With the rurality of our beautiful peninsula come particular challenges, with a high number of on-call stations and limited opportunities for support from neighbouring authorities. It has been my privilege to include Cornwall Fire and Rescue Service under my portfolio for the past two years. During this time we have seen both great challenges and innovative thinking as we strive to deliver an exemplary service. 7 Cornwall the Council We have 123 elected councillors and as Cornwall is such a large rural area, our councillors and the towns and parishes they represent are grouped into 19 community networks, which are the focus of our local community work. The political leadership comes from the Leader and a further nine Cabinet members. Each Cabinet member is supported by a Portfolio Advisory Committee. And in this way most councillors have an opportunity to influence important decisions which affect the whole of Cornwall. Cornwall Council delivers services to more than half a million local people and to over five million visitors a year. Some of these services include Care for the elderly, children s safeguarding, libraries, road maintenance, fire and rescue service, recycling, parks, street cleaning, countryside management, social housing, town planning, tourism support and trading standards. We deliver these services through our employees who work directly for the Council and through our many other Council owned companies and organisations. Cormac is our arms-length highways and operational services company. Cornwall Housing manages our stock of council homes and provides maintenance and other tenant services. Tempus Leisure is a charitable trust which manages our leisure centres. The council owns the main commercial airport in the County and Cornwall Development Company is our arms-length economic development organisation. We also have close links with Cornwall s health organisations, colleges and universities and work closely with the police, town and parish councils and the voluntary sector. 9 Key benefits, pay and terms and conditions Cornwall Council s ambition is to be an employer of choice, a high performing Council and a learning organisation. This includes being committed to providing an employee reward and benefits package which will attract, retain, motivate and reward our employees. We continue to develop our employee rewards and benefits package. Our employee rewards and benefits include: discount scheme childcare vouchers relocation scheme relevant learning and development opportunities, with the possibility for financial and/or other assistance Duration of employment The intention is to offer this role on an open-ended basis. Hours of work This role will be subject to the continuous duty system. The roleholder will be expected to undertake the hours of work necessary to discharge the accountabilities associated with the role subject to the requirements of the Working Time Regulations. Pay This role will be paid based on the Council s Local Government Service ( Green Book ) based pay structure. The established grade is S which has a salary range currently from 83,269 to 102,833 per annum. The expectation would be to make an appointment at the top of this salary range and pay a market supplement as indicated below. This role is advertised with a market supplement of 30,189 per annum in addition to the salary. This market supplement will be offered to the right candidate for an initial period of three years. Payment of the market supplement beyond this initial period is not guaranteed and would be subject to a review of the labour market and approval in accordance with the Council s market supplement policy. The Council plans to introduce Contribution Related Pay (CRP). If you are in receipt of a market supplement to the same value or more as compared with any CRP above the salary range payment, you would not be eligible for the CRP payment. Overtime is not payable. 10 Business travel You will be provided with a vehicle for work purposes. Private miles incurred will be reimbursed by you at the approved rate. Leave, sick pay and other terms and conditions Leave will be the same as an Area Manager as defined in the Grey Book i.e. 35 days scale A, 2 days scale B and 3 days for Long Service. Others terms and conditions will be based on the Gold Book and supplemented by local collective agreements reached between the Council and its recognised trade unions. Annual and Lifetime Allowances regarding pension savings The Government has placed a restriction on the amount of pension you may earn each year before you suffer an additional income tax liability. This limit is known as the Annual Allowance and applies to any pension arrangement you or your employers contribute to. There is also a limit on the total amount of pension savings you are able to build up before you again suffer additional taxation charges. This limit is known as the Lifetime Allowance. The government has significantly reduced these thresholds in recent years bringing more moderate earners into the scope of these thresholds. Before taking up this role it is your responsibility to check whether your pensions savings will exceed the annual or lifetime allowances and therefore whether you will suffer any adverse taxation charges. Any such charges will be your responsibility and therefore we strongly suggest you contact an independent financial adviser or accountant.
