1 CITY OF DES MOINES ENGINEERING DEPARTMENT CLARIFICATIONS & CHANGES TO THE REQUEST FOR PROPOSALS PROFESSIONAL SERVICES FOR MUNICIPAL SERVICES CENTER - PHASE 1 Activity ID February 7, Telecom Services Description a. The City will provide equipment product data sheets for all voice/data equipment to assist the consultant in writing basis-of-design specifications i. Core switch ii. Patch panels iii. Racks iv. Cable type v. Cable tray vi. Voice/data devices b. Phone service will be VOIP c. Century Link is needed for fire and security alarms and fax lines d. Bid documents shall include i. Two routes to bring fiber to the property 1. From the intersection at Maury and SE 14 th 2. From the intersection of the Southeast Connector and SE 15 th ii. Hand hole at the NW corner of the site and a hand hole at the SW corner of the site; one of the hand holes shall also be the connection point for Mediacom cable and Century Link cable and have three conduits to the building. iii. A 9 x12 room or clear space for data equipment and fiber entrances on separate HVAC system with dehumidification iv. Conduit(s) for future extension of data lines to Phase 2 v. UPS to serve the data equipment 2. The City has installed a new building automation system recently. The system is from Baker Group. The Security software will also be purchased soon. The MSC will include this system and all controlled systems will need to interface with the Baker system. 3. Flood Hardening in the unlikely event of flooding, the building needs to be designed to allow for quick recovery from flood damage. 4. Functional Replacement Documentation $5 million of Federal Surface Transportation Program funding has been allocated to replace the facilities being displaced by the Southeast Connector project. The funding is administered through the Iowa Department of Transportation. Documentation (plans, specifications, cost estimate and functional replacement analysis) will need to be submitted by City to Iowa DOT at the end of Design Development and at 90% Construction Documents. 5. Zoning - Planned Unit Development (PUD) requirements are being prepared and will be submitted to the Plan and Zoning Commission in April. 6. Questions regarding City of Des Moines Insurance and Indemnification Requirements. The City s current requirements were included as Attachment 1 to the RFP. Page 1 of 2

2 CITY OF DES MOINES ENGINEERING DEPARTMENT a. QUESTION: Attachment 1. Section 3. Indemnification Requirements last indented paragraph for professional service agreements in excess of $500,000. Our insurance provider is indicating to us that this automatic tender of defense language is not insurable. Please clarify the language and intentions of this paragraph. b. RESPONSE: Due to the potential cost to the City and the type of primarily large and complex projects that would have agreements of this magnitude, the City feels it is appropriate to require that Consultants defend the City. For this level of cost and risk, it is important that the consultant be invested with the city in obtaining an acceptable end product. The City has previously been advised that insurance coverage is not offered to consultants to defend the city. c. QUESTION: Additional Insured Endorsement - This paragraph notes the City is to be an additional insured on the professional liability insurance policy. The insurance carrier is noting this cannot be accommodated and creates several insurability issues. d. RESPONSE: As provided in Section 2, G. ADDITIONAL INSURED & GOVERNMENTAL IMMUNITY, Workers compensation and Professional Liability are excepted from that requirement. G. ADDITIONAL INSURED & GOVERNMENTAL IMMUNITY: Except for Workers compensation and Professional Liability, the policies providing the coverage's specified in paragraphs B, C, and D above shall include the CITY Additional Insured and Governmental Immunities Endorsements. Copies of those endorsements are attached. 7. Construction Photo Documentation Services - In regard to photographic services, there is only one service to the City s knowledge that provides the interactive capabilities of software as requested in the RFP. However, Proposers are not limited to hiring specific subconsultants.
