1 Pierce County Fire Chiefs Association Business Meeting Minutes 1. Call to Order Vice President Pat McElligott called the Pierce County Fire Chiefs Association meeting to order at 9:00 a.m. at Tacoma Training Center located at 2124 Marshall Avenue. President Baskett and Chief Backer are meeting with County Executive Dammeier and will be in shortly. There were 31 people in attendance according to the sign in sheet. 2. Flag Salute Vice President McEllitogtt led the flag salute and welcomed everyone to Tacoma. Moment of silence for Bremerton Firefighter and Commissioner Jarmon. 3. Approval of Minutes It was moved by Garry Olson and seconded by John Burgess to approve the January 5, 2017 meeting minutes as presented. MOTION CARRIED. 4. Treasurer s Report Denise Menge The Treasurer s Report was presented, see attached copy, back side of the agenda. Beginning account balance of $17,433.15, revenues total $ 3, in annual dues and expenses totalling $ for an ending balance of $ 12, for the Chiefs. EMS beginning balance of $7, with zero revenues and $93.79 in expenses for an ending balance of $7, Training beginning balance of $ 0.00 with $ 5, in revenues and $ 3, in expenses for an ending balance of $ 1, The grand total account balance is $ 21, It was moved by Guy Allen and seconded by Cliff McCollum to approve the Treasurer s Report as presented. 2 DIVISION REPORTS - Detailed: 9. EMS Jeff Moore Reported a long time waiting for healthcare data exchange. Information exchange that is agnostic, all use different platforms. Allows for translation that is HL7 that allows hospitals to translate our information. About 2 months out from this going live with Multicare county-wide. Attorney Quinn has reviewed the contract. Year one expenses most of to be covered by a grant. Get good patient follow ups to improve patient care as well as HIPPA compliance. The dream is to make this a paperless process with hospital face sheets and billing, etc. Franciscan has also agreed to start this process as well. John Burgess stated he received the contract from Quinn yesterday and will be reading it and sending it to the EMS group. Pierce County Hospital diversion as of /23/17 the executive teams has decided to go with a no medical divert through 4/30/17. Trying to implement a no diversion for medical. Goal is to have turn-around time of 20 minutes 80% of the time. 37 deaths with influenza this year so far. Will peak in March or April. 9 fatalities in first week of the year and then dropped to 4 per week, so may have been a peak, time will tell. Another Pierce County crisis everyone is dealing with are high utilizers and mental health. A grant has been put together to help educate with a 45 minute presentation which should be available in early March. Resources for crews in the field to make contacts for the patient to get to the right place at the right time. Vice President McElligott turned the meeting over to President Baskett. Reported he along with Bud Backer and Mitch Sagers just met with Pierce County Executive Dammeier this morning and he has graciously agreed to give a brief overview of his transition. Pierce County Executive Dammeier thanked the Association for the opportunity to be here today. He is a long time neighbor of Keith Wright and has also worked with Dennis Lawson. This is a new role with a lot of things to pay attention to, most important is keenly paying attention and ready for is if something really bad happens in our community that will engage us all. Relationships here and ability to work together is very important. Couple things that he s about top priorities make sure county government culture is responsive, streamlined and accountable, second thing is see us moving forward and breaking down silos, working collaboratively with everyone. We have to deliver services together. Last thing focusing on is economic development. Very concerned Pierce County is becoming a bedroom community to Seattle and King County. Houses alone cannot cover the services we need. We need to have a strong business community. Turning over rocks and seeing if there are issues to be dealt with. Very concerned with combined execution of SS911 radio systems, costs, structure as we go forward and more concerned for outlying communities and fire districts that have a lot less ability to absorb costs, etc. If we create a system that does not deliver efficient, effective, reliable communication to everyone, then we fail. Working hard at looking at that system. More challenges than anticipated. First job was to put together his executive team. Have assembled a strong team with smart people. 3 the past. Second phase was to look at various 16 departments that appoints people in county government. Did a very thorough review of that and made decisions of who will be in those positions, announced last Friday. Three changes made combining of planning and land services and public works; all permitting requirements combined to under one place; also facilities department control over all facilities throughout the county. Deep dive on community connections, how to deal with mental health and homelessness, etc. Working very hard to bring efforts together in a similar direction with workforce development and economic growth. The Association thanked Pierce County Executive Dammeier for being here today. Guest Speaker TAPCO CEO Carlyn Roy Vice President McElligott introduced TAPCO CEO Carlyn Roy who is here to share how to set up accounts for memorial funds, help our employees, etc. Tapco has always been there for Tacoma FD with charity events, etc. as well as helping us to give resources to employees. Not only just Tapco, but other credit unions in our area as well. Been with Tapco for almost 6 years now, but long history with Credit Unions. A lot of people don t know the difference between Credit Unions and Banks. Tapco was the first credit union in Tacoma that started in Only credit union that focuses on Tacoma and Pierce County and is actually what TAPCO starts for (Tacoma and Pierce County). Credit Unions are member driven, Banks are stock driven. Bad things happen to good people. They offer savings accounts, starter checking accounts, loans, financial planning. Success rates to help reestablish lives is critical. Often times when there is an injured FF or a death, retirement funds, TAPCO is there and don t charge for them as most other Credit Unions will. Other thing is very proud of heritage with Fire Service. Last fall had a staff day and sent out to do random act of kindness. Encourage for any fundraisers to use as a resource. Fees are lower, interest rates are better with Credit Unions. Can also help with people looking at retirement. Have a seminar coming up next week. Financial planning will meet with people at their job site, setting up college funds, etc. Free, no charge. Mission is to help people. Improving lives by helping families reach their goals. Mortgages? 3 rd party that they work with, someone on staff that takes the application and starts the process for purchases and traditional refinances. Other unique thing they have is a simple mortgage appeals mostly to someone who has lived in their house 10 years or more year refinance at a lower rate to reduce payment, etc. Annual car sale coming up, you can get preapproved, etc. Annual meeting the end of March, welcome to attend whether or not a member. Started a campaign at TAPCO For the Love of Would like to get a picture taken with all of the Fire Chiefs to be posted on their Facebook page. 10 A. Metro Training Doug Walker Steve Goodwin reported that Jay Sumerlin is the new Chair, he is the Vice Chair. Tac Ops manual working on with Operations group and hope to have done before the second quarter this year. Joint drills working on 2 this year one with CPFR at the Fairground and Joint Base will be hosting one. Also talking with Bates regarding Officer Development. Fire and Life Safety Eric Waters Reported will be having a meeting on March 22 nd and will send out details for that meeting. 12. Logistics Steve Richards Eric Watson stated will have a presentation on all of the tests with vehicle repeaters, etc. at the next meeting. Add to the agenda next month. 13. Operations Ed Goodlet No report. 14. Volunteer Services Eric Skogen Not present. COMMITTEE REPORTS - Detailed: 15. UASI Committee Pat McElligott Rated projects and structural collapse classes, will make sure slots are open to all of Pierce County. Let know if you have anyone that needs structural collapse class. Last couple of years, will make aware of when classes will be. 16. Emergency Management Committee Guy Allen Reported need to schedule a meeting with all of the zone coordinators. Let Operations folks know that will be coming. Probably meet in the month of March mhz User Group Committee John Burgess Reported user agreements with CCN have expired, was through last year. Lowell Porter talked to regarding 10 point plan and haven t heard back from for 700 users. Will follow up on. 10 point plan covers a 3 year period, maybe look at a 3 year contract. 5 21. Audit Committee Predmore / Nixon President Baskett received an and letter from Steve Nixon and Alan Predmore. They did an audit with the transition from Bob Vellias to Denise Menge. All is good. Letter available if anyone wants to look it over. 22. CISM Committee No Representative - DORMANT 23. Good of the Order Doug Walker stated protocols are completed and would like to thank CPFR for working on putting together a powerpoint for training which will be coming out. New Fire Chief of CPFR Dan Olson welcomed to our group. Introduced himself, last 5 years at Vancouver Fire and was at Kitsap before that. Absorbing and learning about CPFR. Jim Sharp asked about the meeting Ryan Baskett had with Pierce County Executive Dammeier before the meeting. President Baskett reported he shared frustrations we have had with collaboration and working with PCDEM that has been exclusive versus inclusive. Assured his team is looking at that as well as all parts of PCDEM. He does recognize and wants to make sure it takes place and committed to working together to move forward. Jim Sharp stated he appreciated efforts as President to make the initiative to do this. We need to be engaged and part of the solution. John Burgess stated EMS, DEM normal stuff and role of CCN as well as Fire Marshals that fall under PCDEM. Also have a public education as well. 911 office and threads throughout all aspects of our operations. John Burgess reported Tim Eiman is up to it again in the news, looking for a 25% roll back in property taxes which would be a significant impact. Need to watch closely. 24.
