1 Reserve Bank of India Human Resource Management Department Patna Proposal/offer for residential apartments/flats on "Lease/Leave and Licence basis" by RBI, Patna 1. Sealed offers in two parts are invited by Reserve Bank of India (herein after called Bank ) for taking residential apartments/flats on Lease/Leave and Licence basis at Patna. 2. Offers will be received in the approved format only from those persons who are the owners of the flats. 3. The interested bidders are required to give the proposal/make the offer on a plain paper duly supported by relevant documentary evidence in a sealed envelope superscribed Proposal for residential apartments/flats/house on Lease/Leave and Licence basis Eligibility Criteria Compliance Documents and addressed to The Regional Director, Reserve Bank of India, Estate Department, 2nd Floor, South Gandhi Maidan, Patna The offer in Part-I and Part-II should be put in two different sealed covers. Both these sealed covers should be put in another sealed cover while submitting it with the Bank. 4. Proposal forms can be downloaded by eligible persons from the website also from December 29, Proposals in prescribed form shall be submitted in two parts. Part-I of the proposal/ offer shall contain the Bank's prescribed form (Part I) duly filled-in and bidder s covering letter. Part-I shall be sealed in one cover, superscribing Part I - Offer for residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna. Part II of the proposal/ offer shall contain the Bank's prescribed form (Part II) duly filled-in. Part-II shall contain no conditions and be sealed in a separate cover, superscribing "Part II - Offer for residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna. Both these sealed covers and the envelope containing the eligibility criteria compliance documents, will further be sealed in another envelope and addressed to Regional Director, Reserve Bank of India, South Gandhi Maidan, Patna and superscribing "Proposal/ Offer for residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna - Proposal and Eligibility Documents.

The Bank will receive the sealed proposals, in the manner described above, up to 2.00 PM on January 21, Proposals received after the due date and time will not be accepted under any circumstances. 7. The envelope containing the eligibility criteria compliance documents shall be opened at 4.00 PM on the same day in the presence of the authorized representative of the bidders who choose to be present. On scrutiny of the eligibility criteria compliance documents, the eligible bidders shall be shortlisted. Part-I of the proposals of eligible bidders only shall be opened on a subsequent date which will be intimated to the eligible bidders. The Bank shall evaluate the proposal and Part-II of the proposals of those bidders only who qualify will be opened on a subsequent date, which will be intimated to the qualified bidders in advance. 8. If any bidder is not found to possess the required eligibility for participating in the bidding process at any point of time, the Bank reserves the right to reject his offer even after opening of Part-I of the proposal. The Bank is not bound to assign any reason for doing so. 9. The Bank is not bound to accept the lowest offer and reserves the right to accept either in full or in part any offer. 4 Form of Tender The Regional Director Reserve Bank of India South Gandhi Maidan, Patna Date Dear Sir, I/We have carefully examined the details, Bank s requirements and terms and conditions relating to residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna and having acquired the requisite information relating thereto as affecting the proposal. 1. I/we hereby offer my/our flat/house at the rate(s) mentioned in the attached schedule of Quantities and in accordance in all respects with the Bank s requirement, general instructions to the bidders and General Conditions, and schedule of quantities and in all other respects, in accordance with such conditions so far as they may be applicable. 2. I/We agree that our offer will remain valid for acceptance by the Bank for 90 days from the date of opening of Part I of the proposal and this period of validity can be extended for such period as may be mutually agreed between the Bank and us in writing. 3. Should this proposal be accepted, I/we hereby agree to abide by and fulfill all the Terms and Conditions of the proposal. 4. The proposal is submitted in two parts in separate sealed envelopes. Part I contains all commercial terms and conditions and other particulars and Part II contains only the price bid in the Bank's proforma. The eligibility criteria compliance documents, as specified, have been submitted in a separate envelope. 5. 5 Introduction Reserve Bank of India (RBI), Patna Regional Office invites sealed offers in two parts from individual owners for its requirement of residential accommodation (2BHK). The intended accommodation is meant for its officers and should be located in specific areas of Patna i.e. within 10 km from Gandhi Maidan. The apartments/flats will be taken on leave and licence basis initially for 3 years which can be further extended with mutual consent. Eligible individuals may download the proposal form from RBI s website under the link Tenders. Current Requirement Initial requirement is for 33 flats. However, RBI reserves the right to increase or decrease the requirement depending on the need/suitability. 3
6 General Instructions to the Bidders 1. Reserve Bank of India (RBI), Patna Regional Office invites sealed offers in two parts from the owners for its requirement of residential accommodation (2BHK). The apartments/flats will be taken on leave and licence basis initially for 3 years which can be further extended with mutual consent. 2. Eligibility Criteria The individuals must have the ownership document to prove their ownership of the flat/apartment/house. No information with regard to price shall be provided in Part-I. If any bidder indicates price in Part-I itself, his proposal shall be rejected. Part II of the proposal/ offer shall contain the Bank's prescribed form (Part II) duly filled-in. No other information shall be provided in Part- II. Any conditional Part-II shall be liable for rejection at the discretion of the Bank. Part-II shall be sealed in a separate cover, superscribing "Part II - Offer for residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna. Both these sealed covers and the envelope containing the eligibility criteria compliance documents, will further be sealed in another envelope and addressed to The Regional Director, Reserve Bank of India, South Gandhi Maidan, Patna and superscribing "Proposal/ Offer for residential apartments/flats/house on "Lease/Leave and Licence basis" at Patna - Proposal and Eligibility Documents". 5. Bidders may submit required information in separate tables (Data to be furnished by the Bidders) for different complex/society/location labelling them as proposal no. 1, 2 etc., as the case may be. 4
7 6. Bidders may either use the proposal forms downloaded from the website or submit the offer in a plain paper using the proforma. If they desire to submit additional information, they may do so on plain paper. No enclosure is permitted in Part II of the tender. Incomplete proposals or proposals not complying with the requirements are liable for rejection. 7. The Bank will receive the sealed proposals, in the manner described above, up to 2.00 PM on January 21, 2019 in the tender box, kept for this purpose, in the Porta cabin at the entrance of the RBI office, Patna. Proposals received after the due date and time will not be accepted under any circumstances. Proposals sent through Fax or will not be accepted. 8. The proposal shall be valid for acceptance by the Bank for 90 days from the date of opening of Part-I of the proposal and shall be extended by such period as may be mutually agreed to. The rates quoted shall be firm during the validity period of the proposal. 9. The envelope containing the eligibility criteria compliance documents shall be opened at 4.00 PM on the same day in the presence of the owner/authorized representative of the bidders who choose to be present. On scrutiny of the eligibility criteria compliance documents, the eligible bidders shall be shortlisted. Part-I of the proposals of eligible bidders only shall be opened on a subsequent date which will be intimated to the eligible bidders. The Bank shall evaluate the proposals in part-i. Part-II of the proposals of those bidders only will be opened on a subsequent date who qualify based on Part-I. The date of opening of Part-II will be intimated to the qualified bidders in advance. 10. If any bidder is not found to possess the required eligibility for participating in the bidding process at any point of time, the Bank reserves the right to reject his offer even after opening of Part-II of the proposal. The Bank is not bound to assign any reason for doing so. 11. Evaluation Criteria Proposals received by RBI will be evaluated based on the following criteria: (i) Suitability of the flat(s) (ii) No. of flats offered in one complex/premises (iii) Proximity of the premises/complex from Main Office Building of RBI by road (iv) Amenities such as Gym, community hall, children park etc. (v) Availability of basic requirements like water supply from corporation, parking etc. (vi) Reasonableness of Rent depending on the area to be assessed by an internal committee 5
8 RBI s decision in this regard shall be final and binding on the bidders. 12. The successful bidder shall execute an agreement with the Bank on stamped paper within fourteen days of receipt of letter of acceptance. The issue of letter of acceptance by the Bank shall be construed as a binding contract, as though such an agreement has been executed and all the terms and conditions shall apply on this contract. 13. The Bank is not bound to accept the lowest offer and reserves the right to accept any offer either in full or in part. The Bank also reserves the right to reject all the proposals without assigning any reason therefor. I/We have understood the above and is acceptable to me/us. Place : Seal & Signature of Bidder (i) (ii) General Conditions of the Contract Tenant shall be Reserve Bank of India (RBI). RBI will have the sole right to give the flat to any of its employees and the owner will not have any say in the matter. As per the need in this regard, RBI will be free to change the occupant or allot the flat to another employee without the prior permission of owner. (a) Leave & Licence term shall be Thirty six months extendable for further period with mutual consent. (b) lock-in period shall be 9 months (c) Notice period for termination of lease shall be one month by either party (Bank or owner). (d) The rent is fixed for 36 months. iii. Payment of Rent shall be made in advance by RBI on a monthly basis i.e. 10 th day of the 1st month. TDS, as applicable, will be deducted from the rent by RBI. Therefore, each flat owner must furnish the PAN number while entering into the agreement. iv. Rent commencement shall be based on the possession date as mentioned in leave & license agreement. v. Society maintenance charges shall be borne by the owner. All routine and periodic maintenance charges shall be borne by the owner. The tenant shall pay the 6
9 electricity charges as per actual consumption based on the meter reading. Each flat, therefore, should have a separate electricity meter for this purpose. vi. Possession of Premises shall be based on possession date mentioned in leave & license agreement. vii. Furniture and Fitting Requirements: Landlord shall furnish the apartment at his/ her cost, prior to possession date mentioned in leave & license agreement, as detailed below: a Tube lights and Fans shall be provided in all rooms/hall b Curtain rods shall be provided in all rooms/hall c Grills/Wire Mesh shall be provided in the balcony d 2 door(minimum) full sized wardrobes with/without mirror shall be provided in each bedroom e Exhaust fans, Mirrors, Geyser, Rack for toiletries & Towel Rod shall be provided in bathrooms f Modular Kitchen fitting(at least one side top & bottom) and Chimney shall be provided in Kitchen g Water Filter shall be provided in kitchen h Deep cleaning, pest control treatment and a fresh coat of paint shall be provided in the flat. In case the lease is renewed beyond three years, the owner shall get another fresh coat of paint, deep cleaning and pest control treatment. i Fixed Pigeon Nets shall be provided in the windows. viii. Parking: Assigned Parking Slot (At least 1 per flat rented) shall be provided at no extra cost. ix. This proposed transaction will be subject to standard Leave & Licence Agreement of Reserve Bank of India wherein both parties will bear Leave & Licence agreement charges equally. x. All payments shall be made at Patna and will be in Indian rupees only. xi. All disputes arising out of or in any way connected with this agreement shall be deemed to have arisen at Patna and shall be subject to the exclusive jurisdiction of the courts in Patna. xii.
