(Kiran Hashmi, Council Deputy) t:a...\----' STATEMENT OF SUBJECT: The City Council will consider sponsorship of "Christmas in July" promotions in 2015 to support the local business community. RECOMMENDATIONS: 1. Approve sponsorship of Christmas in July and related promotions and authorize the use of the City name and logo on invitations, programs, and other collateral materials. 2. Direct Economic Development staff and the Public Information Office to work with a local project curator to recruit a representative selection of employees of West Hollywood businesses to be featured on up to twenty five street pole banners during the month of July in order to raise awareness of the vital contributions which service employees make to the City's economy. Staff will also work with the project curator to design the banners and determine locations for their display. 3. Approve the waiver of event permits, parking validations and associated fees. 4. Allow business entities located within the City of West Hollywood to use official promotional graphics and reduce Fees for Private Class C Special Events by 50% for events scheduled between July 10, 2015 and July 31, Direct the Public Information Office to utilize all appropriate communication tools to promote the event including, but not limited to, the City's website and social media tools. 6. Authorize the Director of Finance and Technology Services to allocate $6,000 from unallocated General Fund reserves to the Special Council Programs AGENDA ITEM 5. E

Authorize the Director of Finance and Technology Services to allocate $6,000 from budgeted funds in the Special Council Programs account number for Christmas in July. 8. Authorize the City Manager to sign all required documents relating to this item. BACKGROUND & ANALYSIS: A summertime celebration of the Christmas Festive period has its origins in Johann Wolfgang von Goethe's book, The Sorrows of Young Werlher, and its 1892 opera adaptation, Werlher. In its original French, the opera sang, "Vous chantez Noel en Jui let... c'est s'y prendre a l'avance" - to sing of Christmas in July makes it come sooner. In 1933, the first known celebration of Christmas in July took place at Camp Keystone, a girls summer camp in North Carolina, which was celebrated by a Christmas tree, a visit from Santa Claus and gift exchanges. The term became more culturally widespread with the 1940 film, Christmas in July. In 1944, the US Postal Service, US Army and Navy officials threw a Christmas in July luncheon in New York City to encourage early holiday mailings to troops serving overseas during World War II. Since the 1950's, marketers and retail establishments looking to liquidate inventory of summer goods and apparel before the traditional "Back to School" sales period have used "Christmas in July" as a promotional holiday. Locally, the summertime can often be among the busiest seasons in local establishments along Santa Monica Boulevard, between the celebrations of LA Pride, July 4th and Labor Day. However, with the annual San Diego Pride Festival the third weekend of July and ComiCon the following week drawing visitors away from West Hollywood, local businesses could benefit from the additional promotion that a Christmas in July celebration would bring. By featuring a representative sample of local service employees, the proposed Christmas in July pole banners will highlight the important contributions that the working men and women of West Hollywood's businesses make to the local economy, while improving morale and encouraging visitors to come meet the individuals featured on the pole banners in real life. Furthermore, businesses will be encouraged to participate in Christmas in July promotions through the temporary reduction in fees for Class C Special Events, such as
3 sidewalk sales, which have minimal impacts on neighboring businesses or residential areas. CONFORMANCE WITH VISION 2020 AND GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with one of the City's ongoing strategic goals of Promote Economic Development while Maintaining Business Vitality & Diversity. Additionally, this item is consistent with our General Plan goals of: ED-7: Enhance the City as a regional, national and international destination for the entertainment, nightlife, dining and retail industries that are key to West Hollywood's fiscal health. EVALUATION: Upon completion, staff will provide a report on feedback solicited from local businesses ENVIRONMENTAL SUSTAINABILITY & HEAL TH ANALYSIS: N/A OFFICE OF PRIMARY RESPONSIBILITY: Office of Mayor Pro Tempore Lauren Meister and Arts and Economic Development Division FISCAL IMPACT: This item will authorize the Director of Finance and Technology Services to allocate $6,000 from unallocated General Fund reserves to account , and also increase the budget for Special Council Programs by the same amount, in order to cover the cost of the City's sponsorship of Christmas in July.
