2 General framework: a new set of instruments for external action for the period Commission proposal for next Multi-annual Financial Framework presented on 29 June 2011-still not adopted although Heads of States achieved a compromise on the Multiannual Financial Framework ( ) in February 2013 General Target: a more effective and more coherent external action Commission proposed on 7 December 2011 a set of 9 geographic and thematic instruments + 1 horizontal regulation on implementation of external aid

5 Volume Approximately same Volume as under IPA I although one country less Proposed:14,1 billion in current prices

6 Main changes compared to the current IPA (1) Financial assistance available to candidate countries & potential candidates, irrespective of their status Component structure replaced by comprehensive country strategies covering the entire period, with mid-term review: o That is: Impact of assistance has to be monitored by 2017 and o Indicators are being developed to this end

7 Main changes compared to the current IPA (2) New strategic planning documents for the instrument -> Strategic IPA Programming Framework & (Multi) Country Strategy Papers Based on national sector strategies, which are prepared in partnership with the beneficiary country Progressive transition to indirect (decentralised) management = management by beneficiary country As far as possible, simplified process and procedures for delegation of management powers, More systematic use of innovative financing instruments and blending of grants and loans for leveraging funds (e. g. Western Balkan Investment framework currently under IPA I)

9 IPA II Regulation: state of playy Adoption of proposal for IPA II Regulation by EC: Dec EP & Council have adopted their negotiating position in summer 2012 Informal trialogues (Council Parliament Commission) started in October 2012 Important horizontal issues having an impact on all 9 external aid instruments Entry into force after publication and adoption Applicable as of 1st January 2014 (if adopted before)

10 Strategic Programming Framework (SPF) and Country strategy papers What is the SPF? Top level strategic planning doc. for IPA II Gives guidance on how the political priorities will be supported by actions receiving IPA II assistance What are CSPs? Second level strategic planning doc. for IPA II (also: Multi-Country Strategy Paper) What are they targeting? Priorities / reform efforts for the entire 7-year period (with mid-term review)

11 Sector approach: main objectives Promotes policy dialogue and structural reform, Away from single project based approach to support of a whole sector (e.g. rule of law, public administration reform, environment, agriculture. Allows to move towards a more targeted & focused assistance Allows to better demonstrate the impact and results of limited financial resources (value added of IPA)

12 What does that mean for Agency support? Support for agencies continues to be possible: Art 4/6 (e) of the Common Implementing Regulations allows for agency support However: Pre-Condition is a careful analysis of the Country and Multi-Country Strategy papers (as for other sectors as well) As work of the agencies and work with the IPAbeneficiaries continues it is quite likely that the necessity of an intervention will be noted. Support by National Programmes (country by country or through core agency budget equally possible) EU Enlargement

13 Beneficiaries The IPA II Draft regulation covers all the Candidate and Potential candidate Countries Iceland, Serbia, Kosovo*, Montenegro, Albania, the Former Yugoslav Republic of Macedonia, Bosnia-Herzegovina and Turkey Changes are possible-following the political agenda Croatia remains beneficiary under the IPA I contracts after accession on 1 July 2013 *This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence
