AUDIENCE COMMENTS. Any person wishing to address the City Council on any matter not on the agenda may do so at this time. However, the State open meetings law (Government Code Section et seq.) prohibits the City Council from providing a detailed response or acting upon any item not contained on the agenda posted 72 hours before a regular meeting and 24 hours before a special meeting. If you wish to address the City Council at this time, please complete a speaker s card and give it to the City Clerk prior to the commencement of the meeting. Request for the City Council to Consider Taking a Position on California Proposition 10, Expanding Local Governments Authority to Enact Rent Control on Residential Property First Agendized on August 21, 2012 On August 6, 2018, the City Council Legislative/Lobby Committee (Vice Mayor Mirisch and Councilmember Friedman) reviewed a request to take a position on California Proposition 10. The Liaisons were not in concurrence on a recommendation for a position on this subject. As the City Council adopted Legislative Platform contains the following language: Support and pursue the repeal of state laws that affect local control on housing and land use, this item is being brought to the City Council for direction on taking a position on California Proposition 10. Deputy Director of Rent Stabilization Helen Morales introduced Shaw/Yoder/Antwih Partner Andrew Antwih who provided information on the item. City Council Legislative/Lobby Committee Ad Hoc Liaisons Councilmember Friedman and Vice Mayor Mirisch each spoke on their support for the Proposition. 1. Earl Goldstein 2. Mark Elliot 3. Eskovitz City Manager Mahdi Aluzri spoke on the noticing of the meeting for the item and clarified that any decision made by Council will not affect the current established local ordinances. The Councilmembers provided their comments and expressed their desire to maintain local control in order to have the ability to take care of the community s needs. Council unanimously agreed to draft a letter and adopt a resolution in support of Proposition City of Beverly Hills Transit Services Programs Information about the Local Transit and Paratransit Services Request for Proposal process. Deputy Director of Transportation Aaron Kunz provided background information on the item. Transportation Planner Martha Eros reported on the City s various transit programs and on the City s jurisdiction partnership with the City of West Hollywood. She briefly discussed the Request for Proposal (RFP) process, a timeline of the presentations to Council, and the proposed budget.

3 Page 3of5 City Council Ad Hoc Traffic and Parking Liaison Committee members Councilmember Friedman and Mayor Gold each spoke on the recommendation. Council unanimously approved the recommendations. The agreement is on the September 17, 2018 City Council Regular meeting for approval. 3. Proposed Citywide BOLD Holiday 2018 Programming and Decor This item provides a consolidated BOLD Holiday 2018 proposal by the Beverly Hills Conference and Visitors Bureau, the Rodeo Drive Committee, the Beverly Hills Chamber of Commerce and the City of Beverly Hills. Community Outreach Manager Huma Ahmed presented an overview and pointed out that the Rodeo Drive Committee (RDC) will return to Council at the October 16, 2018 Study Session meeting with their proposal. She introduced proposals from the Beverly Hills Conference and Visitors Bureau (BHCVB) and the Beverly Hills Chamber of Commerce (BHCC). Ms. Ahmed discussed the City s proposed Holiday program then introduced BHCVB Chief Executive Officer Julie Wagner who presented the BHCVB s proposals. BHCVB Marketing Committee and Rodeo Drive/Special Events/Holiday Program Committee City Council Ad Hoc Liaisons Councilmember Bosse and Mayor Gold each spoke in support of the recommendations. BHCVB Director of Marketing Bob Bibeault provided a breakdown of Artist Alexa Meade s fee. Ms. Wagner stated that she will look into getting more value for Ms. Meade s service and pointed out that any unused funds will be returned to the City. She also reported that the BHCVB is working on a Visitor s Profile/Economic Impact Study. Councilmember Friedman requested to see a comparison of BHCVB s annual budget without the allotted funds used to invest in hard goods. He also suggested to advise people about the discounted parking for the event. Vice Mayor Mirisch requested to inquire about a Beverly Hills-themed coach. Ms. Wagner briefly presented the BHCVB Visitor Profile/Economic Study preliminary findings and RDC representative/agenc owner Cara Kleinhaut presented the metrics for the 2018 Summer BOLD event. Council requested detailed information on the businesses who participated in the BOLD event, more information on the BOLD event s impact on the business district, and a comparison to similar high end retail markets. 1. David Gingold, Southwest Residents & Homeowner Open Streets Council approved the requests. 4. County of Los Angeles Safe, Clean Water Program The LA County Flood Control District will present the program elements of the Safe Clean Water Program. The SCW Program will provide a funding mechanism to implement multi benefit projects that will address stormwater projects and programs that will improve water quality, increase in water supply and invest in communities.

Innovation s Day 2018 This item is submitted for City Council information only. The City s annual Innovation s Day celebration will be held on Monday, October 8, It is an all employee training and development day that began in Treasurer s Report for the Month Ended July 31, 2018 Transmitted is the City Treasurer s Report for the month ended July 31, This report includes a summary of cash receipts and disbursements, and a summary of fund balances. 9. Highlights from Mayor s Cabinet Meeting This report provides monthly highlights from the Mayor s meeting with Commission Chairs. The Study Session adjourned at 4:50 pm to the Closed Session to discuss items that are identified on the agenda that has been prepared for the meeting.
