1 VILLAGE OF LANSING JOURNAL AND REGULAR PROCEEDINGS OF THE REGULAR BOARD MEETING OF THE MAYOR AND BOARD OF TRUSTEES JULY 18, 2017 CALL TO ORDER Mayor Eidam called the Regular Board Meeting to order at 7:20 p.m. Roll call revealed the following Trustees present: Zeldenrust, Grady-Perovich, Hardy, Skrbina, Manno, DeLaurentis APPROVAL OF MINUTES Mayor Eidam requested any corrections or additions to the minutes of the Regular Board Meeting held June 20, There were none. Mayor Eidam asked for a motion to approve the minutes. Trustee Grady-Perovich so moved Minutes Approved MAYOR S REPORT Grady-Perovich, Hardy, Zeldenrust, Skrbina, Manno, DeLaurentis A. Resolution #1006 Appointing Alexander Oberman to Planning & Zoning Board of Appeals Mayor Eidam read a brief bio on Mr. Oberman and also read a portion of Resolution Mayor Eidam asked for a motion to approve Resolution #1006. Trustee Grady-Perovich so moved Trustee Manno seconded Attorney Welch commented that the expiration date in the resolution that is being approved was left blank. Mr. Welch asked that the motion be amended to reflect a term expiration date of December 31, Trustee DeLaurentis amended the motion to include an expiration date of December 31, Trustee Zeldenrust seconded Resolution #1006 Approved DeLaurentis, Zeldenrust, Grady-Perovich, Hardy, Skrbina, Manno Page 1 of 5

2 VILLAGE ADMINISTRATOR REPORT A. Resolution #1007 Approving and Authorizing Execution of Loan Agreement between Village and Illinois EPA Administrator Podgorski explained that this resolution relates to the low interest loan the village is receiving from the Illinois Environmental Protection Agency for the replacement of over 9,000 water meters. The Village adopted Ordinance # back in October of 2016 for a loan of approximately $4.9 million at a 1.64% interest rate over 20 years. The first payment will be due in January of With no questions from the Board, Administrator Podgorski asked for a motion to approve Resolution #1007. Trustee Skrbina so moved Resolution #1007 Approved Skrbina, DeLaurentis, Zeldenrust, Grady-Perovich, Hardy, Manno VILLAGE ATTORNEY REPORT FINANCE & POLICE DEPT. A. Statement Regarding Police Department Video Attorney Welch explained that Mayor Eidam asked him to give an explanation regarding the investigation being conducting of the recent video involving the off-duty police officer. Mr. Welch stated that the Mayor has requested an independent investigation of the incident. The Village reached out to 3 different entities, the first being the FBI and the second being the Illinois State Police. Both agencies declined to undertake the review. The Village then reached out to the Cook County Sherriff and they are currently reviewing the matter to determine what direction or further action needs to take place. Once the Sherriff s office has completed their review, they will determine whether or not the case should go to the State s Attorney s office for further action. Mr. Welch explained that the Mayor and staff are working with local ministers and educators to organize a community outreach that will address local issues and concerns resulting from the incident. It is the Village s hope to coordinate this town hall outreach before the beginning of the new school year and in the meantime the Village will continue to cooperate with the ongoing investigation. A. Ordinance # Making Appropriations for Corporate Purposes for the Village of Lansing for Fiscal Year Beginning May 1, 2017 Trustee Zeldenrust made a motion to adopt Ordinance # Ordinance # Adopted Zeldenrust, Hardy, Grady-Perovich, Skrbina, Manno, DeLaurentis Trustee Zeldenrust commented that he and Trustee Grady-Perovich attended the swearing in ceremony for the fourth generation Murrin to be a Lansing Police Officer. Trustee Zeldenrus read the June Police Department report. AIRPORT FIRE DEPT. & LNN Trustee DeLaurentis read the June monthly report as provided by the Airport. Trustee Manno read the June Fire Department monthly report as provided by Chief Verkaik. PUBLIC WORKS & ADA Trustee Skrbina read the June monthly report as provided by Public Works. BUILDING & ECON. DEV. A. Ordinance # Annexing Certain Territory to the Village of Lansing (17700 Jeffrey Ave.) Trustee Hardy made a motion to adopt Ordinance # Ordinance # Adopted Page 3 of 5

4 B. Ordinance # Vacating Portion of Jeffrey Avenue and Keegan Street Trustee Hardy made a motion to adopt Ordinance # Ordinance # Adopted C. Ordinance # Granting Special Use to Allow Agricutltural Use R-1 Within Residential District (17700 Jeffrey Ave.) Trustee Hardy made a motion to adopt Ordinance # Ordinance # Adopted Trustee Hardy read the June Building Department monthly report as provided by acting commissioner Bob Alderden. Trustee Hardy highlighted the opening of Troost Coffee & Tea, Backyard Que, Big Dogs Custom & Collisions and Reserved Enterprise Transportation. Mr. Alderden added that after approximately 2 months of renovations, the Burger King at Torrence and Ridge has re-opened. YOUTH CENTER & INS PUBLIC COMMENT Trustee Grady-Perovich thanked the American Legion Women s Auxiliary for the donation to the Youth Center, and then read the May monthly report as provided by the Youth Center. Trustee Grady-Perovich also reported that the Village had zero workman s comp. injuries in the 2 nd quarter of 2017, which is down from 9 in the 2 nd quarter of Dr. Mary Wells commented that she is introducing the Lansing Coalition for Just and Caring Communities (LCJCC). She commended the Village for the way the situation with the off-duty police officer was handled. She also commented on the need for more diversity in government hiring. Ebony organizer for S.O.U.L. in Chicago, stated that her organization filed a FOIA request with questions regarding the off-duty police officer incident. Art Tatum Student Trustee for South Suburban College and vice-president of Young Democrats, commented that minorities make up 45% of Lansing and he expressed his concern regarding the lack of minority representation on the Village Board. Mary Beth Palka 2030 Hearth Circle, commented that questions at meetings are not answered and that the Village Board is an elected body, so if minorities don t run for office or vote, they cannot make up part of the Board. Rosemary Hendricks th Street, asked if the Village had any prospects for another store taking the place of Ultra Foods. She also commented on the potholes in the alley behind her home. Administrator Podgorski asked for her address and Mayor Eidam stated that Ms. Page 4 of 5

5 Hendricks and anyone in the audience is welcome to stay and talk to the Board members or department heads after the meeting. Jamica Quillin 3239 S. Manor Drive, stated her disappointment for the offduty police officer incident. She commended the Village for the way the situation is being handled, and made recommendations for counseling. She also indicated that should the Village decide to form a diversity coalition, she would be happy to serve on that coalition. OLD BUSINESS NEW BUSINESS Trustee Grady-Perovich stated that she was happy to move forward with putting a policy in place for public comment. Mayor Eidam stated that the Village has created a new logo, which is now the historic Ford Hangar, and she shared her desire for the new logo to draw attention to the Village, perhaps by the Ford Motor Company, with the hopes of possibly acquiring grants for the hangar. The Mayor thanked Executive Assistant Ken Reynolds, IT Director Fabian Newman and his assistant Daniel for working hard on the creation of the new logo. Trustee Hardy took a minute to introduce acting Building Commissioner Bob Alderden. Trustee Grady-Perovich stated that she recently attended a meeting regarding speeding, particularly around the schools and she is looking forward to the Village getting the word out to slow down. Trustee Grady- Perovich announced that the Village, along with Thornton Township, will be hosting a tax appeal seminar at the library on August 22 from 6:30-9 pm. Trustee Zeldenrust shared his encouragement for the construction taking place at the Fox Pointe development. He also shared that on July 29, First Church will be conducting their first Love for Lansing event, thanks to the code enforcement department. The church volunteers will be lending a helping hand to folks around town that need minor chores done around their homes. Mayor Eidam asked for a motion to adjourn at 8:14 p.m. Trustee DeLaurentis so moved.
