for candidate filing (including a write-in candidate process), stakeholder verification, provisional voting, limited Vote-BY-Mail, pojling place recruitment and operations, bajlot counting and election canvass, and election chajlenges. 7. Staffing and expense costs necessary to conduct the elections. Many of these activities wijl not be repeated in future elections, but were the result of the fuj implementation of a new election process based on the recommendations of the NC Review Commission., This is a biennial cost. t is important to note that other than minor close out costs for completing the canvass and processing election challenges in early July 21 for the June 26, 21 election}, no funding for NCelections will be requested in the 21/11 budget cycle. The current status is: Election procedures have been finalized for ajl NC elections. AJ pojling places for have been recruited and reconfirmed. (The only exception to this is for the newly-certified Westwood Nc.) The City Clerk has registered 717 candidates for Neighborhood Council seats for the 4 active Regions (A, B, D, and F). Candidate processing was performed at the Election Division office as wejl as at 11 Regional Stakeholder/Candidate nformational Meetings. The City Clerk website has been uploaded to provide information pertinent to NC elections including: Candidate Filing Forms for Regions A, B, D, E, F and G (C, H, and are in process). Candidate Statements for Regions where filing has ended such as Regions A and F NC Volunteer PoJlworker and Challenge Review Panel Program Overviews and Applications Schedules for Regional Stakeholder/Candidate nformational Meetings Regional Election Timelines and Maps General Election Forms and Policy Manual
2 Upon request Neighborhood Councils have also been able to receive Candidate Contact information for making initiations to participate in candidate forums. Region A - Complete A total of 216 candidates filed to run for the Region A board seats. Candidate statements for the 137 candidates who submitted them by the deadline have been uploaded to the website. All ballots have been printed for Region A's elections. All polling place supplies have been prepared and are boxed for loading. All pollworkers have been assigned and trained for Election Day. The Vote-By-Mail deadline has elapsed. Region B A total of 123 candidates have filed to run for the Board seats. 8 of the 1 NCs in Region B have had their ballots printed. Region C Candidate filing begins on February 26, 21. and are ready to upload to the City Clerk website. 1 of the 11 Candidate Filing packets have been finalized Region D A total of 186 candidates have filed to run for the Board seats. 5 of the 9 NCs in Region B have had their ballots printed. Region E Candidate filing began on February 12, 21. Region F A total of 161 candidates have filed to run for the Board seats. Candidate statements for the 93 candidates who submitted them by the deadline have been uploaded to the website. 7 of the 9 NCs in Region F have had their ballots printed. Election materials requested for translation by NCs have been finalized. Region G Candidate filing began on January 29, 21. Recruitment of Election Day Chinese and Japanese interpreters for Historic Cultural NC has been finalized. Region H Candidate filing begins on March 3, 21. The potential for disaster is real and imminent if this rash action is pursued. Monies were already subtracted from Neighborhood Council Funds in order to support these elections to be performed by the City Clerk for this year. Some Councils may not have enough money left in their budgets to perform their own elections for this year with such short notice. You may not be aware, but there are two region elections pending immediately. Region A has elections for 1 councils to be held on March 2 and Region B has 1 elections on March 27. To change the process now would derail these elections, create chaos in tha neighborhood council system, and greatly demage the credibility of Los Angeles' city government. The money already spent by the City Clerk for salaries and suppues will be wasted as a result of this cancellation as well as impact the City with more costs. ask you to carefully consider your committee's recommendation to the City Council on Wednesday. respect your thoughtful approach to ali that you do and expect nothing less regarding this issue. Please do not recommend this change that will cause chaos in our neighborhoods.
