The relevant engine data such as LLP s data and mini packs of Engine is available on the Link: ftp://download.piac.com.pk and can be accessed by the bidders by entering User Name: ebd Password: eng!n@buy The same can also be accessed by visiting: The terms & conditions of the tender are given below:- A) SUBMISSION OF TENDER You are required to send your sealed tenders In Single Stage Single Envelope Basis addressed to DGM Logistics P & L Department (Store) Building, PIAC Head Office, JIAP Karachi by Dec 13, The tenders may be dropped in the tender box marked as Tender Box placed at the entrance of the PIA Procurement & Logistics (Store) Building latest by 10:30 hours on the specified date. Bidders may also send tenders through registered A/D, or through which must reach before the closing date and time mentioned above. Tender should be sealed with Scotch Tape and bidders' stamp duly affixed. Tenders received after stipulated date & time shall not be considered. 2 EARNEST MONEY The Tender should be accompanied with a 5% (five percent) of the total bid value in shape of a Pay Order [from any scheduled bank of Pakistan] payable at Karachi in lieu thereof in the name of M/s PAKISTAN INTERNATIONAL AIRLINES as interest free Earnest Money (Refundable) with Financial Proposals. Earnest Money in any other shape shall not be accepted. Earnest / Security Money deposited against a running contract (s) orders(s) shall not be transferable as earnest money for any other bid. Bids without Earnest Money shall not be considered. Foreign Bidders are exempted to deposit earnest money on bids submitted through courier/ . PAYMENT TERMS The successful bidders on award shall be required to deposit equivalent to 25% of bid value in the shape of Pay Order payable at schedule bank of Pakistan within seven (07) working days of the award letter. The remaining balance shall be payable within thirty (30) calendar days. PREPARATION OF BID Bids will be opened on Single Stage Single Envelope basis. All bidders must submit one sealed envelope or electronic tender (password protected) on specified tender opening date/time with following documents; a) The Tender Schedule Complete Form {All pages} duly filled in, signed, stamped every page and sealed with scotch tape. b) 5% Pay Order (from any scheduled bank of Pakistan) as Earnest Money (Refundable/Interest Free) from Local bidders (excluding Foreign Bidders). c) Pay Order of Rs. 15,000/- (Non Refundable) as Tender Fee (for local Bidders). The bids are liable to rejection if incomplete documents are submitted as specified in tender schedule. PRICE Sign & Seal of Bidder a) The Price quoted must be net as per accounting unit as shown in the Schedule to tender exclusive of all duties / taxes/government levies. b) The Price mentioned in the bid will be treated as firm and final. c) The Price must be stated separately both in words and figures in Pakistan Currency or US Dollars. Additional information, if any must be linked with entries on the Schedule to Tender. d) Offers must be valid for 90 days. e) Rates must be written on PIA format given otherwise Bids will not be entertained. f) Correction White Fluid or Over Writing strictly not allowed otherwise tender will be liable to rejection. g) For foreign bidders quotes will be converted into local currency at the date of opening and will be locked till completion of transaction. 2

3 ACCEPTANCE OF BID a) PIACL is not obliged to accept the bid and reserve the right to accept or reject any or all bid/ quotations. b) Extend the date of opening (if deemed necessary) due to any exigency. 4 Tender Terms & Conditions (Read Carefully) If at any stage documents provided by bidders found tempered / bogus, 5% deposited Earnest Money will be forfeited. All bidders are required to quote rates as per accounting unit as shown in the Schedule to tender exclusive of all duties / taxes and government levies as applicable at the time of bidding. Please note that offered prices must be firm and final in all respect. Payment of the remaining amount (75% for successful bidder) at the time of delivery at PIAC facilities. Quotation must be valid for 90 days from the date of bid opening. Bid will be awarded on the basis of highest technically evaluated value. All foreign bidders must send their sealed bids via courier service directly to DGM Logistic P& L Department or electronically (password protected). PIA will not be responsible for any postal delay. Bid found below PIA standard shall be rejected / returned. Bidder should fulfill all documentary requirements as per PIA procedure. All Bidders should fulfill every applicable column and attach the relevant documents along with the proposals. For successful bidders 25% payment advance in the form of pay order must be submitted after award letter within seven (07) working days. Delivery of engine must be taken by the successful bidder after full payment within 30 calendar days. The bidder not fulfilling any/all of the above shall be declared non responsive / disqualified. Prescribed tender form can be obtained from the Accounts office, P&L Department, JIAP, Karachi after payment of Rs. 15,000/ processing fee (Non Refundable). Foreign Parties can download the tender document from PIA / PPRA websites. Aircraft Engine will be offered on AS IS WHERE IS basis. Transportation will have to be arranged by the buyer. The price of Engine must be quoted in figure and words separately. For inspection of the offered Engine, the bidders should submit 3 attested copies of CNIC/passport on or before Dec 04, 2017 of the person who intends to inspect the Aircraft Engine. Inspection shall be held on or before Dec 12, Only those bidders shall be allowed to inspect the Aircraft Engine who had purchased the tender documents from PIA. The Seller / Supplier / Contractor certifies that it has made and will make full disclosure of all agreements an arrangements with all persons in respect of or related to the transaction with Government of Pakistan and has not taken any action or will not take any action to circumvent the above declaration, representation or warranty. The Seller / Supplier / Contractor accepts full responsibility and strict liability for making any false declaration, not making full disclosure, misrepresenting facts or taking any action likely to defeat the purpose of this declaration, representation and warranty. It agrees that any contract, right, interest, privilege or other obligation or benefit obtained or procured as aforesaid shall without prejudice to any other right and remedies available to Government of Pakistan under any law, contract or other instrument, be void-able at the option of Government of Pakistan. Notwithstanding any rights and remedies exercised by Government of Pakistan in this regard, the Seller / Supplier / Contractor agrees to indemnify Government of Pakistan for any loss or damage incurred by it on account of its corrupt business practices and further pay compensation to Government of Pakistan in any amount equivalent to ten time the sum of any commission, gratification, brief, finder s fee or kickback given by the Seller / Supplier / Contractor as aforesaid for the purpose of obtaining or inducing the procurement of any contract, right, interest, privilege or other obligation or benefit in whatsoever from Government of Pakistan. 7
