The level of funding it allocates every year to ODA and humanitarian aid amounts to nearly 10 billion dollars. Combined with the EU member states, the 1 / 6

2 EU is the largest donor in the world. Equally important is the voice and political weight of the EU on the international scene. By representing its member states in many instances, the EU has acquired a high level of influence. For more than thirty years, UNICEF and the European Union have strived to ensure that all children (aged 0-18) enjoy their right to adequate basic social services both in development and humanitarian settings, with particular emphasis on the most vulnerable ones. The strategic partnership between the EU and UNICEF has contributed to improving the wellbeing and protection of children in 133 countries and territories. In recent years, the EU has started exploring new partnership models and moving more into innovative financing for development initiatives to increase the impact of EU funding. The aim is to raise new and additional funds for development by tapping into the potential of the private sector, for example through the use of blended finance instruments (e.g. loans, guarantees, equity) and Public-Private Partnerships to complement the EU s traditional development tools and resources. While traditional assistance remains essential the EU wants this to be complemented with other tools and sources of finance, such as the EU External Investment Plan (EIP), approved in September 2017, which encourages private investors to contribute to sustainable development in Africa and the EU Neighbourhood. At the same time, UNICEF has been progressively strengthening its engagement with International Financial Institutions (IFI), and with innovative financing mechanisms for children. UNICEF recognizes that the successful implementation of the 2030 Agenda will require a substantial flow of international public and private financing to partner countries. In this regard, it is important to initiate and conceptualize innovative financing mechanisms, such as blended finance, adapted to the level of development of partner countries. To this aim, and as part of the strategic partnership between the EU and UNICEF, the two institutions should jointly explore innovative ways of addressing development problems in a sustainable way with a focus on results. 2 - Objective 2 / 6

3 The purpose of this consultancy is to support UNICEF in mapping and analysing EU innovative financing mechanisms and UNICEF s potential role within these. This should contribute to reinforce UNICEF s partnership with the EU and leverage additional resources for children. 3 - Scope of the work (work assignment) This assignment will be split into 2 phases: an inception phase and an implementation phase. Inception phase: Design detailed strategy and methodology for this assignment this consultancy will start with an inception phase, during which the consultant will develop a detailed proposal on how to conduct this assignment and who to engage with. This includes phone calls and meetings with UNICEF colleagues (HQs, CO, ROs) and EU counter-parts. Implementation phase: Conduct targeted mapping and analysis of EU innovative financing facilities and instruments t he consultant shall map the existing innovative financing modalities at EU level. The purpose of the mapping is to present an overview of EU innovative finance facilities with a focus on: 1. the business model and the instruments used - e.g. blended finance, impact bonds, insurance schemes, etc.; 2. geographic and thematic coverage; 3. volumes of funding; 3 / 6

4 4. governance structure; 5. lessons learned/main challenges encountered by other international organizations engaged in the facility. The mapping should analyse the relevance of the various EU innovative finance facilities for UNICEF and children in general, identify key stakeholders and opportunities where UNICEF can engage, and assess the benefits of various approaches. The information provided will serve as input to various UNICEF activities, including the identification of which facilities to prioritize, and where and how to increase UNICEF s involvement. The mapping will also contribute to a common basic understanding of innovative financing for colleagues at UNICEF. It should also contribute to facilitating the future work of UNICEF with the EU in the field of innovative finance, such as preparing for various innovative finance coordination meetings with the EU. Capacity-building the consultant will be expected to build knowledge of UNICEF staff in Brussels in the field of innovative financing, and EU mechanisms in particular. Facilitate HQ mission to Brussels following the scoping, analysis exercise and capacity building is concluded, a mission of UNICEF staff from NY and Geneva will come to Brussels to meet EU institutions and present UNICEF s work in that field. The consultant will help facilitate that mission by organizing relevant meetings with the EU, briefing UNICEF colleagues on the findings of its assignment and writing a final report. 4 - Expected deliverables 1. Detailed strategy & methodology; 2. Targeted mapping and analysis of EU innovative financing mechanisms and related funding instruments, with clear overview of possible role and opportunities for UNICEF; 3. Webinars and/or face-2-face workshops/trainings with UNICEF staff on EU innovative 4 / 6

5 financing mechanisms. 4. Draft agenda for HQ mission to Brussels and accompanying the mission to meetings; 5. Final report with outcomes of assignment and recommendations on the way forward. 5 - Timeframe - End of August: Inception phase finalised, with final strategy and methodology approved - September: mapping, analysis and capacity-building - First week of October: HQ mission to Brussels - Second week of October: draft consultancy report shared with UNICEF for review - Third week of October: final consultancy report with UNICEF comments incorporated 6 - Key competences, technical background, and experience required Academic qualifications: Advanced university degree in development studies, public administration, business administration, finance, economics or other relevant social science. Work experience: solid understanding of and at least 5 years experience with innovative finance mechanisms and European Commission s funding instruments. Experience working for/with multi-lateral organisations (including IFIs), the United Nations, private sector. Experience in strategy development and donor and partnerships relations at the international level; specialized experience in IFIs and development financing. Language proficiency: Fluency and strong writing skills in English are required. 7 - Application process: 5 / 6
