7 FD 2007/60/EC: Art. 2 Specific problems flood means the temporary covering by water of land not normally covered by water. This shall include floods from rivers, mountain torrents,. Bed load The discharge processes are affected by sediments and bed load material, which not only cause great damage but also cause problems with cleanup efforts due to the huge amounts of rubble and debris mass.
8 Specific problems Drift wood Huge amounts of driftwood, that is carried along, aggravate the flood situation. Log jams lead to uncontrolled discharge and, consequently, to great damage in residential areas.

12 Specific problems settlement source: Rudolf-Miklau Dynamic development of municipalities in Alpine areas due to tourism and economic growth, also in areas endangered by natural hazards. An enormous increase of damage potential in hazard-prone areas took place within the last decades.

16 Conclusions: In line with the elaboration of FRMP in Alpine areas great significance is given to the measures of LUP There is a need for creation of legal framework requirement for protection, preservation and improvement of existing retention areas The first cycle of the development of FRMP poses a lot of questions. Therefore the change of experiences between the member states is a core requirement. Apart from technical safety measures in Alpine regions FRMP should set a high value on non structural measures used for protection. Flood risk management plans with regard to the specific circumstances in alpine regions are a crucial basis for the security and future development of alpine living spaces.
