The Chair agreed and re-rdered the agenda. 3. MINUTES OF PREVIOUS MEETING The minutes f GAB Meeting N. 17, held n 14 Octber 2014 were circulated prir t the meeting. OVERVIEW OF GSI RULE AND PROCEDURE CHANGES Ms Ryan nted that the Rule Change Prpsal: GSI Fee Arrangements Inclusin f Registered Prductin Facility Operatrs (GRC_2014_01) was awaiting cmmencement and that the IMO was prgressing the assciated Prcedure Change Prpsal. She added that the cmmencement f the Amending Rules and the amended GSI Prcedures wuld be n 1 January 2015, fr the GSI Invice Perid ending 31 March AUDIT UPDATE The Chair intrduced Ms Kylie O Keeffe t prvide an verview f the 2014 Gas Services Infrmatin (GSI) audit the first annual audit f the IMO s cmpliance under the GSI Rules. GAB members discussed the fllwing key pints: Mr DiBna asked fr an example f a self-reprted breach. Ms O Keeffe respnded that Gas Market Participants and the IMO can reprt their wn nn-cmpliance with the GSI Rules and prvided examples including nt fllwing a prescribed prcess r cmpleting a task in the necessary timeframe. Mr DiBna asked what wuld cnstitute a material breach. Ms O Keeffe respnded that a breach that undermined the achievement f the GSI Objectives wuld be cnsidered material and prvided the example f nt publishing data that wuld undermine the integrity f the infrmatin n the GBB. The Chair nted that a cpy f the audit reprt was available n the IMO s website and had been prvided t the Minister fr infrmatin. KEY FINDINGS FROM THE 2014 GSOO The Chair intrduced Mr Jachim Tan t prvide an verview f the key findings frm the draft December 2014 Gas Statement f Opprtunities (GSOO). 5 IMO Bard and that the purpse f the presentatin was t prvide a preliminary summary fr GAB members infrmatin. The Chair als nted that frecasting was challenging at present with a number f significant, recent changes t the assumptins underpinning the frecasts, including the Nrth West Shelf state agreement variatin, the apprval f the Persephne LNG Prject by Wdside, vlatile cmmdity prices, a decreasing il price and falling exchange rates. The Chair nted that in previus GSOOs the IMO had taken a cnservative apprach t including new gas-cnsuming prjects in the GSOO demand frecasts nly including new prjects nce they had attained a final investment decisin (FID). Fr this GSOO, the IMO has cnsidered a number f nt yet apprved prjects and included sme f these, cnsidered mst likely t prceed, in the High demand scenari. Hwever, the IMO has nt published the details f any f these individual prjects yet t reach FID which are included in the frecasts. With respect t the key risks identified in the GSOO, Mr Mike Lauer asked why the IMO had frmed the view that there wuld be an increase in the number f cnversins frm diesel t gas. Mr Tan clarified that nly a limited number f cnversins were cnsidered in the frecasts, but there was a risk that there culd be a higher number f cnversins. The Chair clarified that in this GSOO the IMO aimed t clearly articulate the risks assciated with the frecasts s that stakehlders culd determine their wn view and adjust the frecasts as required. Mr Lauer asked what prpensity fr cnversin was built int the GSOO s demand frecasts. Mr Tan nted that the IMO had estimated the number f cnversins based n a number f factrs including the prximity t pipelines, likely timing, and size f the prject. The Chair nted that the IMO Bard wuld discuss the final draft f the GSOO n 18 December 2014 and, subject t any majr issues being raised, the IMO intended t publish it n the IMO website befre Christmas. The Chair als nted that a wrkshp wuld be held in February 2015 and that hard cpies wuld als be available at the wrkshp. In respnse t a questin frm Mr DiBna, the Chair clarified that the Minister des nt apprve the GSOO prir t release. Mr DiBna nted that the IMO had indicated that it wuld request reserves data and asked if any reserves data had been included in this GSOO. Mr Tan clarified that reserves data has been included in all GSOOs but that they were estimates frm EnergyQuest. He cnfirmed that ging frward the IMO wuld like t use prject specific estimates where pssible. The Chair invited suggestins and cmments frm stakehlders nce the GSOO was published. 8. OVERVIEW OF INFORMATION FROM THE GBB The Chair intrduced Mr Paul Tetley t prvide an verview f infrmatin frm the Gas Bulletin Bard (GBB). Mr Smythe asked if the web-traffic statistics excluded IMO staff visits. Mr Tetley agreed that it did. The Chair nted that there were pprtunities fr imprvements t reprts and data visualisatins and invited suggestins and cmments frm stakehlders. GENERAL BUSINESS 2014 Year in Review Ms Ryan nted the fllwing significant achievements in 2014: the prgressin f the first tw GSI Rule Change Prpsals; the publicatin f tw GSOOs; the develpment f the design fr a whlesale gas market in WA; and the first annual GSI audit. The Chair thanked GAB members fr cntributins thrughut Prpsed GAB meeting dates fr 2015 The Chair nted that the prpsed dates fr five meetings in 2015 were included in the GAB papers. The Chair nted that the prpsed dates culd be mdified if need be and requested that GAB members ntify the IMO if there are any prblems, such as clashed with industry events. 9 Agenda Item 6: Review f the Gas Bulletin Bard Znes GAB Meeting 26 May Backgrund The Gas Bulletin Bard (GBB) 1 cmmenced peratin in 2013 t imprve the transparency f infrmatin, security f supply and t facilitate cmpetitin in the WA natural gas market. T shw where natural gas is being supplied and used acrss the state, much f the infrmatin n the GBB is published by Znes. The Znes are set ut in Schedule 2 f the Gas Services Infrmatin (GSI) Rules and are defined with respect t GBB Pipelines. Currently the allcatin f a new pipeline t ne f the GBB Znes r the creatin f a new Zne requires a rule change which amends Schedule 2 f the GSI Rules. In accrdance with subrule 82(2) f the GSI Rules, the IMO must review the GBB Znes at least nce in each five year perid r may d s at any pint in time. Fllwing the recent allcatin f the Frtescue River Gas Pipeline t the Pilbara Zne 2 and in light f new pipelines expected t cmmence peratin in the next 12 mnths the IMO cnsidered it wuld be apprpriate t review the GBB Znes. The IMO has engaged Marsden Jacb Assciates t assist with the GGB Znes review. 2. Scpe This piece f wrk is t cmplete a review f the GBB Znes, cntained in Schedule 2 f the GSI Rules. 2.1 Purpse f the review The purpse f the review is t fulfil the bligatins under subrule 82(2) f the GSI Rules t review the GBB Znes at least nce every five years. The need fr the Znes, tgether, t include all natural gas supply, transprtatin and use that is reprted n the GBB. The need fr equity between Gas Market Participants. Where infrmatin is nt therwise published n the GBB, any substantive issues relating t the cnfidentiality f infrmatin fr an individual Gas Market Participant. The existing apprach t defining the Znes, which has the fllwing features: Znes are defined with reference t GBB Pipelines; specified Znes (Metr, Parmelia, Suth West and Kalgrlie) cver the same area as the Suth West intercnnected system in which the Whlesale Electricity Market perates; any new Delivery Pints r Receipt Pints (and assciated GBB Large User Facilities r Prductin Facilities) will be assigned autmatically t a Zne based n the pint f cnnectin t a GBB Pipeline; and new pipelines are nt autmatically included in the existing Zne definitins, requiring an amendment t the GSI Rules each time a new GBB Pipeline cmmences peratin. The cnsultant is als required t make recmmendatins, if any, fr changes t the GBB Znes. The recmmendatins must cnsider the benefits f maintaining cnsistency in the reprting f GBB data ver time against any identified benefits f the recmmended changes. 2.3 Key deliverables The cnsultant will prepare the fllwing dcuments: Draft Reprt and Final Reprt fr the IMO including at least: a qualitative analysis f the GBB Znes, including the issues utlined abve; and any recmmended changes t the definitin f the GBB Znes in Schedule 2 f the GSI Rules (nted, suggested drafting changes are nt required). The Draft and Final Reprts will be published n the IMO website. Submissins received in frmal cnsultatin n the Draft Reprt are als expected t be published. 2.4 Cnsultatin with stakehlders In accrdance with subrule 82(3) f the GSI Rules, the review f the GBB Znes must be carried ut in cnsultatin with Gas Market Participants and gas industry grups. On 5 May 2015, Marsden Jacbs cmmenced infrmal engagement with stakehlders t prvide input int the review. The purpse f this infrmatin engagement was t infrm the Draft Reprt prepared by Marsden Jacbs. 11 The IMO expects t publish the Draft Reprt n the IMO website alng with an invitatin fr Gas Market Participants and ther stakehlders t make written submissins. All feedback frm stakehlders, including any written submissins received and feedback prvided in any ther cnsultatin undertaken, will be cnsidered in the preparatin f the Final Reprt. 12 Agenda Item 8: Review f the Benefits and Csts f the Gas Services Infrmatin GAB Meeting 26 May Backgrund During the implementatin f the Gas Services Infrmatin (GSI), the IMO cmmitted t undertake a review f the csts and benefits f the GSI regime after a perid f peratin. The IMO is undertaking this review in 2015 n the basis that, with almst tw years f perating the Gas Bulletin Bard (GBB) and after publishing three Gas Statement f Opprtunities (GSOO) reprts, there shuld be sufficient infrmatin available t infrm the analysis. There has als been ne activatin f the Emergency Management Facility (EMF). This level f infrmatin shuld allw the analysis t highlight the benefits that have been and are expected t be realised as a result f the implementatin and peratin f the GSI. The IMO will engage a suitably qualified ecnmic cnsultant t undertake a quantitative and qualitative analysis t determine the net benefit f the implementatin and peratin f the GSI. The analysis will separate, t the extent pssible, the benefits f the EMF frm thse f the ther GSI functins t allw the analysis t be cmpared t the cst benefit analysis undertaken during the implementatin f the GSI (which did nt include the EMF cmpnent) 1. The analysis will be undertaken in cnsultatin with the IMO and interested stakehlders, including thse wh are bliged t prvide infrmatin fr the purpses f the GSI, meet the csts f the GSI functins r are cnsidered t benefit frm the GSI functins. 2. Scpe This piece f wrk is t cmplete a cst benefit analysis f the GSI functins. 2.1 Purpse f the analysis The purpse f the analysis is t determine the net benefit f the GSI functins n a quantitative basis where pssible and dcument any ther benefits that cannt be quantified n a qualitative basis. 13 include the direct csts incurred by stakehlders in facilitating the implementatin f the GSI and meeting their bligatins under the GSI n an nging basis; include the csts incurred by the IMO, State Gvernment and Gas Market Participants assciated with the implementatin and nging peratin f the GSI; and include the benefits t stakehlders, including cnsumers f gas, frm the implementatin and nging peratin f the GSI, including benefits that may arise frm: increased cmpetitin; increased transparency; and imprved efficiency f the supply f natural gas. 2.2 Key deliverables The successful respndent will be required t prepare the fllwing dcuments: Cnsultatin Dcument t guide industry participatin in the identificatin and assessment f the csts and benefits f the GSI; and Final Reprt fr the IMO including at least: the methdlgy used; an explanatin f the csts and benefits cnsidered; quantificatin (and where nt pssible qualificatin) f the csts and benefits cnsidered, including thse utlined in the sectin abve; and the csts and benefits dcumented by GSI functin and by stakehlder grup, t the extent pssible. The Final Reprt will be published n the IMO website. The IMO had intended t cmplete the analysis by the end f July Hwever, given the limited availability f a suitable cnsultant t undertake this wrk, the IMO cnsiders it apprpriate t defer the wrk until later in Recmmendatin The IMO recmmends that the GAB: Nte the scpe f wrk t undertake a cst benefit analysis f the GSI.
