The procedure shall be carried out as an open tender, pursuant to the regulations under the Act of 29 January 2004 Public Procurement Law, hereinafter referred to as the PPL (consolidated text: Polish Journal of Laws of 2013, item 907, as amended), and the estimated value of this procurement is higher than so-called EU thresholds. 2. The Public Procurement procedure is conducted by the evaluation committee appointed to perform the procedure for the award of Public Procurement. 3. Provisions of the aforementioned Public Procurement Law (PPL) and regulations related thereto, enacted on the basis of the PPL, shall apply to actions undertaken by both the Purchaser and the prospective Contractors in connection with the procedure bzp@uj.edu.pl Page 1 of 55

2 aiming at awarding a Contract. With regard to issues not governed by that Law, the provisions of the Act of 23 April 1964, Civil Code (Polish Journal of Laws No. 16 item 93, as amended) shall apply. 3) Description of the Object of Public Procurement. 1. The Object of Public Procurement and of the prospective Contract is the selection of a Contractor for the delivery of three mirror chambers and one exit slit unit for the bending magnet beamline at National Synchrotron Radiation Center SOLARIS (hereinafter called: SOLARIS) in Krakow, together with installation of three mirror chambers (including installation of optical elements provided by the Purchaser) and performing of SAT. All actions related to the performance of the delivery on behalf of the Jagiellonian University, shall be performed by Synchrotron Radiation Center SOLARIS (hereinafter called SOLARIS). 1.1 The Public Procurement is coo-financed by the European Union through the European Regional Development Fund and the state budget, under the Innovative Economy Operational Programme , Project No. POIG /09 /National Research Centre for Electromagnetic Radiation Stage I/ Priority 2. Infrastructure of area B+R, Operation 2.1., Development of centres of high research potential. 2. The Contractor shall assure the performance of the contract within deadline indicated in point 4) of SETCP Before singing the contract the Contarctor shall submit the estimated time schedule with the phases: Final drawings, Manufacture, factory acceptance tests and delivery. 3. The Contractor shall offer the Object of the Public Procurement that is compliant with the requirements specified in the SETCPP especially according to technical and functional parameters defined in point 3)10. Bellow. 4. The Contractor shall assure the Object of the Public Procurement covered by a warranty valid for a period of at least 18 months from date of SAT, and not less than 24 months from the date of the delivery, depending on whichever comes first. The Contractor shall indicated the warranty period befor signing the contract. 5. The Contractor shall offer a lump sum price for delivery of the Object of the Public Procurement in the form of an individual calculation based on the provisions and requirements of the SETCPP. In particular, the Contractor shall indicate in his offer separate prices for different commercial items: a) vacuum chamber for collimating toroidal mirror with cooling, b) vacuum chamber for the focusing cylindrical mirror together with mirror s holding using in the future, c) vacuum chamber for refocusing toroidal mirror, d) exit slit unit, e) delivery of all chambers and installation and SAT of three mirrors (including installation of optical elements received from Purchaser). 6. In case the Contractor intends to employ subcontractors, the bid shall include a list with the scope of works assigned to those subcontractors (parts of the Object of the Contract). 7. The Contractor shall fill in and sign the bid form together with its appendixes, or submit an offer according to its content. Additionally the Contractor may sign and add to the offer the contract draft which constitutes an integral part of the SETCPP. 8. The Contractor shall add to the offer all documents, statements and appendixes required according to the SETCPP. 9. The detailed description of the Object of Public Procurement along with the description of parameters and technical as well as functional requirements GENERAL INFORMATION The subject of the purchase is delivery of three mirror chambers and one exit slit unit for the bending magnet beamline at National Synchrotron Radiation Center SOLARIS (hereinafter called: SOLARIS), together with performing of SAT and installation of three mirror chambers together with supports (including installation of optical elements provided by the Purchaser) The mirror units must be delivered with dummy substrates for testing if they are required for performing of the SAT. The dimensions of the substrates specified below are approximate. The final dimensions and drawings will be provided by SOLARIS in four weeks from the date of contract signing. The Customer will not provide dummy substrates for FAT and for SAT and installation will provide final optic elements (mirrors) Solaris encourages the Contractor during the detailed technical design period to recommend alternate design methods or fabrication and assembly techniques that might improve the quality of the final product, improve performance, expedite schedules, etc. However such changes may only be implemented after prior written approval by Solaris during the design period and cannot have an influence on the contract value Part of the work will focus on spectroscopy at the carbon 1s edge, it is of great importance to minimize the carbon contamination on the optics Since all the reflecting optical elements of the beamline have been foreseen with the optical surface placed vertically and will reflect the synchrotron radiation in the horizontal plane, it appears convenient to use a common reference frame in which left and right will be defined as seen as from the source, the Z coordinate is perpendicular to the surface of each optical elements, oriented horizontally and pointing right, the Y coordinate is along the mirror pointing the experimental station and the X coordinate defines the vertical direction pointing the ground. In such a referent frame the rotation around X (pitch) will be defined by X, the rotation around Y (roll) will be defined by Y and the rotation around Z (yaw) will be defined by Z TECHNICAL REQUIREMENTS OF VACUUM VESSEL FOR THE COLLIMATING TOROIDAL MIRROR Beamline parameters The mirror will be manufactured by a third supplier, and will be denoted in the following as "Mirror 1". Detailed drawings of Mirror 1 will be supplied by SOLARIS in four weeks from the date of contract signing. Mirror 1 has a length of 480 mm, and will be positioned with the optical surface facing right. The mirror chamber will include the necessary mechanics to operate the alignment of Mirror 1 remotely. The incoming beam height at the middle-point of the mirror chamber will be 1300 mm above the nominal level of the ground floor. bzp@uj.edu.pl Page 3 of 55

A all in air solution is desirable and linear encoders have to guarantee the positions repeatability. The nominal working angular position for the mirror will be (topview) 2 clockwise respect to the beamline centerline. Goniometers, manipulators or kinematic systems are allowed for aligning the mirror. The Z and the X translations adjustment of the mirror must be motorized due to radiation critical environment. Mirror parasitic translations during rotations have to be negligible. Absolute encoder or encoder plus zero marker position has to be provided. Precise limit switches have to be foreseen to limit the angular travel. All stages without loads due to the gravity have to be equipped with retain springs to maintain the load and reduce backlash effects. Angles The angles alignment procedure for Pitch, Roll and Yaw has to be operated remotely and motorized systems are requested. Pitch control of the mirror X The mirror has to be rotated with a resolution 0.5 µrad with an accuracy 2.5 µrad and a repeatability 2.5 µrad. 5 Roll control of the mirror Y The mirror has to be rotated with a resolution 0.5 µrad with an accuracy 2.5 µrad and a repeatability 2.5 µrad. The transversal position of the toroidal mirror, Z direction, should be regulated with a total linear travel of at least ± 10mm with a resolution 10µm. The vacuum chamber would be connected to the chamber support by means three or four adjustable support feet. The support feet will allow the chamber to be adjusted vertically (X) within ± 10 mm with an accuracy 50 µm. The transversal and longitudinal (Z and Y respectively) ranges should be of ±10 mm, with an accuracy 50 µm. The support feet must also allow rotating the whole chamber around its vertical axis (X ) within at least ±1. The holding module is a frame that has to support Mirror 1 with the requested stiffness without introduce any elastic stress on the optical surface that could be compromise the mirror optical performances. Detailed drawings of Mirror 1 will be supplied by SOLARIS in four weeks from the date of contract signing. The Mirror 1 holding module will be driven by the mechanics of the vacuum vessel. 6 the main flange large dimension, the mirror chamber should be equipped with OHFC custom CF-gasket or full annealed Copper wire to seal it. The use of Viton gasket is not allowed. Two or three lifting points will be necessary on the cover flange to remove it with a crane. Two setting pins will be foreseen to fit the right coupling position between flange and chamber. As per Fig.1, in the plane of reflection a DN100CF beam entrance flange and a DN100CFR (rotatable) beam exit flange will be positioned on axis on the main chamber body. The entrance flange will be reduced with nipple DN100/40CF while the correct beam exit direction of 4 will be insured by means a short custom inclined nipple DN100CF to DN40CFR both included in the supply. The vacuum chamber entrance and exit flanges axis will be aligned on a plane placed at 1300 mm from the nominal ground level. The total length of the chamber along the beam has to be 350 mm from entrance flange to the vacuum chamber centre (centre of the mirror), included the DN reduction, and 500 mm from the vacuum chamber centre and the exit flange, included the inclined nipple. The parameters related with external dimensions for the mirror chamber listed in the specification should be considered as a conceptual one. Fig.1 Schematic layout of the mirror chamber with the inclined nipple COOLING AND TEMPERATURE MONITORING The total power on the first optical element will be 13.5 W. Of this total power roughly 3 W will be absorbed on the mirror due to the mirror reflectivity. Nevertheless, it is recommendable that a soft mirror water cooling system should be adopted. Copper plates could be placed side way the mirror and forced on it elastically. 200/300µm thickness In-foil could be inserted between the Copper plates and the mirror to improve the thermal conductivity. Copper tubes for water circulation have to be brazed on the Copper plates. Water connections are admitted in vacuum only if enclosed in guard vacuum devices. In alternative a cooling system by means copper braids could be considered. The cooling media will be demineralized water delivered from the main cooling system of the beamline. The inlet pressure is 0.6 MPa but the design and the production must ensure no leakage between air and vacuum and between air and water with a water working pressure of bzp@uj.edu.pl Page 6 of 55

7 1 MPa and a flow rate of 0.1 kg/s. The Contractor is responsible for providing detail information about required water flow and pressure drop for toroidal mirror water cooling circuit. Mirror temperature has to be monitored by means K-type thermocouples VACUUM General vacuum requirements The materials, manufacturing processes, components and handling operations should be compatible with UHV procedure. A final base pressure 5 x mbar with a 500 l/s ion pump after baking with a temperature that not exceed 120 C and a total Helium leak rate 2 x mbar l/s are required. A water cooled Copper mask with the same mirror profile will be placed upstream the mirror at the height of the optical surface. The mask has to protect the profile of the optical element from the direct white radiation that could accidentally hit the mirror entrance edge. The protection mask water circuit can be independent or part of one of the two Copper plates foreseen sideway the mirror as well. A mask cooling system by means copper braids could be considered also. All procedures and manufacturing processes (choice of materials, welding, brazing, cleaning, pre-baking, assembly) have to be done according to the enclosed specifications Technologies and materials for SOLARIS UHV devices Vacuum ports for interfaces The list of the requested aperture is described following. One port DN100CF and one port DN100CFR along the beam direction. A nipple DN100/40CF flange has to be foreseen to reduce the entrance port and a 4 inclined nipple DN100CF to DN40CFR will reduce the exit port. Both the reduction will be included in the supply. One port DN150CFR flange at the bottom of the vessel for a 500l/s ion pump (supplied by Solaris) One port DN63CF viewport allowing the visual inspection of the mask from the side and mirror surface. One port DN63CF viewports allowing the visual inspection of the mirror surface from the side and ne port DN63CF viewports for inspection of the mirror surface from the top Two ports DN40CF for vacuum gauges (supplied by Solaris, penning and pirani gauges). A zero-length reduction DN40/16, for pirani vacuum gauge, has to be included in the supply. Two ports DN40CF for water circuit connection One port DN63CFR for a VAT CF-R54136-GE02 right angle valve (supplied by Solaris). This port must be positioned so to offer easy access for the connection of a roughing pump long hydro-formed bellow. One port DN40CF or appropriate for electrical connections of thermocouples One port DN40CF in front of the mirror plus one port DN63CF on the backside of the mirror to be used for mirror cleaning RF devices. Additional 2-3 ports DN40CF to be confirmed by the customer As mirror chamber will be placed in an optical hutch with Pb walls, view ports with Pb-glass bzp@uj.edu.pl Page 7 of 55

The final position of the flanges must be agreed with SOLARIS Additional requirements and equipments supplied by SOLARIS The pump, vacuum gauges and valves used in the unit are not part of the contract. If requested by the contractor, they will be provided by Solaris for the final assembly and tests but not earlier than 6 months from the contract signing. Solaris will provide: one ion pump Gamma Vacuum 500T. For dimensions refer to the Gamma Vacuum catalog, one Pfeiffer Pirani TPR 280 one Pfeiffer Penning IKR270 one VAT CF-R GE02 all metal right angle valve Solaris will deliver timely the definitive drawings for the toroidal mirror and will provide it for installation ones the mirror chamber has been delivered TECHNICAL REQUIREMENTS OF VACUUM VESSEL FOR THE FOCALIZING CYLINDRICAL MIRROR Beamline parameters The mirror will be manufactured by a third supplier, and will be denoted in the following as "Mirror 2". The incoming beam height at the middle-point of the mirror chamber will be 1320 mm above the nominal level of the ground floor (to be confirmed by Solaris in 4 weeks after contract signing). The Mirror change lateral translation should be big enough for the purpose of the chamber, it means exchange two mirrors and alignment respect to the SR beam, and the resolution should be 10µm. A all in air solution is desirable and linear encoders have to guarantee the positions repeatability. The nominal working angular position for the mirror will be (topview) 1.5 clockwise respect to the beamline centerline. Goniometers, manipulators or kinematic systems are allowed for aligning the mirror. The Z and the X translations adjustment must be motorized. Mirror parasitic translations during rotations have to be negligible. Absolute encoder or encoder plus zero marker position has to be provided. Precise limit switches have to be foreseen to limit the angular travel. All stages without loads due to the gravity have to be equipped with retain springs to maintain the load and reduce backlash effects. The vacuum chamber would be connected to the chamber support by means three or four adjustable support feet. The support feet will allow the chamber to be adjusted vertically (X) within ± 10 mm with an accuracy 50 µm. The transversal and longitudinal (Z and Y respectively) ranges should be of ±10 mm, with an accuracy 50 µm. The support feet must also allow rotating the whole chamber around its vertical axis (X ) within at least ±1. bzp@uj.edu.pl Page 14 of 55

15 The holding module is a frame that has to support Mirror 3 with the requested stiffness without introduce any elastic stress on the optical surface that could be compromise the mirror optical performances. Together with the mirror3 holder an electrical contacts together with isolated cable and electrical feedthrough should be provided. These contacts will be used to measure the photoemission current from the mirror surface. Detailed drawings of Mirror 3 will be supplied by SOLARIS in four weeks from the date of contract signing. The Mirror 3 holding module will be driven by the mechanics of the vacuum vessel. The main flange dimension should be a standard DN250CF. Otherwise, the mirror chamber should be equipped with OHFC custom CF-gasket or full annealed Copper wire to seal it. The use of Viton gasket is not allowed. Two or three lifting points will be necessary on the cover flange to remove it with a crane. Two setting pins will be foreseen to fit the right coupling position between flange and chamber. As per Fig.3 in the plane of reflection a DN100CF beam entrance flange and a DN100CFR (rotatable) beam exit flange will be positioned on axis on the main chamber body. The entrance flange will be reduced with a nipple DN100/40CF while the correct beam exit direction of 3 will be insured by means a short custom inclined nipple DN100CF to DN40CFR both included in the supply. The vacuum chamber entrance and exit flanges axis will be aligned on a plane placed at 1320 mm from the nominal ground level (to be confirmed by Solaris in 4 weeks after contract signing). The total length of the chamber along the beam has to be 250 mm from entrance flange to the vacuum chamber centre (centre of the mirror), included the DN reduction, and 380 mm from the vacuum chamber centre and the exit flange, included the inclined nipple. The parameters related with external dimensions for the mirror chamber listed in the specification should be considered as a conceptual one. 16 General vacuum requirements The materials, manufacturing processes, components and handling operations should be compatible with UHV procedure. A final base pressure 5 x mbar with a 300 l/s ion pump after baking with a temperature that not exceed 120 C and a total Helium leak rate 2 x mbar l/s are required. All procedures and manufacturing processes (choice of materials, welding, brazing, cleaning, pre-baking, assembly) have to be done according to the enclosed specifications Technologies and materials for SOLARIS UHV devices Vacuum ports for interfaces The list of the requested aperture is described following. One port DN100CF and one port DN100CFR along the beam direction. A nipple DN100/40CF flange has to be foreseen to reduce the entrance port and a 3 inclined nipple DN100CF to DN40CFR will reduce the exit port. Both the reduction will be included in the supply. One port DN150CFR flange at the bottom of the vessel for a 300 l/s ion pump (supplied by Solaris) One port DN63CF viewport allowing the visual inspection of the mirror surface from the side and one DN63CF viewport for inspection of the mirror surface from the top Two ports DN40CF for vacuum gauges (supplied by Solaris, penning and pirani gauges). A zero-length reduction DN40/16, for pirani vacuum gauge, has to be included in the supply. One port DN40CFR for a VAT CF- R54132-GE02 right angle valve (supplied by Solaris). This port must be positioned so to offer easy access for the connection of a roughing pump long hydro-formed bellow. One or two CF ports with electrical feedthroughs (electrical contacts for measurement of photoemission current from the mirror surface) One port DN40CF in front of the mirror plus one port DN63CF on the backside of the mirror to be used for mirror cleaning RF devices. Additional 2-3 ports DN40CF to be confirmed by the customer The final position of the flanges must be agreed with SOLARIS Additional requirements and equipments supplied by SOLARIS The pump, vacuum gauges and valves used in the unit are not part of the contract. 17 10.5 MISCELLANEOUS Accessibility to the optics without disturbing the alignment, i.e. the design of vacuum vessels and holders must allow installation and changing the optical elements with minimal disassembling and without disturbing the alignment; sufficiently large flanges must be provided. Threads should comply to metric standard. All ion pumps shall be supported by support structures in a manner that allows the pumps to be removed without dismounting the chambers. All motor driven motions must be equipped with high duty limit switches and, where necessary, encoders. Use of carbon containing materials in vacuum should be reduced to minimum. The Contractor will mount and align mirrors in all three mirror units at Solaris after/during the Site Acceptance Tests. The installation and SAT of the three mirror chambers will be performed by the Contractor SUPPORT SYSTEM FOR MIRROR CHAMBERS To sustain the mirror vessels, a vibration-free and stiff supports must be provided. Stone, concrete or square steel welded tubes girder could be used for manufacturing the vacuum vessel support (support system is a free decision of the Supplier). 3D adjustment feet have to be provided with a lateral and vertical stroke of ± 15mm and a resolution of 0.2 mm. The adjustment feet have to be placed in such a way a pitch, roll and yaw regulation of ± 1 with a resolution 50 µrad could be achievable. Feet should be fixed to a leveled grouting on the floor to provide a rigid link for each leg. For the combined solution (concrete/granite block plus metal frame as a base for the chamber) the concrete/granite block has to be mounted on a fixed metal plate allowing horizontal lateral adjustment of the concrete/granite block ±15mm with an accuracy 0.2mm. The vertical adjustment in the range ±10mm should be possible in means that base metallic plate before of gluing to the floor should have possibility for vertical adjustment. The vacuum vessel support should also include a drawer for the ion pump insertion from the side without remove the frame or the vessel. For ion pumps dimension refer to the Gamma Vacuum catalog. Ion pumps will be supplied by SOLARIS. Easy access for the roughing pump port and handling points for the forklift or crane must be provided. In case of the support manufacturing will contain the steel welded square tubes, surfaces must be protected against corrosion with a coating that will satisfactorily withstand the chamber bake-out temperature of 100 C. Frame tubes should be filled with sand to reduce vibrations and increase thermal inertia EXIT SLITS Mechanical requirements The Exit Slits (ES) chamber will be placed at mm from the source and at that distance will be placed the first beamline focus. It has to contain the Vertical Exit Slits (VES) which have to define precisely the vertical beam dimension at the plane of the focus. Particular care has to be reserved to resolution, accuracy and parallelism of the two vertical blades movement. bzp@uj.edu.pl Page 17 of 55

18 Chamber will be equipped with two vertical Tungsten blades coated with UHV compatible fluorescent material YAG (e.g. P43) or YAG:Ce on the upstream side. All blades have to intercept completely the x-ray beam. The vertical slit mechanism have to be motorized and remote controlled. Mechanical characteristics as per table 4. Encoders with zero-marker position or micrometric switch, have to be provided for each axis to refer the movements. Limit-switches have to be foreseen also to limit the linear travels. Limit-switches have to be of the type normally closed. Assuming 140mm distance between Horizontal Exit Slit and VES, the HES device will be placed at mm from the source and the x-ray beam at that distance (the beam is focalizing approximately 140 mm downstream HES) is a rectangle of 0.17 mm (H) x max 0.42 mm (V). The vertical beam dimension depends on the C ff constant used on the monochromator. HES mechanism have to define the horizontal beam dimension at the plane of the vertical slits. HES unit will be equipped with two horizontal Tungsten blades coated with UHV compatible fluorescent material YAG (e.g. P43) or YAG:Ce on the upstream side. The blades should be electrically isolated to be able to measure drain/photoemission current. All blades have to intercept completely the x-ray beam. A possible collision of the horizontal blades must be excluded by the design. The two blades axes have to be motorized and remote controlled. Mechanical characteristics as per table 5. Encoders are not required for HES mechanism. Limit-switches have to be foreseen also to limit the blades linear travel. Limit-switches have to be of the type normally closed. 19 A cylinder placed longitudinally with a DN63CF for x-ray entrance and a DN63CFR (rotatable) for the beam exit. The vacuum chamber entrance and exit flanges axes will be aligned on a plane placed at 1320 mm from the nominal ground level (to be confirmed by Solaris in 4 weeks after contract signing). The flange to flange overall length could be 400 mm. The parameters related with external dimensions for the vertical exit slit chamber listed in the specification as well flange size for the slit mechanism should be considered as a conceptual one. In the same chamber downstream vertical blades the DN40CF flange for diagnostic mounted on vertical or horizontal stage should be provided. The distance from VES blades to the exit flange of the chamber should be minimized and keep as short as possible and should not exceed 300mm. The vacuum chamber would be connected to a support table by means three or four adjustable support feet. The support feet will allow the chamber to be 3D adjusted within ±10 mm with an accuracy 50 µm. The support feet must also allow rotating the whole chamber around its vertical axis within at least ±1 with a resolution of 50 µrad. There must be a reference surface to align the slit with a water-level on the outside. This surface must be parallel to the slit within ±50 µrad. Survey points for the height and longitudinal positions are required. The table and the chamber will be mounted on a linear slide that will allow finding the real vertical focal plane changing its position along the beam. The requested stroke is ±100 mm from the nominal position and two long welded bellows have to compensate the longitudinal chamber movement. A free vibration and stable granite girder has to support the linear slide and the chamber. The chamber will not be pumped directly. To reduce pumping impedance the upstream and the downstream flanges will be DN63CF and DN63CFR respectively, and the welded bellows will be DN63CF / DN63CFR, according to the rule that for each component, downstream flanges are always rotatable. Both bellows should be delivered by Contractor Cooling and temperature monitoring VES blades do not need of cooling system nor thermocouples. The recommended motors and general description of the motor controllers and cables is available in enclosed file Solaris_standard_motion_control. Limit switches, home switches and encoders of a high duty type must be used. The contractor's choice on these components must be approved by the Solaris. The power supplies, motor controllers are not part of the contract SURVEYING For alignment and survey purposes all units must be equipped with reference surfaces and points accessible from outside. A suitable number of threaded holes and plane surfaces for surveying targets have to be foreseen on the chamber. Threaded holes should be M6.
