ADMINISTRATOR COMMENTS: COMMITTEE/COUNCIL ACTION: Motion to approve the minutes of the October 12, 2015 Public Works Committee meeting. \
3 MINUTES PUBLIC WORKS COMMITTEE OCTOBER The meeting was called to order by Chairperson Mel Schaefer at 5:00 p.m. Members present were Matt Quade, Neil Herzberg, Dave Peschong, and Keith Hemmesch. Advisory members present were Ron Mergen, Public Works Director and Chuck DeWolf, Bolton & Menk, Inc. Motion was made by Peschong to approve the minutes from the September Public Works Committee meeting. Seconded by Herzberg and unanimously carried. REGIONAL POND OPTION TO PURCHASE It was noted that Herzberg, Eckerly, and Mergen met with Jeff and Bryan Savage to negotiate the purchase of the 1.5 acres needed for the storm water pond in the Industrial Park area. Comparable sales were also completed and they showed that the cost of $33, for the 1.5 acres is not out of line. Savages aiso noted they paid approximately $30, in trunk fees when they purchased the existing lot and that the City will benefit from some of the work that was completed in the pond that was constructed by Savage Land Partnership, for example, the over flow and the outfall structure, which could amount to more than $3, Motion was made by Hemmesch to approve the Purchase Agreement between the City and Savage Land Partnership and recommend such to the City Council. Seconded by Herzberg and unanimously carried. PROPOSED WATER & SEWER BUDGETS The rate proposal was reviewed at the previous meeting and there was a concern of the interest revenue being too high, this was noted and reduced to $5, and to cover that amount staff did not increase the rates, but lowered the amount going into the Sewer Equipment CIP by $6, That fund currently has approximately $890, in it and with the proposed change it will add an additional $94, to it in After a short discussion, Motion was made by Peschong to approve the proposed 2016 Water & Sewer rates changes and recommend such to the City Council. Seconded by Hemmesch and unanimously carried STREET PROJECT DeWolf noted they are working on the design and that the design should be ready to review at the December meeting. MPCA- FORMER MID-TOWN SERVICE STATION The MPCA Grant agreement is being reviewed by staff, Bolton & Menk, the City Attorney, and Barr Engineering. There was a question on ownership once it is all completed; this will be addressed. There being no further business, the meeting was adjourned at 5:40 p.m.
