The motion carried by voice vote and was unanimous. Sales Tax Reports Commission reviewed the 1% sales tax report, Hotel/Motel tax report, and Food & Beverage tax report on a month-over-month comparison. The City is down -2.7% in sales tax, or $19, The City is up 26.42% in Hotel/Motel tax, or $14,770. The City is down -5.89% in Food/Beverage tax, or $2,901. Mike Malloy mentioned that once Dick s Sporting Goods opens, they will more than make up for the 2% decrease in overall sales tax. Commission discussed what could be contributing to the positive spike in Hotel/Motel tax from last year at this time. Art on the Square was mentioned, but the Commission could only speculate what may have contributed to the increase. Commission also briefly discussed current Federal legislation in the Senate, introduced by Illinois Senator Dick Durbin, as it relates to allowing states to collect taxes on Internet sales. Similar Federal legislation has been introduced several times in recent years, but has failed each time. Mike Malloy stated that more information regarding the current 2017 Senate bill titled Marketplace Fairness Act of 2017 will be included in the next Business Alliance Commission agenda. Economic Development Director s Report Mike Malloy announced several projects in the works: Page 1
3 Sky Zone Trampoline Park opened on May 13 th and had a ribbon cutting/grand opening on May 19 th. McKay NAPA Auto Parts is open and held a ribbon cutting/grand opening on May 25 th. Macy s Backstage Outlet Store is now open inside Macy s on the lower level. Dick s Sporting Goods anticipates opening as soon as October 11 th of this year. A meeting with Caseyville Township is set for July 20 th to discuss the City obtaining Permanent Easements from the Township to allow construction of the South Corridor Trail. L 3 Corporation has 3 tenant prospects for the former vacant H.H. Gregg space at Lincoln Place Shopping Center. The Perfect Finish expansion at Lincoln Trail is all but complete as pouring of the concrete is currently wrapping up. CBL is currently in talks with a restaurant to purchase part of the former Logan s Steakhouse pad. The restaurant is settling in on the size of the parcel they would like and plan to demolish the current building and rebuild on top. The restaurant is a national chain we currently do not have in the area and their presence is anticipated to have a positive outward effect on surrounding properties/businesses, including drawing in businesses to the current vacant spaces across from the site on Lincoln Highway. Director attended the APA Conference in Moline in early and discussed with a developer the possibility of a new transit-oriented development focusing on the Fairview Heights MetroLink station. Director met with a tenant in the Galleria who is interested in moving their popcorn operation to Fairview Heights. The tenant was provided with options to relocate to in the City. Director prepared a preliminary program called Fill a Vacant Retail Space in which realtors who fill vacant spaces in eligible geographical areas in the City may receive a bonus. An existing business is currently in talks to purchase the former Doctor s office at the intersection of Bunkum Road and Lincoln Trail. The business expressed interest in the City s financial participation, and the Director has provided the business with information on the Lincoln Trail TIF. Commission also discussed the latest unemployment rates. The metro-east is currently at 4.2% unemployment, which is a -1.3% decrease from last year. The Commission noted that while unemployment being low is a good thing, that also means there are not many jobs out there right now. Two (2) items are on the Agenda that require action. 2. The former Rocket Fizz space (2,300 sq. ft.), according to the L 3 Corporation, will have a retail tenant in early fall. 3. The former H.H. Gregg space, according to the L 3 Corporation, anticipates a signed tenant lease in the fall of 2017 with occupancy in the spring of The Director and a representative of Oates and Associates have held initial land acquisition meetings with DLC, Pace Properties, and Kimco concerning the Streetscape project. 5. The Director is working with a local realtor/broker to allow them to serve as leasing agent for Wells Fargo concerning the recent foreclosure of Fairview Heights Plaza. 6. Director is working with three (3) consulting firms concerning a proposed Economic Development Strategy for the City. The three (3) proposals are scheduled to be heard by the Development Committee on September 20, Director has been assisting the Grant School Superintendent on the preparation of a TIF application for site improvements at the Middle School.
8 8. Staff continues to coordinate interviews and project film clips for KMOV Channel 4 concerning their week long coverage (August 21-27) of Salute to the Arts. 9. Director is working with City Attorney s office on preparing land conveyance documents for the Streetscape project. 10. Director continues to work with an individual seeking to purchase with TIF assistance the former medical office located at the southeast corner of Lincoln Trail and Bunkum. 11. Director is working with a realtor to fill the former restaurant space at #1 Pleasant Lane. 12. The latest Unemployment Rates are attached.

CHICAGO Unemployment rates decreased over-the-year in in all of Illinois s metropolitan areas and all but two counties, according to data released today by the U.S. Bureau of Labor Statistics and the Illinois Dept. of Employment Security (IDES). Data also show more nonfarm jobs in eleven of the metropolitan areas while one was unchanged and two reported declines. We gained jobs but at about half the rate than the rest of the country, said IDES Director Jeff Mays. Although the unemployment rates are lower compared to last year, the labor force continues to shrink in most metro areas across the state. Illinois businesses added jobs in eleven metro areas, with the largest increases in: Bloomington (+3.4 percent, +3,100), Lake (+2.8 percent, +11,700), and Kankakee (+2.7 percent, +1,200). Total nonfarm jobs in the Chicago-Naperville-Arlington Heights Metro Division increased (+1.1 percent or +39,600). Illinois businesses lost jobs in two metro areas: Danville (-0.7 percent, -200) and Rockford (-0.1 percent, -200). The industry sectors recording job growth in the majority of metro areas included Professional and Business Services (11 of 14), Leisure and Hospitality (10 of 14), Government (10 of 14), and Mining and Construction (nine of 14). Not seasonally adjusted data compares 2017 with The not seasonally adjusted Illinois rate was 5.0 percent in 2017 and stood at 12.2 percent at its peak in this economic cycle in January Nationally, the not seasonally adjusted unemployment rate was 4.5 percent in 2017 and 10.6 percent in January 2010 at its peak. The unemployment rate identifies those who are out of work and looking for work, and is not tied to collecting unemployment insurance benefits. It is a global, independent business membership and research association. Employers actually need more workers than the help wanted ad indicates because some industries, such as construction, typically do not advertise job openings. The 2017 unemployment rate for the Illinois Section of the St. Louis Metropolitan Statistical Area was 5.0 percent, a decrease of (-0.7%) from the 2016 rate of 5.7 percent. The data is not seasonally adjusted. The number of employed individuals decreased by 761 to 327,807 in 2017 from in The labor force decreased by 3,291 to 344,959 in 2017 from 348,250 in In 2017, there were 17,152 unemployed people in the labor force. This is a decrease of 2,530 compared to the 2016 total unemployed, 19,682. Over the year, nonfarm payrolls increased by (+1,300). Employment increased in Transportation, Warehousing and Utilities (+1,200), Leisure and Hospitality (+400), Manufacturing (+300), Retail Trade (+200), and Government (+100) in 2017 compared to Decreases in employment over the year included Mining and Construction (-300), Other Services (-200), Information (-100), Professional and Business Services (-100), Wholesale Trade (-100), Educational and Health Services (-100) and Financial Activities (-100).
