1 Consultancy Announcement Title of Consultant : Monitoring and Evaluation Consultant Timeframe : 5 months (November 2018 March 2019) BACKGROUND My Justice: Strengthening Women s Access to Justice in Mon and Yangon As a part of My Justice programme implemented by the British Council with the support of the European Union (EU), ActionAid Myanmar works as a partner to implement a project entitled My Justice: Strengthening Women s Access to Justice in Yangon and Mon. This project is targeting to the women and girls living in 9 wards and 6 villages in Hlaingthaya Township in Yangon Region and 4 villages in each Thanbyuzayat, Chaung Zone, Ye Township in Mon State, starting from February in 2017 to January The goal of the project is to identify and respond to long-term justice needs of women located in diverse rural and urban setting to address issues of physical and sexual violence. The project has three main objectives to accomplish: 1) Women and girls are empowered to act on cases of VAWG and are supported to claim their rights through community led support systems. 2) Quality legal aid services that are holistic and client-centric are provided to survivors through a well-establish referral system 3) Evidence based advocacy is utilised to influence national policy and law reform process Safe Spaces: Improving community led protection of women and girls from violence in Hlaingthayar and Pyigyitagon The Safe Spaces initiative (January 2017 March 2019), led by ActionAid in partnership with Terre des Hommes Lausanne (TdH-L), funded by Foreign and Commonwealth Office, seeks to help authorities to implement improved policies and practices for the effective prevention of violence against women and girls. The project will measurably contribute to the outcome that key organisations are motivated to listen to the safety needs of women and girls and respond to them together. The initiative targets 15 wards in Hlaingtharya Township, Yangon, and 10 wards in Pyigyitagon Township, Mandalay.

2 For this initiative, ActionAid works with and through the Myanmar Women s Affairs Federation, which is a non-government organization, and who will present, advocate for, and operationalise women and girls safety needs to government institutions such as Police, GAD, YCDC, DSW, and EPC. Outputs The three project outputs are: Output 1: Increased capacity of women and girls more broadly to individually and collectively identify their own needs and share this with institutions. Output 2: Increased capacity of the most at risk groups to individually and collectively identify their own needs and share this with institutions. This output is delivered predominantly by TdH Output 3: Duty-bearers, employers and public and private sector service providers are engaged in discussions with rights-holders on how to make policies and services more gender-responsive Scope of the work Activity 1: My Justice Policy Briefs Time frame: November 5 th to November 30 th, 2018 Geographical Coverage: Hlaingthayar Township in Yangon, Role: Working with technical partner Avocats Sans Frontieres to design the FGD and KII questions, responsible to arrange the interviews, collate the data and write up the data. To review the report drafted by ASF Activity 2: My Justice PRRP Time frame: November 5 th to December 5 th 2018 Geographical Coverage: 4 Townships: Hlaingthayar Township in Yangon, Thanbyuzayat, Chaung Zone and Ye Townships in Mon State. Role: design, manage and implement the PRRP, arranging interviews and FGDs with partner Mon Women s Organisation for Mon State, and to write up and fully develop the PRRP report for submission to the donor Activity 3: Safe Spaces: Mid term review Time frame: November 5 th to December 31 st 2018 Geographical Coverage: 2 Townships: Hlaingthayar Township in Yangon, and Pyigyitagon Township in Mandalay

3 Role: overview of the consultants, reviewing FGD and KII questions, and providing feedback on their report Activity 4: Safe Spaces PRRP Time frame: 1 January to 31 March 2019 Geographical Coverage: 2 Townships: Hlaingthayar Township in Yangon, and Pyigyitagon Township in Mandalay Role: design, manage and implement the PRRP based on the project document, arranging interviews and FGDs with partner Mon Women s Organisation for Mon State, and to write up and fully develop the PRRP report for submission to the donor Other activities as identified and agreed between ActionAid Myanmar and the consultant, based on the agreed time commitment. Methodology The consultant is expected to propose a research methodology for each activity during inception, developed in consultation with ActionAid staff. The following methodology is recommended to guide the procedure: 1. Desk review on relevant project documents (especially project proposals, agreement with donors, and baseline reports, any other research documents or key documentation from the projects). 2. Key informant interviews with key stakeholders including service providers, authorities related with DSW, GAD, MWO and MWAF according to questionnaires prepared. 3. Focus group discussions with relevant beneficiaries in each township The consultant will finalise the required documents for semi structured interviews and lead questions with the assigned persons in the women rights team. The suggested sampling is 10% of the beneficiaries. Timeframe The consultant is required to be available between November 2018 and March Actual time commitment will depend on the level of expertise offered by the consultant, and may be between 2 days (minimum) and 5 days per week overall. Time requirements may vary each week and month depending on the activity to be implemented.

5 In-depth knowledge of gender equality and women s empowerment A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
