Making Strides For The Community Sheriff Ben Wolfinger Welcome to the Kootenai County Sheriff s Office annual report. We hope that you find this information concise and educational. Over the past year we have continued to make strides in providing an improving level of service to the residents and visitors to Kootenai County. Employee retention has been a focus that required a positive working relationship with the Board of County Commissioners. Through these on-going efforts, we have reduced our vacant position rate from approximately 15% to less than 4%. We continue to work toward a resolution with the jail overcrowding. In case of emergency, always dial This is another tough decision that must be made by the Board of Commissioners. We are fortunate to be working through the process with them so that we can all be served better. Meanwhile, we continue to have more people serving their time out of jail in the Sheriff s Community Labor Program than are serving their time in custody. This is a win-win for the entire community. We continue to work with the other public safety partners throughout Kootenai County as well as in the region. We all know that the criminal element is not restricted by jurisdictional lines, so we continue to work together to combat those who would victimize our citizens. 2 KOOTENAI COUNTY SHERIFF S OFFICE Kootenai County encompasses 1,310 miles of area to patrol, and over 150,000 county residents to serve within its boundaries. The Sheriff s Office is made up of two bureaus: the Operations Bureau, which includes the Patrol, Detectives, and Support Services Divisions and the Jail Bureau, which includes the Custody and Services Divisions. Commercial A,B & C classes) 106, , ,000 Statistics Civil - In 2015, the Civil Section received 7,271 subpoenas to serve most for appearances in criminal court, and issued by the First Judicial District. KCSO served 4,102 of these subpoenas through various attempts both by physical means and by telephone. Many subpoenas are cancelled before they can be served. Of the subpoenas received but not served, only 349 were not served as a result of not being able to locate people. The Civil Section also received 293 Protection Orders and Temporary Restraining Orders. Jail The average daily population of inmates in the Jail was 338 in Traffic 2,574 Traffic crashes occurred in KCSO s jurisdiction. Of these, 148 were commercial. 7 were fatal. Records 2,584 Concealed Weapons Permits were processed in On February 17th, Ellie Creighton, from 911, received a life saving award stemming from her actions taken on a called received at the 911 center. The below details are from February 17th press release: On January 2, 2015 at 6:00 PM, Emergency Communication Officer, Ellie Creighton received a call from a frantic and distraught mother screaming that her son was dead. Ellie provided a voice of reason to the incident by calmly coaxing the mother into performing CPR. After a few seconds, the mother began to respond to Ellie s calm instruction by performing chest compressions while Ellie counted aloud; keeping the tempo. A few days later, the mother called Ellie s Supervisor and expressed her gratitude. The mother explained that her son had died twice but due to the actions of Ellie, her son is alive today.

On May 15, 2015, KCSO detectives and patrol served a search warrant in Hayden. The house had been of interest for some time but just a few days prior detectives received enough information to support a warrant. Once inside over 31 grams of heroin, other drugs, and $8,000 in cash were recovered along with 10 firearms many of which were stolen. In addition, numerous other items of stolen property were recovered resolving several KCSO cases. Visit the Kootenai County Sheriff s Office website, accessed at

Average response time for KCSO to priority 1 calls was 9:37. Priority 1 calls are those incidents which impact an individual s immediate health or safety. By the Numbers 1,010,875 pounds of laundry were cleaned by inmate workers in The jail has a program that allows female inmates to work in the laundry. In 2015, 302,661 meals were prepared and served to inmates in the jail. KCSO ARREST RATE Patrol handled 26,219 calls for service in 2015 and made 17,304 traffic stops resulting in 4,430 traffic citations. Animal Control wrote 117 citations in The Sheriff s Office arrest rate increased by 8.82% from In 2015, 3,355 total arrests were made by KCSO (KCSO made 3,083 arrests in 2014 and 2,820 arrests in 2013). This is according to the 2015 Crime In Idaho Report. The 2015 year to date average number of felonies to misdemeanors in Jail was 252 felonies and 95 misdemeanors. 5 Volunteer Banquet On April 13, 2016, the Kootenai County Sheriff s Office honored our 162 volunteers. This year, our Volunteer Banquet was held at Lake City Center where volunteers were treated to dinner, a great raffle, and an awards ceremony honoring our volunteers of the year as well as those who have given significant years of service. Volunteer of the Year Awards were presented to: In-House Volunteers Tom McClaren and Larry Ronzzo presented by Sheriff Wolfinger Citizens on Patrol (COPs) Bill Dexter presented by Dep. Ron Broesch Holidays and Heroes A Success! We had another very successful year, and due to the excellent financial support received, we were able to help out 12 families this year instead of the intended 10. Lake City Law Group donated $1,000 to the program, contributing to its success. Overall, nearly 100 families participated and countless emergency responders, volunteers and family members came together for this event. The Great Dog Rescue on March 4, 2015 AC Marlow and Deputy Lyons responded to CDA Lake Dr. near Tony s for the report of two dogs stuck on a cliff. Upon arrival the dogs were located and they were indeed stuck on a cliff. AC and Deputy Lyons were not able to get to the dogs as they were approximately 30 feet up the cliff and 20 feet from the top. Deputy Lyons requested fire respond with the proper equipment to reach the dogs and they were rescued.
