1 VILLAGE OF FRANKFORT EST l855 MINUTES OF THE REGULAR FRANKFORT VILLAGE BOARD MEETING JUNE 6, 2016 Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order on Monday,, at 7:00 P.M. Village Clerk Adam Borrelli called the roll. In attendance were Mayor Jim Holland, Clerk Adam Borrelli, Trustees Cindy Heath, Bob Kennedy, Keith Ogle, Mike Stevens, Dick Trevarthan, and Doug Walker. Also in attendance were Attorney Sean Brady, Police Chief John Burica, and Village Administrator Jerry Ducay. APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately. A. Approval of Minutes 1. Regular Meeting (May 16, 2016) B. Approval of Bills - $1,338, C. Plan Commission Report Summary 1. Alexi Development Multiple Variances: 119 Maple Street - Ordinance a. Front Yard Setback Variance b. Comer Side Yard Setback Variance c. Building Materials Variance Accept the Plan Commission recommendation, waive the First and Second Readings, and adopt AN ORDINANCE (NO. 3032) GRANTING MULTIPLE VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (ALEXI DEVELOPMENT, LLC MAPLE STREET), granting the following zoning variances to the property located at 119 Maple Street for the construction of a single-family residence: a front yard setback variance from 30 feet to 20 feet; a comer side yard setback variance from 30 feet to 17 feet; and a building materials variance to permit the use of hardi-board siding, in accordance with the reviewed plans and public testimony.

Extended Hours of Operation Accept the Plan Commission recommendation, waive the First and Second Readings, and adopt AN ORDINANCE (NO. 3033) GRANTING SPECIAL USE PERMITS FOR A FULL SERVICE RESTAURANT WITH LIQUOR SALES AND EXTENDED HOURS OF OPERATION UNTIL 12:00 A.M. ON FRIDAY AND SATURDAY ONLY TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (SORRISO RISTORANTE W. LINCOLN HIGHWAY), to permit the operation of Sorriso Ristorante located at 9500 W. Lincoln Highway, in accordance with the reviewed plans and public testimony. 3. Blankenburg Rear Yard Setback Variance: 891 Ayrshire Court - Ordinance Accept the Plan Commission recommendation, waive the First and Second Readings, and ADOPT AN ORDINANCE (NO. 3034) GRANTING A REAR YARD SETBACK VARIANCE FOR CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (GRANT BLANKENBURG RESIDENCE AYRSHIRE COURT), granting a rear yard setback variance from 40 feet to 33.9 feet to permit the construction of an addition to the existing home of the property located at 891 Ayrshire Court, in accordance with the reviewed plans and public testimony. Trustee Trevarthan made a motion (#1), seconded by Trustee Stevens, to approve the Unanimous Consent Agenda. Following a motion to approve, Trustees Heath and Stevens provided a brief overview of the consent agenda docket items under consideration for approval. Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken. No comments were forthcoming. Clerk Borrelli called the roll. Ayes: Trustees Heath, Kennedy, Ogle, Stevens, Trevarthan, and Walker. Nays: None. The motion carried. MAYOR'S REPORT Mayor Holland reported Frankfort has won the Government Finance Officers Association Certificate of Excellence for the 2015 audit. The Village has been awarded this honor for the past 27 consecutive years.

3 Page 3 Sales tax revenue received for March sales was $447,393.31, which is $51, more than last year's amount. An income tax payment of $111, was received in May, which is $16, more than last year's amount. Mayor Holland announced the following upcoming events: Movies on the Green ("Hotel Transylvania 2," June 8, at 8:30 P.M., Breidert Green); Fridays on the Green (June 10, 10:00 A.M. - 11:00 A.M., Breidert Green); Fine Arts Fair (June 18, 10:00 A.M. - 3:00 P.M., Breidert Green); Concert on the Green (June 19, 6:30 P.M. - 8:00 P.M., Breidert Green); Fishing Derby (June 25, youngsters 8 to 12 years old, Prairie Park); landscaping beautification award nominations ( due by June 30 to the Village Administration office). POLICE DEPARTMENT REPORT Police Chief Burica announced the next "Coffee with a Cop" event will take place on June 24, from 11 :00 A.M. to 12:00 P.M., at the Creamery with a twist "Cone with a Cop." Chief Burica reminded residents to slow down and drive safely, noting speeding through subdivisions is the number one complaint received. He cautioned residents to be wary of IRS phone scams still circulating in the Village and to report suspicious calls to the police. Chief Burica congratulated the Citizens Police Academy graduates who recently completed the 12-week program and thanked Officer Bender and the cooperation of the Will County Sheriffs office and the New Lenox and Manhattan police departments for conducting the class. VILLAGE ADMINISTRATOR'S REPORT Administrator Ducay stated the Village has been hard at work getting ready for summer events and beautifying the downtown area. Mr. Ducay noted staff can be identified by Village of Frankfort attire and staff will provide identification upon request. He encouraged residents to contact the Village Administration office with any questions or concerns. Mr. Ducay noted as part of the Ash Tree Replacement Program many of the parkway trees have been planted this spring and the remaining trees will be planted this fall. He also requested resident's continued support and cooperation by watering the newly planted trees on their property to insure their healthy growth and stability. Mr. Ducay announced three committee meetings are scheduled for Wednesday, June 8 beginning at 5:45 PM. VILLAGE ATTORNEY'S REPORT Village Attorney Sean Brady had no report.

4 Page4 ' 1 OTHER BUSINESS Clerk Borrelli encouraged residents to vote by mail and avoid long lines for the upcoming General Election in November. He noted applications for Vote by Mail requests are available at the Village Administration Building or online at Trustee Ogle commented on a letter received from a resident and expressed his encouragement to residents to continue to make their views known to the Board. Trustee Stevens encouraged residents to attend the upcoming events in downtown Frankfort. Trustee Trevarthan expanded upon Administrator Ducay's remarks of the 2016 EAB Reforestation Project, noting 630 trees have been replaced to date and the remaining 370 trees will be planted this fall. Trustee Trevarthan requested an update for the consolidation of the Will County dispatch center. Trustee Heath stated meetings were ongoing and some concerns have been expressed from surrounding municipalities regarding funding. She noted the center will be part of the new Will County Sheriffs facility and was recently named the Laraway Dispatch Center. Trustee Heath also noted a new director for the dispatch center would be appointed in the near future. Trustee Heath remarked on the status of Emagine Entertainment noting demolition was scheduled to begin later this month. Trustee Kennedy asked if the Village allowed ice cream vendor trucks. Administrator Ducay remarked that the Village does not issue ice cream or food truck licenses. Trustee Kennedy noted some of the railroad crossings within the Village were in need of repair. Mr. Ducay stated the request for improvements would be reported to the railroad. PUBLIC COMMENTS No public comments were addressed to the Village Board. ADJOURNMENT Hearing no further business, Trustee Trevarthan made a motion (#2), seconded by Trustee Stevens, to adjourn the regular board meeting of Monday,. A voice vote was taken.
