1 PENSION AND HEALTH BENEFITS CHANGES 1. Is there a change to employees pension contribution (ERF) rate? Yes. The new rate for employees will increase from 11.87% to 13.06% effective October 1, Will health benefit premiums change for FY 2014? Yes. The benefits plans are on a calendar year rather than a fiscal year, so benefits and premium changes go into effect January 1, What are the health benefit premium costs for FY 2014? A Mandatory, Active Open Enrollment will be October 7, 2013 thru November 4, Page 1 of 5

2 5. What does Mandatory Active Enrollment mean? Medical, dental, vision and FSA will stop effective January 1, To continue participating in any of these plans, all active employees MUST participate in order to keep their current benefit plans. Employees must actively make selections for their benefits for the upcoming year during the enrollment period. Voluntary products (Colonial & Aflac) and Life insurance products will roll over for 2014 automatically. 6. How do I Actively Enroll for 2014 benefits? Employees can enroll for benefits in three ways. 1) Online Starting October 7, via Lawson HRIS by clicking on the Benefits link under the Home tab and then selecting the option for Annual Enrollment and following prompts 2) By Phone Contact the Benefits Service Center (BSC) at ) In Person Visit the Benefits Service Center located at Dallas City Hall (1DSouth) 7. What are the Benefits Service Center (BSC) hours? Although Open Enrollment will not begin until October 7, 2013, the Benefits Service Center is currently fully staffed to assist with your benefits questions and concerns. Extended hours of operation are from 7:00 AM 7:00 PM, Monday Friday. You can visit the BSC during the extended hours of operation or contact the center by phone at or at hrbenefits@dallascityhall.com. 8. What if I need to make changes to dependent / family coverage? For employees with family coverage who re-elect family coverage during open enrollment, all previously covered dependents will be added. However, if family members need to be added or deleted, employees will need to visit the BSC in person to make the coverage elections (changes to family member coverage cannot be done online). *Documentation may be required by the BSC to add new dependents. Employees will not have the ability to go from employee only to family coverage without contacting the Benefits Service Center. 9. Are any information sessions scheduled to learn more about the active enrollment? Yes. 3 10. Where else can I find information about benefits changes, open enrollment, etc.? Please see the Benefits website at for additional information and videos about the city s health benefits program. Updates on the 2014 Plans will be available starting October 7, Will I receive a benefits guide at my house? Yes. Benefits information booklets will be mailed to your home address that is on file in the Lawson HRIS. In order to verify your address information in Lawson, you should log on and click on the Home tab. Next, click on New Hire then Personal Data. Under Personal Data, you should be able to access Home Address. Once you click on Home Address view the information to verify that it is correct. If your information is not correct, you can follow those same prompts to update your information. Once you are in the screen to view your home address information, you can edit the data if necessary and click on Update *The information will upload and complete overnight, so you may not see the change immediately. Additionally, you can call the HR Service Center at MYHR (6947) and they can tell you the address on file or assist you with how to update your information. 12. What changes are there for employees health benefits plan design? There are Pharmacy Plan Changes, Medical Plan Changes and Premium Changes for the new plan year. See the information outlined below: Health Plan Change Impacted Plan 2013 Plan 2014 Plan Increase out of pocket maximum 75/25 HRA Plan $6,000 EE Only $12,000 with Dep. Decrease out of pocket maximum $7,500 EE Only (High Option Plan) $15,000 with Dep. Add a new plan: Plan 70/30/3K Low Combined medical and pharmacy deductible (Low Option Plan) N/A Medical deductible $3,000 for medical and pharmacy Out of pocket max: Combined out of pocket maximum Continued on next page Page 3 of 5

Examples of chronic conditions that may require maintenance medications are: high blood pressure, high cholesterol and diabetes. MERIT INCREASES 1. Will City employees receive merit increases for FY ? Yes. An average merit increase of 3%, associated with FY Performance Ratings, will be implemented. 2. When will merit increases go into effect? April 1, Who is eligible for the merit increase? Permanent Full Time Employees (both exempt and non-exempt) and Permanent Part- Time employees are eligible for the merit increase. 4. Who is not eligible for the merit increase? Temporary Employees, Seasonal Employees and Interns are not eligible for the merit increase. Any employee hired April 1, 2013 or after will not be eligible for an increase. Page 4 of 5

5 5. Will employees hired between October 2012 and September 2013 be eligible for the merit increase? Employees hired after the beginning of the rating period, October 1, 2012 through March 31, 2013, are eligible for a prorated merit based on their hire date. Any employee hired April 1 st or after will not be eligible for an increase. 6. When will more specific information be available about merits? HR will continue conducting the annual performance management training.
