Call to Order The meeting was called to order at 9:00 a.m. 2. Purpose of Meeting Mayor Finnegan announced that the purpose of the Special Council meeting is to hear and consider budget presentations from external agencies funded through

2 2 the County of Prince Edward 2010 budget and community service grant applications. 3. Lord s Prayer The Lord s Prayer was recited. 4. Disclosure of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest at this time. A moment of silence was held for the latest fallen Canadian soldier. 5. Deputations None were listed 6. Comments from the Audience (on items on the agenda) There were no comments from the audience. 7. External Agencies Budget Presentations 7.1 Budget Presentation of the Prince Edward Lennox & Addington Social Services Brian Elo-Shepherd, Director, Prince Edward Lennox & Addington Social Services provided a PowerPoint presentation on the Prince Edward Lennox & Addington Social Services 2010 Budget. Motion Councillor Mertens THAT the Budget Presentation of Brian Elo-Shepherd, Director, Prince Edward Lennox & Addington Social Services, be received. 7.2 Budget Presentation of the Quinte and Region Conservation Authority Terry Murphy, General Manager, Quinte and Region Conservation Authority provided a presentation on the Quinte and Region Conservation Authority 2010 Budget. Mr. Murphy provided a document entitled 2010 Preliminary Budget. Motion Councillor Thompson THAT the Budget Presentation of Terry Murphy, General Manager, Quinte and Region Conservation Authority be received.

3 3 Council recessed at 9:55 a.m. and reconvened at 10:00 a.m. with all members present with the exception of Councillor Campbell, Slik, Marisett, MacDonald, and Gale. 7.3 Budget Presentation of the Hastings & Prince Edward Health Unit Dale Jackson, Director of Administration, Hastings and Prince Edward Health Unit provided a presentation on the draft Hastings & Prince Edward Health Unit 2010 Budget. Motion THAT the Budget Presentation of Dale Jackson, Director of Administration, Hastings & Prince Edward Health Unit be received. 7.4 Operations Overview of the Hastings-Quinte Emergency Medical Services Mark Schjerning, Hastings-Quinte Emergency Medical Services, provided an operations overview of the Hastings-Quinte Emergency Medical Services, with the budget proposal to be provided at a later date. Motion THAT the operations overview by Mark Schjerning, Hastings-Quinte Emergency Medical Services, be received. 7.5 Budget Presentation of Quinte Waste Solutions Shari Elson-O'Garr, Financial Administrator, Quinte Waste Solutions provided a presentation of the Quinte Waste Solutions 2010 Budget. Motion THAT the Budget Presentation of Shari Elson-O'Garr, Financial Administrator, Quinte Waste Solutions be received. 7.6 Budget Presentation of the Prince Edward County Library Board

4 4 Barbara Sweet, Chief Executive Officer, Prince Edward County Library Board provided a presentation of the Prince Edward County Library Board 2010 Budget and distributed an updated 2010 Budget summary. A library bag was also provided to members of Council. Motion Councillor O Brien Councillor Parks THAT the Budget Presentation of Barbara Sweet, Chief Executive Officer, Prince Edward County Library Board be received. 7.7 Budget Presentation of the Picton Business Improvement Association Roni Summers-Wicken, Executive Director, Picton Business Improvement Association provided a presentation of the Picton Business Improvement Association 2010 Budget. Motion Councillor Latchford THAT the Budget Presentation of Roni Summers-Wicken, Executive Director, Picton Business Improvement Association be received. 7.8 Budget Presentation of the Prince Edward County Chamber of Tourism and Commerce Lawrie Ackerman, General Manager, Brian Munro, Vice President and Rick Caruso, Past President, Prince Edward County Chamber of Tourism and Commerce provided a presentation of the Prince Edward County Chamber of Tourism and Commerce 2010 Budget. Motion Councillor Parks THAT the Budget Presentation of Lawrie Ackerman, General Manager, Brian Munro, Vice President and Rick Caruso, Past President, Prince Edward County Chamber of Tourism and Commerce be received. 7.9 Budget Presentation of Taste the County Kathleen Kennedy, Executive Director, Taste the County provided a presentation of the Taste the County 2010 Budget.

5 5 Motion Councillor Latchford Councillor Mertens THAT the Budget Presentation of Kathleen Kennedy, Executive Director, Taste the County be received Budget Presentation of the Regent Theatre Foundation Sharon Jarvis, General Manager, Regent Theatre Foundation provided a presentation of the Regent Theatre Foundation 2010 Budget and a PowerPoint presentation. Motion THAT the Budget Presentation of Sharon Jarvis, General Manager, Regent Theatre Foundation be received Budget Presentation of the Prince Edward Fitness & Aquatic Centre Stephanie Roth, General Manager, Prince Edward Fitness & Aquatic Centre and Bill Halman, Maintenance Director, provided a presentation of the Prince Edward Fitness & Aquatic Centre 2010 Budget and a PowerPoint presentation. Copies of letters of support were also distributed. Motion THAT the Budget Presentation of Stephanie Roth, General Manager, Prince Edward Fitness & Aquatic Centre be received. Council recessed at 12:26 p.m. and reconvened at 1:00 p.m. with all members present with the exception of Councillor Campbell, Slik, Marisett, MacDonald, and Gale Budget Presentation of the Glenwood Cemetery Board Roger Bryant, Glenwood Cemetery Board provided a presentation of the Glenwood Cemetery Board 2010 Budget Presentation, a video and a budget summary.

6 6 Motion THAT the Budget Presentation of Roger Bryant, Glenwood Cemetery Board be received Community Services Grant Presentation of the Prince Edward Agricultural Society Frank Stevenson, Director, Prince Edward Agricultural Society presented a grant request for a Community Services Grant. Motion Councillor Thompson THAT the Community Services Grant presentation of Frank Stevenson, Director, Prince Edward Agricultural Society be received and considered in conjunction with the other grant requests at the Special Council Meeting on March 2, Community Services Grant Presentation of the Festival Players of Prince Edward County Sarah Phillips, Artistic Director, Festival Players of Prince Edward County presented a grant request for a Community Services Grant. Motion THAT the Community Services Grant presentation of Sarah Phillips, Artistic Director, Festival Players of Prince Edward County be received and considered in conjunction with the other grant requests at the Special Council Meeting on March 2, Budget Presentation of the Prince Edward County Police Services Board Robert Quaiff, Chair, Prince Edward County Police Services Board attended to answer questions regarding the Prince Edward County Police Services Board 2010 Budget.

7 7 Motion Councillor Mertens THAT the Budget Presentation of Robert Quaiff, Chair, Prince Edward County Police Services Board be received. 8. Confirmatory By-law Motion Councillor Latchford THAT the following By-law be read a first, second and third time and finally passed: 8.1 A By-law to Confirm the Proceedings of the Council of the Corporation of the County of Prince Edward at the special meeting held on at 9:00 a.m. (signed as By-law No ) 9.
