3 ACA Technlgy User Guide Intrductin The Affrdable Care Act (ACA) was signed int law in March f 2010, with the intent t expand cverage, cntrl health care csts, and imprve the healthcare delivery system. Tw key cmpnents f the act include the individual mandate and the emplyer mandate. U.S. citizens and legal residents are required by the ACA t have qualifying health cverage r pay a tax penalty. Exemptins are available under select circumstances. Emplyers with 50 r mre full-time emplyees are required by the ACA t ffer qualifying health cverage r ptentially face penalties based n whether any f their emplyees receive premium tax credits fr their qualifying cverage. Emplyers are nt nly respnsible fr ffering cverage but als fr reprting under Sectins 6055 and 6056 n the ffer f cverage t each individual as well as ther plan details. The islved system has the technlgy emplyers need t assist them in determining whether they are subject t the ACA s emplyer requirements, wh qualify fr cverage, assessing affrdability-anther key cmpnent f the act, and generating the required frms necessary fr filing with individuals and the IRS. islved ACA Cmpliance Slutins islved ffers a custmizable slutin fr ACA cmpliance. 4 Standard ACA Reprts ACA Large Emplyer Cmpliance Test ACA Technlgy User Guide The first step in determining what, if any, requirements an emplyer is respnsible fr under the ACA is whether the emplyer is cnsidered t emply 50 r mre full-time emplyees and is therefre an Applicable Large Emplyer (ALE.) islved prvides a standard reprt t cunt the number f full time emplyees per mnth, in a given date range t assist the emplyer in determining their status as an ALE. In rder t prperly ppulate the reprt, the system requires tracking f emplyees based n ACA Status using the Emplyment Categry field. Clients can assign their wn unique categries f emplyees t the applicable ACA status utilizing the fllwing setup: Client Management>Tables>Emplyment Categries In additin t assigning ACA Emplyment Status, emplyers will als need t determine what hurs t use fr the calculatin t determine large emplyer status based n the IRS definitin f hurs f service. The fllwing guidelines are used by the islved system t determine the Ttal Hurs included in the ACA evaluatin. Ttal hurs Ttal hurs includes all paid hurs. This is all paid earnings that are nt If the client has an accumulatr setup with Accumulatr Cde = ACAHRS, that will be used, therwise, it will use all paid earnings that are nt The accumulatr is a means t capture all hurs the emplyer wants t recrd including unpaid hurs. Applicable Large Emplyer Determinatin The ttal FTEs fr twelve mnths is divided by twelve t get the average number f FTE s which is used t determine whether they are a Large Emplyer. Emplyee Hurs by Mnth When the Include Hurs Detail ptin is selected reprt displays emplyee name and hurs wrked fr each mnth fr the date range selected. Will display actual hurs wrked; hwever, fr FTE calculatin purpses the hurs are capped at 120/mnth per emplyee. ACA Full-time Lkback Reprt Once qualified as an Applicable Large Emplyer, the next step is t determine which emplyees must be ffered cverage. islved ffers the ACA Full-time Lkback Reprt t assist an emplyer in determining wh shuld be ffered cverage based n the hurs wrked. The purpse f the reprt is t identify emplyees, in a given lk back perid, that wrked average hurs greater than the ACA 30 hur threshld and therefre shuld be classified as ACA Full Time. This reprt calculates the average hurs wrked fr an emplyee in a given time frame and evaluates the average hurs against the emplyee s current ACA status. Emplyees that may require an ACA status update, based n their average hurs, are flagged n the reprt.
