1 OGDEN CITY FY BUDGET SALARY SCHEDULES Adopt or Not Adopt Ordinance The Council will consider adopting the Salary Schedules for Fiscal Year Each year the Council approves a salary schedule for all officers and employees of the City. The salary schedule implements the proposed employee wage and benefit decisions. May 16, 23, 2017 A work session was held to provide the Council and representatives of two the City s employee groups an opportunity to discuss the proposed FY2018 budget related to wages and benefits. June 6, 2017 The City Council set a public hearing on the proposed ordinance for June 20, June 20, 2017 The City Council will hold a public hearing on the proposed ordinance in conjunction with the proposed tentative FY2018 City budget. Four salary schedules are proposed as follows: Non-Merit -Special Employees, Merit Employees, Classified Employees within the Police Department, and Classified Employees within the Fire Department. The proposed salary schedule includes the following: 1. A salary increase for Police and Fire in accordance with the adopted step programs and a salary increase of up to 4% based on merit for non-sworn employees - $1,743,750 for all Funds. 2 Also included in the proposed budget are funds for salary adjustments for non-sworn employees to equalize them for the salary adjustments made for Police and Fire in FY $310, Reclassification of 2 positions. 3. A net total of 1 position added, with 6 new positions added and 5 positions eliminated. 4. The health insurance cost increase is $0. 5. Retirement funding increases as required - $0. 3 ORDINANCE NO. AN ORDINANCE OF OGDEN CITY, UTAH, ADOPTING SALARY SCHEDULES FOR ALL EMPLOYEES OF THE CITY; AND PROVIDING THAT THIS ORDINANCE WILL BE EFFECTIVE ON JULY 1, WHEREAS, the Ogden City Mayor, based on discussion and input from department directors, employees, and the benefits committee, has made recommendations for the adjustment of wages and benefits for the FY2018 budget; and WHEREAS, the City Council, upon receiving input at appropriate public hearings, has determined that it is in the best interest of the City to implement these recommendations. NOW THEREFORE, the Council of Ogden City hereby ordains: SECTION 1. Salary Schedules Adopted. Effective on the first pay period beginning on or after July 1, 2017, salary schedules are hereby adopted as follows: A. Employees classified as Non-Merit, Special Employees shall be paid salaries within the pay ranges, as specified in Exhibit A, which salaries may be prorated on a bi-weekly basis. Non-Merit, Special Employees are those members of the Non-Merit Service, who are identified in paragraphs 1 through 5 of Section A. of the Ogden Municipal Code, and are further identified as an authorized position in the budget with any of the following range designations: City Council Chairperson, City Council Vice Chairperson, City Council Members, Mayor, ED74, DD69, CAO, CA78, DIR74, JUD, DDD69, DDD70, ACA53, ACA63, ACA67, DIV62, ADIV57, STAFF62, STAFF51, STAFF46 and STAFF36. B. Employees classified as Merit Employees shall be paid salaries within the pay ranges, as specified in Exhibit B, which salaries may be prorated on a bi-weekly basis. C. Employees classified as Sworn Public Safety Employees within the Police Department shall be paid salaries within the pay ranges, as specified in Exhibit C, which salaries may be prorated on a bi-weekly basis. 1

Employees classified as Sworn Public Safety Employees within the Fire Department shall be paid salaries within the pay ranges, as specified in Exhibit D, which salaries may be prorated on a bi-weekly basis. SECTION 2. Pay Increases. The following adjustments shall be made for FY2018: All full-time employees who are members of the sworn public safety and merit services and nonelected members of the non-merit service, shall receive a pay increase of an average of four percent (4%). Such pay increases shall be made in accordance with the policies and procedures adopted to implement the pay for performance system, or steps for sworn public safety employees, in an amount not to exceed the FY2018 salary schedule, which shall be prorated on a bi-weekly basis. SECTION 3. Pay Correction. The following adjustments shall be made for FY2018: All full-time employees who are members of the merit service and nonelected members of the nonmerit service, shall receive a pay increase of one percent (1%) for each year worked during the time period between January 1, 2004, and present that pay increases were frozen up to a maximum of four percent (4%). Such pay increases shall be in an amount not to exceed the FY2018 salary schedule, which shall be prorated on a bi-weekly basis. SECTION 4. Health Insurance. All plans will realize an approximate two and nineteen one-hundredths percent (2.19%) decrease in premium costs for FY2018 due to plan changes. The City will continue to pay one hundred percent (100%) of the cost of the high deductible value health insurance plan and the equivalent dollar amount toward the employee cost of the high deductible med health insurance plan in FY2018. The city will continue to pay a portion of the traditional plan premium costs equal to the amount that has been paid in the previous year. SECTION 5. Effective date. This ordinance shall become effective on July 1,
