1.1 Coverage of data sources (part 2) please note that part 1 and part 2 is in fact one table and have only been separated to facilitate the completion of the table Name of data source (Please indicate the same data sources as in table 1.1 part 1) 01 AHV Statistics 2014, Federal Social Insurance Office [AHV Statistik, Bundesamt für Sozialversicherungen] 02 IV Statistic 2014, Federal Social Insurance Office [IV Statistik, Bundesamt für Sozialversicherungen] 03 Occupational Pension Plan Statistics, Federal Statistical Office [Pensionskassenstatistik, Bundesamt für Statistik] 04 SILC Statistics on Income and Living Conditions 05 SUVA, Swiss Accident Insurance Fund 06 Military Insurance Statistics, Swiss Accident Insurance Fund 07 Financial statistics, Federal Finance Any additional information regarding this data source (i.e. reports on problems -including delays- which lead to estimation of data) (4) (see regulation point ) Occupational pension funds are run by a large number of institutions of varying size and structure, organised according to private law. Some of the pension fund institutions are private, others public. Many pension funds also include an over-mandatory portion which implies little social solidarity. People who benefit from an over-mandatory pension might be double counted since the mandatory and the over-mandatory pension fund are not necessarily identical. In Scheme 11 (occupational pension fund for holders of high office ) are beneficiaries who served in high governmental Geographical coverage (i.e. which parts of the country are covered by this data source) (5) (see regulation point 1.2.1) Quality Report ESSPROS pension beneficiaries Page 4 of 17

Administration [Eidgenössische Finanzstatistik, Eidgenössische Finanzverwaltung] 08 Statistic of Supplementary benefits to the AHV and IV, Federal Social Insurance Office [Statistik zu den Ergänzungsleistungen, Bundesamt für Sozialversicherungen] 09 Household Budget Survey (HBS), Federal Statistical Office [Haushaltsbudeterhebung, Bundesamt für Statistik] positions. This can be the case at the central government level as well as in state and local governments. Since only the amount of monetary benefits but not the number of these beneficiaries is known, an estimation according to an average pension for Federal Council (member of the executive council on central government) is necessary. The Household Budget Survey is used to eliminate double counting of beneficiaries. Participants of the survey are interviewed by telephone and by written questionnaires. The observations are weighted and extrapolated according to the including probability as well as taking into account certain other variables based on the known distribution of the Swiss population. This methodology is rather extensive and has two important implications for the way the information are used for the ESSPROS module. First, each year about 3000 households are taking part in the survey. In order to obtain enough observations the years (2012 to 2014 not yet available) are combined as one group. This is possible only because no significant adaptation in the schemes was observed. (The only exception are beneficiaries who received pensions from scheme 01 as well as from scheme 03. For those schemes estimation can be made on an annual base.) Second, since only households within Switzerland are interviewed we have a certain bias for schemes with a significant part of beneficiaries abroad (above all scheme 01) 4. Please fill in this column only in cases of: delays, data source contains estimates, incomplete coverage for some schemes. In cases of schemes not complete covered, please, specify the number of the scheme and the code of the item for which no data are available and estimations are needed. 6 5. Please indicate "" if the data source covers the whole country. If the data source contains data for some regions only, please specify the region. 1.2 Geographical comparability* (see regulation point 2.2) Degree of coverage in terms of schemes (6) (if there are cases of schemes, to be potentially included in ESSPROS that are completely or partially missed or not available) Degree of coverage in terms of beneficiaries (whether for the schemes included that data provided are exhaustive or if a number of pension beneficiaries are not available (partial return) Cases of non-application of the ESSPROS methodology in the form of a comprehensive list (whether there are cases (both schemes and benefits) of possible nonadherence with the ESSPROS methodology: provision from specific sources, for example, could imply the use of definitions and methodologies not in line with our Manual) Scheme 3: The exact distinction between beneficiaries of old age pensions and disability pensions is not possible. Therefore a certain number of beneficiaries of a disability pension might be above the standard retirement age. Scheme 10: The exact distinction between beneficiaries of old age pensions and disability pensions is not possible. Therefore a certain number of beneficiaries of a disability pension are above the standard retirement age. This number is about to decrease since new disability pensions are converted in old age pension as soon as the beneficiary attains the standard retirement age. Scheme 11: the number of pension beneficiaries is not available and is therefore estimated. * Please note that this table is referred to coverage and consistency with ESSPROS methodology of final figures. 6. If a scheme is completely missed in final figures please specify its number in the first column and in the second column specify "Missing". If only some items are missing, please specify in the first column the number of the scheme and in the second column the items that are missing. 2. Methodologies and assumptions used in the treatment of double counting and in estimates (please give details for all cases) Quality Report ESSPROS pension beneficiaries Page 6 of 17

2.1 Estimates for schemes on which no data are available (see regulation point 2.1.2) Schemes Items (7) Type of estimate (8) Summary of estimation procedure , based on a hypothesis This scheme includes former employees of the central government as well as state and local government. But only the number of beneficiaries who worked for the central government (Federal Council which is a member of the executive council of the central government) as well as their average pension is available. Therefore the total of beneficiaries is estimated according to the amount for all the pensions (core system) and the average pension for the Federal Council. 3 The SILC (Statistics on Income and Living Conditions) allows to estimate the ratio of anticipated pensions beneficiaries of the second pillar (scheme 03) for beneficiaries in Switzerland. As a first step, this ratio is multiplied by the amount of pensions according to the Occupational Pension Plan Statistics, Federal Statistical Office (see data source in part 1). Unlike SILC, this statistic is compatible with the ESSPROS scope, which takes also into account pensions paid to beneficiaries living abroad. Then, because the sample of SILC excludes people living in collective residences (home for elderly), an attempt of correction has been implemented on the basis of hypothesis on one hand and the Statistics on social medical institutions on the other hand , based on a hypothesis The number of beneficiaries is estimated according to the average pensions of scheme 13 and 14 since there are certain similarities between these benefits. 7. Specify only the codes of the items concerned. In cases of breakdowns, please specify: "breakdown of a total by gender", or "breakdown of a total between MT and NMT pensions", etc. Quality Report ESSPROS pension beneficiaries Page 7 of 17

8. Specify one of the following estimation methods: "based on known distributions", "based on previous data", "based on a hypothesis", "based on a survey", "based on extrapolation", and "other". For category "other", please specify the method. 2.2 Information on the treatment of double counting (please indicate all types of double counting occurring in your country and specify the treatment, if any, for each of these cases) (see regulation point 2.1.2) (a) for a pension category inside a single scheme Item Scheme Treatment Type of treatment (9) Summary of the treatment Specify one of the following methods: "using a personal identification number", "using micro level data", "estimation based on previously known data", "estimation based on a hypothesis", "estimation based on a survey", "other". For category "other", please specify the method. Comments on this type of double counting: Quality Report ESSPROS pension beneficiaries Page 8 of 17

Item : In Scheme 02 there are different types of pensions in this item (pensions [Renten], extraordinary pensions [ausserordentliche Renten] and daily allowances [Taggelder]) but no one can have more than one of these pensions. Item : This item includes a survivors supplement [Verwitwetenzuschlag] from AHV (Scheme 01) and from the IV (scheme 02). It is paid to pensioners who become survivors either after the legal retirement age or while already receiving a disability pension. Since it is only possible to receive either a regular survivors pension or a survivors supplement to the old age/disability pension no double counting occurs. (b) between schemes (a pension category for all schemes): Item Schemes Treatment Type of treatment (10) and 03 Yes Estimation based on the Household Budget Survey (HBS) (The share of double counting is estimated by the survey and then applied on register data) 02 and 05 Yes Using micro level data/ using a personal identification number 02 and 10 Yes Using micro level data/ using a personal identification number Summary of treatment According to the Household Budget Survey (HBS) * 32.4% of the beneficiaries from scheme 02 receive a disability pension from scheme 03 as well. The estimated average number of double counting is about persons. With a standard error of the 95% confidence interval ranges from to The coefficient of variation is 6%. The exact number of beneficiaries from both schemes is known (ex. 2014: women and men). The exact number of beneficiaries from both schemes is known (ex. 2014: 6 women and 502 men) and 15 Yes Estimation based on a hypothesis Every beneficiary from an old age pension from scheme 15 is most likely entitled to benefit from an old age pension from scheme 14 as well Quality Report ESSPROS pension beneficiaries Page 9 of 17

and 03 Yes Estimation based on the Household Budget Survey (HBS) (The share of double counting is estimated by the survey and then applied to the register data) According to the Household Budget Survey (HBS) between 86.1% and 91.0% of the beneficiaries from scheme 03 do receive an old-age pension from scheme 01 as well. The large number of beneficiaries permits to estimate a total number of double counting according to the year: 2006: /SE 25'596/ CV : / SE 26'269/CV : / SE 26'509/CV : / SE 26'883/CV : / SE 26'550/CV : / SE /CV : /SE / CV : /SE /CV : not yet available; estimation according 2013 SE: Standard Error CV: Coefficient of Variation. 01 and 10 Yes Estimation based on a hypothesis Every beneficiary from an old age pension from scheme 10 is most likely entitled to benefit from an old age pension from scheme 1 as well. 01 and 11 Yes Estimation based on a hypothesis Every beneficiary from an old age pension from scheme 11 is most likely entitled to benefit from an old age pension from scheme 1 as well and 03 No Estimation based on a hypothesis Usually it is more favourable to claim for an anticipated old age pension from scheme 03 (if there is one) than from scheme 01. Therefore we suppose that only people with no pension from scheme 03 claim for a pension from scheme and 13 No Other, based on national legislation Means tested old age pensions are paid very rarely by scheme 01 and solely for beneficiaries abroad. Quality Report ESSPROS pension beneficiaries Page 10 of 17

Scheme 13 on the other hand pays pensions only for resident people. Therefore no double counting occurs. 13 and 15 Yes Estimation based on a hypothesis Every beneficiary from an old age pension from scheme 15 is most likely entitled to benefit from an old age pension from scheme 13 as well and 03 Yes Estimation based on the Household Budget Survey (HBS) (The share of double counting is estimated by the survey and then applied to the register data) 01 and 05 Yes Using micro level data/ using a personal identification number According to the Household Budget Survey (HBS) * 39.7% of the beneficiaries from scheme 01 receive a survivors pension from scheme 03 as well. The coefficient of variation is 8%. The exact number of beneficiaries from both schemes is known (ex. 2014: women and men). 01 and 10 Yes Estimation based on a hypothesis There is no coordination between the two schemes. We assume that no beneficiary receive a pension from both schemes. 01 and 11 Yes Estimation based on a hypothesis Every survivors pension beneficiary from scheme 11 is most likely entitled to a survivors pension from scheme 1 as well and 13 No Estimation based on a hypothesis We assume that no double counting occurs between these schemes Specify one of the following methods: "using a personal identification number", "using micro level data", "estimation based on previously known data", "estimation based on a hypothesis", "estimation based on a survey", "other". For category "other", please specify the method. Comments on this type of double counting: * In the Household Budget survey the years are pooled in order to have enough observations for a reliable estimation. More recent figures are not yet available. Quality Report ESSPROS pension beneficiaries Page 11 of 17

: Between scheme 02 and 14: Means tested disability pensions by scheme 02 are only very rarely paid (about 60 per year) and only for beneficiaries abroad. Scheme 14 on the other hand only pays pensions for resident people. Therefore no double counting occurs. (c) between non-means-tested and means-tested Item Double counting Treatment Type of treatment (11) Yes Yes Other, based on national legislation Yes Yes Other, based on national legislation No Yes Yes Other, based on national legislation Summary of treatment Double counting occurs between scheme 02 and 14. People are only eligible for a pension from scheme 14 when they are already entitled to benefit from a pension from scheme 02. Double counting occurs between scheme 01 and 13. People are only eligible for a pension from scheme 13 when they are already entitled to benefit from a pension from scheme 01. Double counting occurs between scheme 01 and 13. People are only eligible for a pension from scheme 13 when they are already entitled to benefit from a pension from scheme Specify one of the following methods: "using a personal identification number", "using micro level data", "estimation based on previously known data", "estimation based on a hypothesis", "estimation based on a survey", "other". For category "other", please specify the method. Comments on this type of double counting: Quality Report ESSPROS pension beneficiaries Page 12 of 17

(d) between categories in aggregation: To obtain functions at "all schemes" level Item Double counting Treatment Type of treatment (12) Summary of treatment To obtain the totals of survivors and old age pensioners and the total of pensioners in the country Item Treatment Double counting Type of treatment (12) Yes Yes 1.Estimation based on calculation 2. Estimation based on the Household Budget Survey (HBS) (The share of double counting is estimated by the survey and then applied to the register data) Summary of treatment 1. The item includes the number of beneficiaries with a survivor's supplements [Verwitwetenzuschlag] (see comment in point 2.2 (a) above). It is either paid to old age pension (scheme 01) or disability pension beneficiaries (scheme 02) who become survivors. Therefore this people have an old age/disability and a survivors pension (only the supplement) at the same time (double counting). According to the Household Budget Survey (HBS) *: 2. Double counting of beneficiaries of old age pension from scheme 01 and survivors pension from scheme 03 is 0.7% (of old age Scheme 01 beneficiaries) or persons. The coefficient of variation is 17%. 3. Double counting of beneficiaries of an old age pension and a survivors pension both from scheme 03 is estimated as 0.8% (of old age scheme 03 beneficiaries) or persons. Quality Report ESSPROS pension beneficiaries Page 13 of 17

The coefficient of variation is 20%. It is rather high and only acceptable since a relatively small share of beneficiaries is concerned and due to a lack of better information, Yes Yes Estimation based on a hypothesis Double counting on this level are exceptions. But since they are not impossible the item is rounded Yes Yes Estimation based on calculation The item includes the number of beneficiaries with a survivor's supplements [Verwitwetenzuschlag] (see comment in point 2.2 (a) above). In scheme 02 it is paid to disability pension beneficiaries who become survivors. Therefore this people have a disability and a survivors pension (only the supplement) at the same time (double counting). 12. Specify one of the following methods: "using a personal identification number", "using micro level data", "estimation based on previously known data", "estimation based on a hypothesis", "estimation based on a survey", "other". For category "other", please specify the method. Comments on this type of double counting: * In the Household Budget survey the years are pooled in order to have enough observations for a reliable estimation. More recent figures are not yet available. Item ("all schemes" level): It is not possible to receive an anticipated old age pension and an old age pension at the same time. Item : No double counting between old age and survivor in scheme 10, 11 and 13. No other combination between different schemes. 3. Revision of statistics (In the first column, please indicate the scheme involved, in the second column, the items involved, then thick with an 'X' the column that corresponds to the type of the revision and, where it is the case, please describe in the last column each revision with a few words, specifying if it is extraordinary (very rare) or ordinary (it can happen regularly). 15 Changes in the data sources used (13) Changes in the methods used for estimating data (14) Revisions of data due to conceptual adjustments (15) Revisions of data due to availability of final statistics (16) Other revisions of data (e.g. due to quality review actions) Type of revision Scheme Items Details on the revision X Extraordinary Previously the number of beneficiaries of a survivors supplements has been estimated. The Federal Social Insurance Office (FSIO) provided now accurate figures of this beneficiaries (similarly, the data in the core system have been adapted) X Extraordinary Persons who become widows/widowers while already receiving a partial disability pension are entitled to a full disability pension. At the same time, all persons who become widows/widowers while already receiving a partial or a full disability pension receive a supplement on the disability pension [Verwitwetenzuschlag] of 20% up to the maximum annual old age pension similarly to old age pensions in scheme 01. These supplements have to be considered under the function survivors, similarly to supplements on old age pensions in scheme 01. The breakdown of the number of persons without and with a means-tested disability pension ( and ) of scheme 02 is estimated in proportion to the amount of pensions paid in the core system. Due to the introduction of the supplement [Verwitwetenzuschlag] this breakdown has slightly changed. This concerns the years X Ordinary The number is rounded. Therefore it increased by one person in the year x Extraordinary Quality Report ESSPROS pension beneficiaries Page 15 of 17

x The data provider (Swiss accident insurance) has corrected the number of survivor s beneficiaries for Ordinary: provisional data updated The data source reported small changes due to the availability new information of state and local governments. Total X Ordinary For this item the household budged survey (HBS) is used to estimate the numbers of double counting. The figures for 2012 and 2013 have been slightly revised. Total X Ordinary For this item the household budged survey (HBS) is used to estimate the numbers of double counting. The figures from 2006 to 2013 have been slightly revised X Extraordinary For the years 2006 and 2007 a rough estimation was made for the numbers of beneficiaries. 13. E.g. changes in the set of the data sources (new data sources, disappearing of an old one); additional information supplied by certain data sources; other changes in data sources. 14. E.g. changes in the methods used: to put in line information supplied by data sources with the ESSPROS methodology; to estimate the missing breakdown (or part of schemes) or other changes in methods. 15. E.g. changes in the ESSPROS methodology; in the social protection system; in classifications or definitions other than ESSPROS; etc. 16. E.g. final figures are provided by the data sources; or provisional estimation are replaced by information that was missing in the last data collection; etc. 4.
