This can be the case in the central government as well as in state and local government. Since only the amount of monetary benefits but not the number of these beneficiaries is known, an estimation according to an average pension for Federal Council (member of the executive council on central government) is necessary. The Household Budget Survey is used to eliminate double counting of beneficiaries. Participants of the survey are interviewed by telephone and by written questionnaires. The observations are weighted and extrapolated according to the including probability as well as taking into account certain other variables based on the known distribution of the Swiss population. This methodology is rather extensive and has two important implications for the way the information are used for the ESSPROS module. First, each year about 3000 households are taking part in the survey. In order to obtain enough observations the years (2012 and 2013 not yet available) are combined as one group. This is possible only because no significant adaptation in the schemes was observed. (The only exception are beneficiaries who received pensions from scheme 01 as well as from scheme 03. For those schemes estimation can be made on an annual base.) Second, since only households within Switzerland are interviewed we have a certain bias for schemes with a significant part of beneficiaries abroad (above all scheme 01) Full coverage Full coverage Quality Report ESSPROS pension beneficiaries Page 5 of 17

Methodologies and assumptions used in the treatment of double counting and in estimates (please give details for all cases) 2.1 Estimates for schemes on which no data are available (see regulation point 2.1.2) Schemes Items (7) Type of estimate (8) Summary of estimation procedure , based on a hypothesis This scheme includes former employees of the central government as well as state and local government. But only the number of beneficiaries who worked for the central government (Federal Council which is a member of the executive council on central government) as well as their average pension is available. Therefore the total of beneficiaries is estimated according to the amount for all the pensions (core system) and the average pension for the Federal Council , based on a hypothesis Persons who become widows/widowers while already receiving an old age pension (i.e. they are above the legal retirement age) are entitled to a survivors supplement [Verwitwetenzuschlag] of 20% up to the maximum annual old age pension. The number of people receiving an old age pension with a suvivors supplement is allocated to both the survivors function and old age function. The double counting is then eliminated in The number of these beneficiaries is estimated on the basis of demographic data about age and civil status. The average value of the supplement is calculated on the basis of administrative data. The SILC (Statistics on Income and Living Conditions) allows to estimate the ratio of anticipated pensions beneficiaries of the second pillar (scheme 03) for beneficiaries in Switzerland. As a first step, this ratio is multiplied by the amount of pensions according to the Occupational Pension Plan Quality Report ESSPROS pension beneficiaries Page 7 of 17
8 Statistics, Federal Statistical Office (see data source in part 1). Unlike SILC, this statistic is compatible with the ESSPROS scope, which takes also into account pensions paid to beneficiaries living abroad. Then, because the sample of SILC excludes people living in collective residences (home for elderly), an attempt of correction has been implemented on the basis of hypothesis on one hand and the Statistics on social medical institutions on the other hand. 7.
