1 Present: Chair, D Easter; J H Atkinson; K Barrett; M Geyer; K Prisk; S Plaxe; D Trauner; Unable to attend: I Grant; R Lieber; A Manoguerra; R Pedowitz Absent: S Baird; H Chin; E Epstein; P Fedullo; E Grunvald; S Taylor; S Wasserman Guests present: D Bailey Recorder: P Lock Call to Order and Approval of Minutes Chair Announcements Dr. Easter called the meeting to order at 5:08 p.m. Minutes for July 5, 2005 meeting were reviewed Announced that out going Chair Easter and Chair Elect Barrett have a meeting scheduled with Vice Chancellor Holmes. Announced that the day of the September meeting will be changed, from Tues Sep 6 to Wed Sep 7. The standing meeting date will remain the first Tuesday of each month for the foreseeable future. By a combination of voice and, the Minutes were approved Announcement will be sent with complete meeting schedule Vice Chancellor s Remarks Dr David Bailey Dr Bailey reminded the Council that applications are still being accepted for the head of CRESP (Clinical Research Protections Program) which will combine human research protection and research compliance An update was provided on the current Chair recruitments Reported UCOP is considering altering the structure so that there would no longer be a Vice President for Health Affairs. Some campuses have stated a concern that this could diminish the status of Health Sciences Systemwide Updated the Council that Senator Ortiz is standing by her bill that has many requirements for establishing Medical school criteria. UC is resisting this bill and the possibility of a gubernatorial veto has been raised. Reported that the Cal State colleges have been permitted to grant Doctorates of Education. It has also been recommended that the Cal State colleges work with the UCs regarding their desire for Doctor of Audiology.

2 Provided background and an update on the status of professional school fees. The Regents have expressed a concern that UC professional schools could price themselves out of the market. On the other hand, professional schools need additional funding. A plan is being worked on jointly by the UC health sciences schools that will go to the Regents at their October meeting. Old Business Continuing New Business Committee Reports Dr Kim Prisk reported on his meeting with the Task Force that is discussing Non-Senate academic employees personnel processes o Dr Prisk said he was questioned regarding the Adjunct series and articulated his concerns regarding series modifiers. His perception was that the Task Force was aware of these concerns and also aware that UCLA and UCSF do not enforce the requirements for use of modifiers. He said the Task Force seemed receptive to his concerns. Dr David Bailey provided some clarification on the Y Tax discussions: o The FTE funds cannot be taxed think of it this way: if there were no other funding, the value of the FTE could not be reduced. o Y Taxes can be taken from any funds other than FTE or other restricted funds, e.g., NIH funding. A proposed Teaching Quantification plan was presented and discussed. The Council thanked Dr Easter for his hard work during the past year. Nominating Committee by Dr Mark Geyer who presented the following names for approval: Randolph Hastings as Chair of Electives Committee Mark Sawyer as Vice Chair of the Electives This task force may look into streamlining the promotions and appointment process for Non- Senate academic personnel. HSFC may be asked to provide input on this over the next year or so. Dr Easter will revise this document based on the discussions. He will circulate it for electronic comment and approval.
