4 Key Reasons for Propositions 1 and 2 1. Inmate Population is and will continue to grow and the County is still responsible for handling the Inmates whether we have room or not. 2. Transporting & Housing Inmates in other jails due to overcrowding is very costly. 1. Tort Claims & Lawsuits will likely increase. 2. Cost to transport & house inmates to other jails. (projected $52 million) 3. Officer Safety is jeopardized. 4. Takes Deputies from their duties and away from the area. 3. The ½ Cent Local Option Sales Tax shares the cost with all who visit Kootenai County not just the property owners. 4. Timing is of the utmost importance. 1. Local Option expires in December 09 and is not being considered by the legislature. 2. Now more than ever we need to keep our dollars local and not send them to other communities.

10 Jail Population is Changing and Safety concerns in the jail are consistently high! More violent crimes are being committed Sexual Crimes are on the rise. The Highest increase is in our medical and mentally unstable inmates. Gangs have arrived and we need to be able to keep them separated.

22 Properly housing inmates in the Kootenai County Jail is becoming increasingly difficult to manage due to lack of space and correct type of space. This causes an officer safety issues.
23 We have no Choice Expansion Cost will happen. We will either expand our current facility and have the space to handle our current and future needs at a construction cost not to exceed $57 million. OR We will expand our capacity by Transporting inmates and renting beds from other facilities at a minimum cost of $52 million for ten years and that number will continue to grow. Currently, some inmates are transported over 300 mi. round trip to : Thompson Falls, MT. Republic, WA.

25 Effect on Local Economy For Kootenai County Commissioner Todd Tondee: Good afternoon, I used an Economic Modeling Solutions Inc. model to come up with the following estimates of the impact of a $57 million jail construction project in Kootenai County is estimated to create 479 construction jobs and another 416 jobs indirectly. Its direct ($57 million cost) and indirect effect on the industry is projected to increase wages, salaries, and other earnings in the county by $39 million. Its overall (direct and indirect) effect on income in the county is $93.5 million. More detailed information is in the attached Excel spreadsheet. It s important to remember that a construction project only lasts for months, so its impact is not perpetual, like when one adds manufacturing or other industrial jobs. That s one reason why the multipliers here may seem small to you. The other reason is that businesses in Kootenai County buy a lot of their supplies outside the county, which also reduces the economic impact. We are used to hearing inflated numbers based on U.S. activity for economic multipliers. Kathryn Tacke Regional Economist Idaho Department of Labor
26 Economic Decision At a time when we have 9% unemployment locally: RENT Send $52 million to other areas to support their Economies. We lose the job creation and the indirect benefits associated with them. ($39 Million) Property owners pay the whole bill. (no sharing the cost) Property Tax will have to increase. Transporting cost is just wasting tax dollars. Transporting inmates takes deputies away from their other duties and out of our area. BUILD Stimulate our Local Economy with a $57 million dollar Project. Estimated to create 895 local jobs. Help property owners with at least $57 million in property tax relief over next ten years For every dollar that is kept locally it is spent an average of 4 more times. This benefits all segments of our local economy.
27 If the Voters choose to RENT with a NO vote! It will cost a minimum of $52 million to transport & house inmates to other facilities through the year 2020 and continue each year after. It will all happen with Property Tax dollars. (only property owners will pay the burden.) Transporting Inmates would require more deputies to be hired increasing staffing cost. (done only through Property Tax) Judge could order to expand and that will be on Property Tax only. We will send OUR tax dollars to support other Local Economies. We MUST take care of inmates whether we have room or not. We are mandated by state law. We lose the Local Sales Tax option. It expires December 2009 and will not be renewed.
28 If the Voters choose to BUILD with a YES vote! Expand Jail for $57 Million and handle the inmates now and into the future. Will create an asset for the county that will last for many years. (answers need for at least 10 years could be 15 or 20) Next expansion already planned for and we know today s cost. Out of County visitors will help pay for expansion. (Approximately $18 million) Also out of county visitors will supplement County residents property tax for 10 years. (Approximately $18 million) Favorable construction climate ( tax dollars go further) Keep locals working (estimate of 895 jobs will be created or saved) Reduces legal liability and saves tax dollars wasted on settlements. The State just settled a $100,000 claim for shipping an inmate to an inferior jail.

It gives a minimum of $57 million Property Tax Relief spread over ten years at a time when our residents need it. 3. There is no interest in the Legislature in extending it. 4. Keep our Tax Dollars locally. 1. Stimulate Local Economy with a 57 million dollar project. 2. Create or maintain an estimate of 895 local jobs for a two year period. 3. Support our local economy instead of sending money to other areas 4. Favorable construction climate. (our tax dollar goes further)

37 Proposition 1: establishes funding through general obligation bonds and is tied to the passing of the Sales Tax Option. **This gives us the authority to spend the money** Proposition 2: establishes a local ½ cent sales tax which will retire the bonds from Proposition 1 and give approx 57 million in property tax relief over the ten years. **This will authorize the ½ cent additional Sales Tax** Both need a Super Majority to pass(66 2/3%)
38 PROPOSITION ONE (GENERAL OBLIGATION BOND QUESTION) The Kootenai County Board of Commissioners is requesting authorization to issue general obligation bonds of said county in the principal amount of $57,670,000 to become due in such installments as may be fixed by the Board, the final installment to fall due not more than ten (10) years from the date of issue of the bonds, for the purpose of construction of improvements to county detention facilities, and payment of architectural and other fees, contingencies, administrative costs, legal fees and all other costs incidental thereto; including all appurtenances necessary to maintain and operate said facility improvements; for other capital purposes relating thereto as deemed necessary by said Board; all as provided in Resolution No , adopted on September 15, The general obligation bonds will only be issued upon passage of the local option sales tax. The following information is required by Section , Idaho Code: The County currently has outstanding bonded indebtedness in the amount of $0. The interest rate anticipated on the proposed bonds is 2.81% per annum. The range of anticipated rates is from 2.61% to 2.86% per annum. The total amount to be repaid over the life of the proposed bonds, principal and interest, based on the anticipated interest rate, is estimated to be $66,941, May the Board of Commissioners of Kootenai County, Idaho issue general obligation bonds for a period of time not to exceed ten (10) years and in the aggregate sum of not to exceed $57,670,000 to fund improvements to detention facilities if the local option sales tax question passes? 39 PROPOSITION TWO (Sales Tax Ballot Question) The Kootenai County Board of Commissioners is requesting ratification of Ordinance No. 435, which authorizes a sales and use tax within Kootenai County, pursuant to Sections through , Idaho Code, at a rate of five-tenths of one percent (0.5%) of all sales and uses taxable under Idaho law. The collection of the tax shall begin on December 1, 2009, and shall be in effect for ten (10) years or until the date on which the debt has been retired, whichever occurs first. The tax revenue shall be used for property tax relief and the retirement of debt incurred for the construction of improvements to county detention facilities, as required by Section , Idaho Code. At least one-half (1/2) of the total sales and use tax revenue received shall be deposited in the Property Tax Relief Fund and shall be used to provide property tax relief pursuant to Section , Idaho Code. The remainder of the total sales and use tax revenue shall be deposited into the Project Fund established by the Ordinance and shall be used by the County for the construction of improvements to county detention facilities, and to redeem any general obligation bonds issued for detention facility construction? Shall the Board of Commissioners of Kootenai County, Idaho implement an additional half-cent sales and use tax commencing December 1, 2009, for a period of time not to exceed ten (10) years, to provide property tax relief and to fund improvements to detention facilities?
