1 The Corporation of The City of Dryden June 3, 2013 Minutes of an Open Special Meeting of Council held at 7:00 p.m. on the above date in the Council Chambers at City Hall. Present: Absent: Staff: Others:, Councillors Collins, M. MacKinnon, S. MacKinnon,, and Wintle. ne. Acting City Manager A. Wellington, Treasurer A. Bodnarchuk, Public Works Manager B. Poole, Acting Deputy Clerk A. Euler and Acting Clerk D. Kincaid. Approximately twenty five (25) members of the public. 1. Call to Order: called the meeting to order at 7:03 p.m. 2. Convene a Special Open Council Meeting: Convene a Special Open Council Meeting. 1 S. MacKinnon Collins THAT Council convene a Special Open Meeting of Council for the purpose of discussing the following items: Staff Reports, By-laws and Motions: Staff Report re 2013 Budget, Tax Ratios, Rates and Tax Tools. (i) By-law re Adopt 2013 Budget Estimates. (ii) By-law re Tax Ratios. (iii) By-law re Tax Rate - Municipal. (iv) By-law re Tax Tools. (v) By-law re New Construction. (vi) By-law re Tax Rate - School Boards. (vii) By-law re Decrease Limits for Certain Properties. (b) By-law re Confirmatory By-law. (c) By-law re Amend Chapter 260 Water Meters.

Disclosure of Pecuniary Interest and the general nature thereof for: The Agenda for this meeting. called for declarations of Pecuniary Interest, and the general nature thereof, under The Municipal Conflict of Interest Act with respect to the Agenda for this meeting and the response was negative. 4. Staff Reports, By-laws, and Motions: Staff Report re 2013 Budget, Tax Ratios, Rates and Tax Tools. (i) By-law re Adopt 2013 Budget Estimates. (ii) By-law re Tax Ratios. (iii) By-law re Tax Rate - Municipal. (iv) By-law re Tax Tools. (v) By-law re New Construction. (vi) By-law re Tax Rate - School Boards. (vii) By-law re Decrease Limits for Certain Properties. Ms. Bodnarchuk reviewed her report recommending Council approve the amended budget estimates for 2013 basing taxation on the large industrial property assessment of $41.7 million, with a provision for a tax write-off of $2 million. She advised that this option would result in a taxation increase of 6.9% for the average rate payer for 2013 after the impact of the education taxes are taken into account. Ms. Bodnarchuk advised Council that she had been contacted by the Ministry of Finance and the City's bank to ensure the City would be adopting the 2013 budget this evening. Much discussion about the proposed tax increase ensued and recorded votes were requested on all seven (7) by-laws. 2 Wintle THAT By-law being a by-law to adopt the yearly estimates of all sums required during 2013 for the purpose of The Corporation of The City of Dryden including amounts sufficient to pay all debts of the City falling due in 2013 and amounts required for the various City Boards be read a first, second and third time. 3 Wintle THAT By-law being a by-law to adopt tax ratios for the purpose of setting general and education tax rates, to choose optional tax classes and set tax rate reductions for prescribed property subclasses for property within The Corporation of The

MacKinnon Collins THAT By-law being a by-law to adopt tax rates to be levied on the taxable property within The Corporation of The City of Dryden be read a first, second and third time. 5 M. MacKinnon S. MacKinnon THAT By-law being a by-law to adopt optional tools for the purposes of administering limits for the commercial, industrial and multiresidential property classes be read a first, second and third time. 6 THAT By-law being a by-law to adopt optional tools for the purpose of administering limits for eligible properties within the meaning of Section 331 (New Construction) for the commercial, industrial and multi-residential property classes for property within The Corporation of The City of Dryden be read a first, second and third time.
4 Page 4 of 5 Page 4 of 5 7 THAT By-law being a by-law to adopt tax rates to be levied on the taxable property within The Corporation of The City of Dryden for school board purposes be read a first, second and third time. 8 THAT By-law being a by-law to establish decrease limits for certain property classes be read a first, second and third time. (b) By-law re Confirmatory By-law. 9 S. MacKinnon M. MacKinnon THAT By-law being a by-law to confirm the proceedings of Council be read a first, second and third time. (c) Staff Report re Water Billing Transitional Issues - Acting City Manager. (i) By-law re Amend Chapter 260 Water Meters. Mr. Wellington presented his report advising that June and July of 2013 would be transition months for the water bills with the bills received in June being based on the flat rate and the bills received in July being based on the volume consumed in the prior month plus the fixed rate. He also provided information for when a change of ownership occurs and who would pay what amount. Discussion on the possibility of equal billing for water took place and a request was made by that a reserve fund be set up for water income. 10 Wintle THAT By-law being a by-law to amend Chapter Water Meters of the Municipal Code of The Corporation of The City of Dryden be read a first, second and third time.
