Receive and Order Filed Action Appointing Mr. Ivan Altamirano as Alternate Director from the City of Commerce 2. Approve Minutes of Regular Meeting Held June 28, Approve Estimated May 2017 Expenses in Amount of $16,909,000 Summary: Local District expenses represent costs incurred for operations, maintenance, and capital projects that are the sole responsibility of the individual District. The District s share of allocated expenses represent its proportionate share of expenses made by District No. 2, the administrative District, on behalf of the individual districts that participate in either the Joint Administration Agreement or the Joint Outfall Agreement. These agreements provide for the management of the operations, maintenance, and capital costs associated with all of the shared facilities along with the methodology for determining the proportionate costs for each participating district. District No. 2 also acts as the administrative District for the Solid Waste System expenses which are managed pursuant to the Solid Waste Management System Agreement, the Los Angeles County Refuse Disposal Trust Fund Agreement, and a series of Joint Powers Agreements. Approve Plans and Call for Bids for Construction of Joint Outfall B Unit 6H Trunk Sewer Rehabilitation Between Manholes B1215 and B1218; Authorize Chief Engineer and General Manager to Establish Date for Receipt of Bids Summary: The proposed project will consist of lining approximately 573 feet of 20-inch and 24-inch diameter corroded cast iron pipe sewer constructed in The work is located within the City of South Pasadena as shown on the attached map. This item is consistent with the Districts Guiding Principles of commitment to operational excellence and to protect financial and facility assets through prudent investment and maintenance programs. R E G U L A R A G E N D A 1. Report on Bids and Award of Contract for Construction of Long Beach Water Reclamation Plant (WRP) Interceptor Pumping Plant Replacement of Sludge Side Pumps Summary: Bid summary/recommendation to award is attached. The project will consist of installing District-furnished pumps and other equipment at the Long Beach WRP Interceptor Pumping Plant. Three replacement pumps have been previously authorized for purchase and will be provided to the selected contractor for installation. The installation of the replacement pumps will decrease maintenance costs, increase reliability, and decrease the risk of overflow. This item is consistent with the Districts Guiding Principle of protecting financial and facility assets through prudent investment and maintenance programs. 2. Award Contract to Sancon Engineering Inc. (Sancon) in Amount of Approximately $71,980 for Construction of Indiana Street Pumping Plant Connections Sewer Rehabilitation Between MH and MH Summary: Two reaches of 12-inch non-reinforced concrete pipe between MH and MH , which were originally built in 1958, exhibit severe corrosion. Rehabilitation of these portions of the sewer is considered urgent. Pursuant to authority previously granted by the Board, competitive proposals were solicited from a preselected group of six contractors to expedite completion of the work. The competitive proposal approach shortens the time for design and construction and assures selection of a well-qualified contractor. Sancon was the highest rated contractor based on cost, approach to the project, past performance, and ability to perform the work. The proposed project, which will consist of lining approximately 260 feet of 12-inch non-reinforced concrete pipe, is located in unincorporated Los Angeles County, as shown on the attached map. This item is consistent with the Districts Guiding Principle of protecting financial and facility assets through prudent investment and maintenance programs. 3. Report on Bids and Award of Orders as Follows: (a) Furnish Electric Motor Actuators for Existing Butterfly Valves at Whittier Narrows Water Reclamation Plant (b) Purchase of Storage Tanks for Food Waste Bioseparator System at Puente Hills Materials Recovery Facility Summary: Bid summaries/recommendations to award are attached. 4. Authorize Issuance of Purchase Orders as Follows: (a) To Business Intelligent Application Solutions in Amount of Approximately $116,000 to Provide Oracle ebusiness Suite (EBS) Training and Mentoring Summary: The Districts recently implemented EBS software to perform core Financial and Human Resources operations. Some training was provided with the initial purchase but additional training is required. On-site training using an Oracle-certified partner is the most cost-effective approach. Business Intelligent Application Solutions has worked on the Districts EBS system and is uniquely qualified to tailor the proposed training to the Districts needs. (b) To Central Valley Sweeping, LLC, (CVS) in Amount of $135,200 for Two Years of Site Sweeping Services at Tulare Lake Compost Summary: Tulare Lake Compost (TLC) conducts weekly mechanical sweeping of paved surfaces to maintain site cleanliness, remove errant compost and feedstock, and to meet permit requirements pertaining to dust, litter and vector control. CVS is the current provider of sweeping services to TLC and was the only responsive bidder to the 2017 request for quote. This item is consistent with the Districts Guiding Principles of commitment to operational excellence and to protect financial and facility assets through prudent investment and maintenance programs. (c) To Elkins Earthworks, LLC, (Elkins) in Amount of $138,903 for Thirteen Envision Landfill Gas Monitors for Calabasas, Palos Verdes and Scholl Canyon Landfills Summary: Landfill gas collection system monitoring is performed at the Calabasas, Palos Verdes and Scholl Canyon Landfills in order to comply with environmental regulations and to optimize the fuel supply for the energy recovery facilities. Each gas collection system component is monitored at least once per month by a technician for gas quality, temperature, flow and pressure. In an effort to improve the efficiency of the gas collection system monitoring and reduce monitoring costs, an evaluation of improved monitors and data collection systems was conducted. It was determined that upgrading the existing monitoring equipment to all-in-one units would enhance monitoring efficiency and reduce cost. After a thorough review of available all-in-one monitors, followed by a thirty-day field evaluation, it was determined that Envision Landfill Gas Monitor by Elkins is the only unit that is compatible with the Districts existing landfill gas monitoring protocols and has the versatility required for all necessary monitoring functions. The Districts purchased twelve Envision gas monitors for use at Puente Hills and Spadra Landfills back in 2015 and these units are functioning very well. (d) To Fuji Industrial Services in Amount of Approximately $1,060,000 to Conduct Five-Year Overhaul of Steam Turbine and Auxiliary Equipment at Joint Water Pollution Control Plant (JWPCP) Summary: The Total Energy Facility at JWPCP is equipped with three gas turbines and one steam turbine. The Shin-Nippon 8.7MW steam turbine, which was installed in 2012, will soon complete its first five years of continuous operation. The manufacturer recommends a five-year major overhaul of the steam turbine and all auxiliary equipment. Fuji Industrial Services is the repair subsidiary of Shin- Nippon. This overhaul will ensure long-term reliability of the steam turbine. This item is consistent with Districts Guiding Principles of commitment to operational excellence and to protect financial and facility assets through prudent investment and maintenance programs. 5. Confirm Issuance of Purchase Order to Clarke Contracting Corp., (Clarke) in Total Amount of $57, for Substructure Verification Summary: Clarke was issued a purchase order to perform potholing at 16 different locations to determine the position and elevation of substructures to assist in the design of the proposed Los Coyotes Water Reclamation Plant Power Distribution System Modifications. Due to encountering and damaging an electrical conduit that was not shown on the plans, the total cost exceeded the original estimate which was within the Purchasing Agent s authority. 6. Re: Puente Hills Gas-to-Energy Facility (Facility) October 2017 Planned Maintenance Outage (a) Authorize Advertising and Receipt of Bids for Cooling Tower Repairs (b) Authorize Issuance of Purchase Order to Reeves & Woodland Industries in Amount of Approximately $109,000 for Inspection and Repairs of Boiler Air Preheaters Summary: A major maintenance outage of the Facility is planned for October 2017, during which time the cooling tower is scheduled for repair. The work includes replacement of a portion of the cooling tower water distribution headers, support channels and nozzles. In addition, the Facility utilizes regenerative air preheaters to increase boiler efficiency and aid burner flame stability. The air preheaters require periodic maintenance to operate reliably. During the outage, the air preheaters will be inspected and repaired as needed. Anticipated work includes replacement of heating elements, seals and balancing of units. Reeves & Woodland Industries specializes in air preheaters and is the only local contractor qualified to perform repairs on the air preheaters and will provide these services at a cost-effective price. 7. Authorize Payment to Aon Risk Services, Inc., (Aon) in Amount of $231,024 for Renewal of Districts Fire and Theft Insurance Coverage with Travelers Insurance for One Year Period Summary: The proposed insurance provides coverage for buildings and contents valued at $479,457,298 with a $25,000 deductible. The buildings and contents valuation represents an increase of approximately 3.4 percent over last year. The proposed policy also provides terrorism coverage and an additional $10,000,000 for business interruption coverage. Aon, the Districts' broker, requested quotes from seven carriers, only Travelers Insurance, the current insurer, responded providing a quote with the unit rate (cost per $100 of valuation) decreasing by 1.1 percent; however, the overall premium increased approximately 2.2 percent over last year due to the overall increase in the valuation. This item is consistent with the Districts Guiding Principle of commitment to fiscal responsibility and prudent financial stewardship. DIST JULY 12, 2017

4 REGULAR MEETING COUNTY SANITATION DISTRICT NO. 2 OF LOS ANGELES COUNTY 8. Approve and Order Executed Documents as Follows: (a) Labor Services Agreement (Agreement) with Minute Man, Inc. (Minute Man) for Labor Services at Various Districts Landfills for Two-Year Period Summary: Labor services are required at Districts landfills to perform a variety of tasks including traffic direction, litter removal, cleaning duties, general labor and grounds maintenance. In February 2017, the Districts issued a Request for Proposals (RFP) which was sent to 12 companies. Two proposals were received and both were deemed responsive. Minute Man provided the higher rated and lower cost proposal. The proposed Agreement will have a two-year term, with two additional two-year extensions upon approval of the Chief Engineer. Under this Agreement, the cost is estimated to be approximately $2.04 million for the two-year term. (b) Southwest Kings Groundwater Sustainability Agency (GSA) Joint Powers Agreement Memorandum of Agreement (MOA) with Tulare Lake Basin Water Storage District Summary: The Southwest Kings GSA was created in January 2017 to satisfy state law requiring formation of GSAs to regulate groundwater pumping and replenishment in all unadjudicated basins around the state. In order to ensure that all of the land associated with Tulare Lake Compost facility is covered under a GSA, it is recommended that the District enter into an MOA with the Tulare Lake Basin Water Storage District (TLBWSD), who is a non-voting party to the GSA. There is no fee to participate in the GSA through TLBWSD unless and until TLBWSD becomes a voting member at a future date. Without such an MOA, some of the land associated with the Tulare Lake Compost facility could be directly regulated by the State Water Resources Control Board, with associated costs and reporting requirements as well as loss of local control. This item is consistent with the Districts Guiding Principle of commitment to operational excellence, including cost effectiveness. 9. Re: Deferred Compensation Plan (a) Terminate Recordkeeping Services Agreement, Including All Associated Agreements with Teachers Insurance and Annuity Association (TIAA) as Deferred Compensation Program (457 Plan) Administrator (b) Award Agreement to ICMA-RC as Program Administrator Summary: The Districts provide a 457 Plan for employees, which is managed by a third party administrator. In 2015, the five-year agreement with the previous Program Administrator was completed. At that time, the Deferred Compensation Committee (Committee) solicited proposals from qualified firms and an agreement was subsequently awarded to TIAA to act as the new Program Administrator. However, due to TIAA s repeated failures to provide all of the services promised under its proposal, the Committee now recommends that the Recordkeeping Services Agreement with TIAA, including all associated agreements, be terminated. The Committee further recommends that an agreement be awarded to ICMA-RC to become the Program Administrator. ICMA-RC was one of the other finalists in 2015 and has agreed to undertake the role of Program Administrator at a slightly lower cost than TIAA. This item is consistent with the Districts Guiding Principle of fiscal responsibility and prudent financial stewardship.
