1 COUNTY OF ALAMEDA REQUEST FOR INFORMATION/INTEREST For INSURANCE BROKERAGE SERVICES OWNER CONTROLLED INSURANCE PROGRAM (OCIP) SERVICES PRE-PROPOSAL INFORMATIONAL MEETING 9:00 a.m., on Friday, July 6, 2001 at Alameda County, GSA-Purchasing 1401 Lakeside Drive, Suite 1107 Oakland, CA INTENT It is the intent of this Request for Interest (RFI) to develop a list of qualified vendors who are interested in providing insurance brokerage services specifically related to Owner Controlled Insurance Programs (OCIP) for the County of Alameda. SCOPE Upon development of the qualified list of vendors, the County of Alameda plans to issue a Request for Conceptual Proposal (RFCP) for an OCIP and related insurance brokerage services. The County of Alameda is considering the placement of an OCIP for its General Service Agency (GSA) Juvenile Justice Construction Project. The County intends to use a qualified insurance broker to assist in the: Design, marketing and negotiation of an OCIP, and Placement and implementation of an OCIP, through close out, after further review and approval by the County. OCIP Insurance coverage is to include workers compensation and employers liability, commercial general liability, excess liability, and builder s risk. RFI-OCIP Page 1 of 6 06/22/01

2 The GSA Juvenile Justice Project will be located in the City of Dublin, California and will consist of three separate buildings offices, courts, and a 540 bed Juvenile hall facility. Construction cost of this project is estimated at $132 million. The County of Alameda s OCIP goals for the GSA Juvenile Justice Project are to: Provide a comprehensive project insurance program. Achieve a substantial amount of project insurance premium savings. Promote the County s economy by including small, local and emerging businesses. Achieve targeted project safety and loss control performance goals. VENDOR QUALIFICATIONS CRITERIA A. Vendor minimum qualification criteria includes, but not limited, to the following: 1. Experience in performing insurance broker OCIP services involving similar types of construction projects in the last five (5) years. 2. Vendor shall have completed at least three (3) OCIP projects in California, since B. The General Services Agency is interested in promoting the growth of small local businesses through increasing the participation of these businesses in the County s purchase of goods and/or services. In order to encourage businesses to locate and remain in the County, to provide and enhance employment opportunities for persons living in the County and to contribute to the economic environment of the County, the General Services Agency will incorporate the following requirements into the RFCP to be issued. Bidders not meeting the following definitions of small and local business, are required to either partner, joint venture or subcontract with a small and local business for at least twenty (20) percent of the total estimated bid amount in order to be considered for the contract award. For the purpose of the contract referenced herein, a small and local business is one having no more than five million ($5,000,000) in average gross receipts annually over the last three (3) years, and is a firm or dealer with fixed offices or distribution points located in and having a street address within the County, and which holds a valid business license issued by the County or by a City within the County. In order to meet the partnering, joint venture or subcontracting requirements of this section, businesses which are not small and local, must submit with their bids, written documentation evidencing a firm contractual commitment to meeting the twenty (20) percent local participation goal described above, in the event the contract is awarded to them. 3 The General Services Agency reserves the right to waive the small and local business participation requirements for this contract if the additional estimated cost to the County which may result from inclusion of the requirement exceeds five (5) percent of the total estimated contract amount or $10,000, whichever is less.
